- Abstract
- The purpose of this study is to discuss the importance of earthquake
disasters and other smart disaster safety management systems and
improvement measures in that it is unpredictable due to the nature of
disasters and secondary damage.
After experiencing the 2016 Gyeongju earthquake and the 2017 Pohang
earthquake, Korea newly recognized that the Korean Peninsula is no
longer a safe zone from earthquakes. Since then, the frequency, intensity,
etc. of earthquakes have been increasing continuously, detecting the
danger of earthquakes and establishing a comprehensive plan for
earthquake prevention. In addition, a smart disaster safety management
system shall be established in conjunction with the technology of the
Fourth Industrial Revolution to minimize damage in the event of a
disaster and protect the lives and property of the people.
A lot of research is being done by combining the technology of the
Fourth Industrial Revolution with earthquakes, and the technology
currently in use will also need to be developed further. Based on this,
we will explore the characteristics of smart devices, Internet of Things
(IOT), social network (SNS), big data, cloud, etc., which are being used
the most, consider the need for smart disaster safety management
systems and ways to improve them.
Due to earthquakes in Gyeongju and Pohang, the importance of the
earthquake early warning system is expanding further, and the
management system needs to be re-established and developed. In Korea,
there is a lack of cooperation between the central government and
private companies, and the efficiency of the earthquake early warning
system is decreasing due to the lack of earthquake observation stations.
To prepare for an earthquake, the Korea Meteorological Administration
announced the expansion of earthquake observation stations, and
cooperative construction between the central government and various
agencies is needed, including the integration of earthquake information
systems and digital signage.
Therefore, through this study, we developed a real-time information
delivery system using smart devices, a risk sign monitoring platform
using sensors and big data, an integrated GIS-based situation
management system platform, etc. It is also expected that large-scale
casualties and property damage can be minimized in the event of an
earthquake due to the early operation of the earthquake warning system
due to the joint use of seismometers by private industries and the
easing of seismic early warning conditions.
Finally, the development and development of technology are important,
but the government's management system and legal standards need to
be newly established, and government-led, active research should be
carried out through cooperation between government offices and private
companies to create a safe society.| 본 연구의 목적은 재난의 특성상 예측이 불가하며 그로 인한 2차적인 피해가 크다는 점에서 지진재난 및 그 외 스마트 재난안전 관리체계의 중요성 및 개선방안을 논하고자 한다.
4차 산업혁명 기술과 지진을 융합하여 많은 연구가 활발히 이루어지고 있으며, 현재 사용되고 있는 기술 또한 더 발전 시켜야 할 것이다.
경주와 포항 지진으로 인하여 지진조기경보시스템의 중요성은 더욱 확대되고 있으며 관리체계의 재정립 및 개발이 필요한 상황이다. 우리나라의 경우 중앙정부와 민간기업 간의 협력이 부족하며, 지진 관측소 또한 부족하여 지진조기경보시스템의 효율성은 떨어지고 있는 실정이다.
따라서 본 연구를 통하여 지진 분야와 4차 산업혁명을 융합한 기술 중 스마트 기기를 활용한 실시간 정보 전달체계, 센서와 빅데이터를 활용한 위험징후 모니터링 플랫폼, 지진조기경보 스마트 시스템 구축 개발, GIS기반 스마트 통합상황관리 시스템 플랫폼 등을 개발하였다. 또한 민간 산업체 지진계 공동 활용(통합 DB 서버), 지진조기경보 조건 완화 등으로 인하여 지진조기경보시스템의 조기 작동으로 인하여 지진 발생 시 대규모 인명 피해 및 재산의 피해를 최소화할 수 있을 것으로 기대한다.
