프로젝트 범위관리와 프로젝트 성과연관성에 대한 실증연구: EPC 플랜트 건설공사 중심으로

Abstract

According to the report data on the analysis of the position inferior in price and technological competitiveness in the recent overseas market, it was confirmed that Korean EPC (Engineering, Procurement, Construction) companies, which started rapidly from construction-oriented construction projects are low than overseas advanced companies in terms of EPC competitiveness and experience of project management. According to the Korea Construction Industry Research Institute, it was found that the level of project management competency of domestic companies are about 71% compared to overseas advanced companies and among them, the scope management capability was found to lag behind advanced companies by 28%. Therefore, this study tried to investigate the actual project management status of Korean companies and to identify the project performance relevance for project scope management that an area Korean EPC construction companies lack compared to overseas advanced companies. In this study, the relationship between scope management activities and project performance in the existing information system development project was identified through literature research and figured out whether the same results occur or not in the construction projects. And this study identified the difference in project performance between the compliant group and the non-compliant group based on the scope management output, which is the main input of the project management process. A self–writing survey including 11 general characteristics surveys of research subjects, management compliance survey on 21 scope management outputs presented in the 4th edition of project management, 16 scope management activities presented in PMBOK 6th edition of PMI, and 9 items of a project performance relevance was conducted to project management experts working at EPC plant construction company and the results was statistically analyzed. First, for 50 persons from EPC construction companies who are the subject to the study, individual project scope management was found at a similar level because they are s a group of experts who have more than a certain amount of project execution experience. However, they are required external education and training for project management due to the insufficient awareness of scope management. The empirical analysis results that reviewed the reliability and validity of this study hypothesis are summarized as follows. It was confirmed that the scope planning, the definition activity and the scope verification activity showed a significant positive (+) correlation with the project performance. On the other hand, it was found that the scope control activity did not show a significant positive (+) correlation with the project performance. The preceding results were common in the EPC construction project and the information system development project, and it was understood that the act of verifying the scope of the initially established project and obtaining approval of the project are an important factor for a project success. In addition, the analysis of the performance differences between the outputs management compliance group and the non-compliant group in the scope management process showed significant correlation with the project performance depending on whether the scope descriptions were applied or not. According to the scope description that is a output of scope planning / definition, the task of defining the scope of the output has a direct correlation with the project performance because it is included in the FEED design, which is the stage before the EPC construction stage, and is also included in the task of reviewing the ITB and RFQ from the project owner. But the requirements document, work breakdown system (WBS), and activity list, which are other outputs in the scope planning/definition stage have no correlation with the project performance because project products, which are essentially prepared by the construction system such as books, bill of materials, and bill of quantity are recognized as natural products in the estimation stage before the EPC construction execution stage. On the one hand, in the EPC construction project, the project schedule management and the budget management activities are perceived as more important than the outputs management of the scope management process since various activities are carried out to comply with the schedule and budget set in the purchasing and construction stages,. In other words, the result is that only documents that develop and confirm a common understanding of project justification, project goals, major deliverables, project requirements, scope constraints, and work description from scope management definition areas affect project performance. The significance of this study is to reconfirm the research activities that have been lacking in scope management and performance relevance in construction projects through the positive study such as verification through project examples and comparison with prior research and to draw key management points for more efficient project performance in terms of the selection and concentration through awareness and importance of each activity of scope management in EPC plant construction projects|국내 EPC(Engineering, Procurement, Construction)건설공사는 최근 해외시장에서 가격 및 기술경쟁력의 포지션 열위에 따른 분석에 대한 보고자료에 의하면 시공 위주의 건설사업으로부터 급격하게 출발한 우리나라 건설사들이 기획, 설계가 중요한 EPC 역량이나 경험적인 측면에서 프로젝트관리 경쟁력이 해외 선진기업에 비해 저조하다는 것을 확인할 수 있었다. 한국건설산업연구원에 따르면 국내기업과 해외 선진기업의 프로젝트 관리 역량 수준은 해외선진기업 대비 약 71% 수준으로 파악되었으며, 그 중 범위관리 역량은 28%나 선진기업에 뒤쳐져 있는 것으로 파악되었다. 따라서 본 연구는 해외 선진기업 대비 국내 EPC 건설기업의 역량이 부족한 분야인 프로젝트 범위관리에 대해 실제 우리기업의 프로젝트 관리실태를 조사하고 프로젝트 성과연관성을 파악하고자 하였다.

