군사용 시설의 전기안전관리 개선방안에 대한 연구

Abstract

최근에도 발생하는 대형 참사 사건과 연이어 발생하는 안타까운 안전사고 소식들은 국민의 안전 의식과 안전에 대한 요구를 높이고 있다. 이에 정부도 국민의 요청을 받아들여 국가의 책임을 강화하고 국민의 삶을 책임지는 정부가 되고자 ⌜국가안전관리 기본계획⌟을 개선하였다. 국민의 일원으로서 국가와 국민의 생명과 안전을 지키는 군 장병들의 안전도 중요한 화제가 되었다. 군사용 시설에서 늘어나는 전기 사용량과 안정적 공급의 요구만큼 전기안전관리의 중요성도 증가하고 있다.

현재 군사용 시설의 전기안전관리 현황을 살피고, 민간 시설의 전기안전관리자 선임과 법령의 완화 규정을 적용하는 군사용 시설의 전기안전관리자 선임에 대해 비교 분석하였다. 단 2주간의 교육을 수료하고 전기안전관리 업무를 부가적으로 하는 군사용 시설의 전기안전관리자는 국가기술자격을 갖춘 본업의 민간 시설 전기안전관리자에 비해 전문성이 떨어지고 재난이나 사고 발생 시 즉각적인 대응이 어렵고, 2차 사고로도 이어 질 수 있다. 항상 최상의 전투력을 유지해야 하는 군에는 재앙이 될 수도 있다.

본 논문에서는 군사용 시설의 전기안전관리자 선임 문제를 해결하기 위하여 군사용 시설의 전기설비에 대해 전기안전관리대행 선임 시스템 도입을 제안하고 이를 통해 예측할 수 있는 인력운영, 경제성, 보안성에 대한 기대 효과를 분석하였다.

제시한 개선방안을 군사용 시설에 적용하면 국가기술자격을 갖춘 소수의 전문 인력으로 많은 곳을 관리할 수 있어, 인건비를 줄이고 현재보다 지급해야 할 장비와 계측기구의 비용을 현저히 줄일 수 있다. 또한 일부 민간에 전기안전관리 위탁 시 발생 할 수 있는 군사보안 문제도 해결 할 수 있다. 이를 종합하면 법령 정비와 국방부 일부 조직의 변화를 통해 군사용 시설의 전기안전관리를 개선 할 수 있는 타당성이 도출 되었다. |he recent major disasters and the unfortunate news of safety accidents have raised public awareness of safety and demand for safety. The importance of electrical safety management is increasing as much as the demand for a stable supply of electricity in military facilities.

The current status of electrical safety management of military facilities was examined, and the appointment of private facility electrical safety managers and the appointment of electrical safety managers for military facilities applying the provisions of the statute were analyzed. Completing just 2 weeks of training and additional electrical safety management work are less professional than private facility electrical safety managers with national technical qualifications, making it difficult to respond immediately to disasters or accidents, and can lead to secondary accidents. It could be a disaster for a military that always has to maintain its best condition.

In this paper, It proposed the introduction of an electrical safety management agency system for electrical facilities in military facilities and analyzed the expected effects of the personnel operation, economy, and security.

Applying the proposed improvement measures also allows military facilities to manage many places with a small number of professionals with national technical qualifications, reducing labor costs and significantly reducing the cost of equipment and instruments to be paid. It can also address military security issues that may arise when entrusting electrical safety management to some civilians. Taken together, the feasibility of improving the electrical safety management of military facilities has been derived through the reorganization of laws and changes in some organizations of the Ministry of National Defense.