본 연구에서는 문헌연구를 통하여 기존의 정보시스템 개발프로젝트에서의 범위관리 활동과 프로젝트 성과연관성을 파악하고, 건설 프로젝트에서도 동일한 결과가 나타나는지 확인하였으며, 프로젝트 관리 프로세스의 주요 입력물이 되는 범위관리 산출물을 기준으로 준수집단과 준수하지 않는 집단간의 프로젝트 성과차이를 파악하였다. EPC플랜트 건설회사에 재직중인 프로젝트 관리 전문가를 대상으로 연구대상의 일반적 특성 조사 11개와 프로젝트관리학 제 4판에서 제시하는 범위관리 산출물 21개 항목에 대한 관리 준수여부조사, PMI PMBOK 6th 에서 제시하는 프로젝트 범위관리 활동 16개 항목에 대한 관리실태 조사, 프로젝트 성과연과성에 관한 조사 9개 항목에 대해 자기 기입식 설문조사를 실시하였으며, 그 결과를 분석 및 통계하는 양적 연구를 실시하였다. 또한, 실제 설문에 참여한 대상자들이 참여한 EPC 프로젝트의 성과사례와 설문을 통한 범위관리 활동 및 산출물 관리준수를 통한 프로젝트 성과연관성에 대한 분석내용이 파악된 결과와 일치하는지도 병행하여 확인해 보았다.

먼저 연구의 대상인 EPC 건설업체 50인에 대해서는 프로젝트 수행경험 및 근무경력이 일정량 이상인 집단으로 구성된 전문가 집단이기 때문에 개인별 일반적 특성에 따른 프로젝트 범위관리 정도는 유사한 수준으로 파악되었으나, 범위관리 인식부분이 다소 저조한 것이 확인되어 프로젝트 관리에 대한 사외교육 및 훈련이 필요한 것으로 확인되었다. 본 연구 가설들의 신뢰성과 타당성을 검토한 실증분석 결과를 다음과 같이 요약할 수 있다. 범위기획 및 정의활동은 프로젝트 성과에 유의한 양(+)의 상관관계를 보이는 것을 확인하였으며, 범위검증활동은 프로젝트 성과에 유의한 양(+)의 상관관계를 보이는 것을 확인하였다. 반면 범위통제활동은 프로젝트 성과에 유의한 양(+)의 상관관계를 보이지 않는 것으로 파악되었으며, 이는 EPC 건설 프로젝트와 정보시스템 개발 프로젝트에서 같은 결과가 나타난 것으로 초기에 수립된 프로젝트의 범위를 검증하고 승인을 얻는 행위가 성공적인 프로젝트를 위한 중요한 요소임을 알 수 있다. 또한 범위관리 프로세스의 산출물관리 준수집단과 미 준수 집단에 대한 성과차이에 대한 분석결과는 총 5개의 범위관리 산출물 관리 중 범위기술서 작성준수에 따라서 프로젝트 성과와 유의한 상관관계가 있다는 것이 확인되었으며, 실제 EPC 플랜트 건설 프로젝트에서의 성과사례와 비교한 결과 다음과 같은 내용을 확인할 수 있었다. 범위기술서는 범위기획/정의의 산출물로 성과물의 범위를 정의하는 업무가 EPC 건설단계 이전 단계인 FEED 설계에 포함되어 있어 사업주에게 제공받은 ITB와 RFQ를 검토하는 업무에 포함되어 프로젝트 성과와 직접적인 상관관계가 있음을 확인하였으며, 범위 기획/정의 단계의 다른 산출물인 요구사항문서, 작업분류체계(WBS), 활동목록이 프로젝트 성과와 상관관계가 없다고 나타난 이유에 대해서는 EPC 건설 수행단계 이전인 견적단계에서 설계도서, 자재명세서(Bill of Material), 수량산출서(Bill of Quantity) 등 프로젝트 산출물이 건설시스템에 의해 필수적으로 생성되기 때문에 너무나 당연한 산출물로 인식되기 때문이다. 한편으로는EPC 건설프로젝트에서 구매와 시공단계에서는 정해진 스케쥴과 예산을 준수하기 위한 다양한 활동들이 진행되기 때문에 범위관리 활동의 산출물관리 보다는 프로젝트 일정관리 및 예산관리 활동의 중요도가 상대적으로 높은 업무로 인지되기 때문에 범위관리 정의영역에서 산출되어진 범위기술서를 통해 프로젝트 당위성, 프로젝트 목표, 주요인도물, 프로젝트요구사항, 범위제약사항, 작업기술서 등의 공통적 이해를 개발하고 확인하는 문서만이 프로젝트 성과에 영향을 미친다는 결과이다.

본 연구의 의의는 그동안 건설 프로젝트에서 범위관리 및 성과연관성에 대한 부족했던 연구활동을 실증연구를 통해 재확인하고 선행연구와의 비교 및 프로젝트 사례를 통한 검증을 통해 EPC 플랜트 건설 프로젝트에서 범위관리의 각각의 활동에 대한 인지와 중요도를 통해 선택과 집중에서 더 효율적인 프로젝트 성과를 위한 중점관리 사항을 도출해 낸 것에 대해 그 의의가 있다.
