공공기관 부속 어린이집 이해관계자별 주요 가치 인식도 비교분석

Abstract

어린이집은 아동이 가장 많이 활용하는 공간이므로 체계적으로 설계되어야 함에도 국내 어린이집은 규모 협소 및 놀이공간의 한정으로 형식적으로 배치되며 구성 또한 획일화되어있다. 어린이집의 환경을 개선하기 위해 2019년부터 평가 인증제도를 도입하여 안전성을 향상시키고 일정 이상의 품질을 지속적으로 관리 감독하고 있으나, 교사들은 교육에 대한 품질보다 건설 환경에서의 인식 차이가 다수 나타나고 있어 이로 인해 시공 완료 이후 품질 관리 및 유지관리의 추가 비용이 발생할 수 있기에 사전에 이해관계자들의 가치와 인식을 파악하여 가이드라인 개발 시 반영할 필요가 있다. 어린이집은 다수의 공간으로 분류되며, 각 공간이 보유하고 있는 가치와 요인도 다양하기에 공간과 세부요인을 통합하고 연결할 수 있는 프레임워크 수립이 필요하다. 또한, 최종적으로 나온 인식의 결과를 통합하여 가이드라인에 대한 논의가 진행되어야 하는 만큼 전체 조직의 적극적인 참여가 필요하며, 결과적으로 요구사항에 대한 파악을 통해 갈등을 줄이는 과정이 필요하므로 본 연구에서는 어린이집 공간과 세부요인에 대한 이해관계자별 주요가치에 대한 인식도를 조사하여 해결방안을 모색하고자 한다. 연구범위는 공공기관 중 다수의 어린이집을 보유하고 있는 경찰청 소속 어린이집 49개소에 근무하고 있는 원장 및 교사 등 보육 교직원과 경찰청 어린이집 건축 설계 및 시공에 참여한 건설전문가 등 총 436명을 대상으로 어린이집 공간과 각 공간의 가치에 대한 인식도 조사를 진행하였다. 연구 방법은 다음과 같다. 첫째, 선행연구를 고찰하여 어린이집 실내외를 보육공간, 화장실 등 9개의 세부공간으로 나누고, 안전성, 쾌적성 등 7개의 세부 고려요인을 분류하였다. 둘째, 이론고찰, 공공기관의 성과 요구수준서 및 기술자문위원회 자료를 분석 후 세부요인에 대한 109개의 설문 문항을 제작하여 어린이집 공간과 고려요인을 통합한 프레임워크를 수립하였다. 셋째, 프레임워크에 기반하여 설문지를 제작하여 보육전문가(원장, 교사)와 건설전문가(설계ㆍ시공기술자) 집단별 어린이집 공간과 세부요인에 대한 중요도 및 성과도, 만족도 등 인식도를 조사하였다. 어린이집을 실제 사용하는 보육교사 집단과 건설을 담당한 설계 및 시공 전문가 집단과의 어린이집 공간과 세부요인에 대한 중요도-성과도-만족도를 평가한 결과 상호 인식의 차이가 많음을 알 수 있었다. 양집단 간 인식의 차이는 결과적으로 건물을 이용하게 되는 최종사용자집단의 시설 이용의 만족도를 떨어뜨리는 결과로 이어지며, 건설 이후에 시설의 유지관리 비용의 증가로 이어지게 된다. 따라서, 인식의 차이를 보인 세부요인을 분석(51개)하여 어린이집 건축 기획단계부터 참고할 수 있도록 가이드라인의 방향을 제시하였으므로 향후 공공기관의 어린이집 건축 시 참고자료로 활용이 가능할 것이다. 또한, 공간-고려요인 프레임워크 수립을 통해 어린이집 설계 시 이에 대한 추가 고려가 가능할 것으로 기대되며, 이를 기반으로 가이드라인의 방향성을 제시하였다는 점과 어린이집 설계 및 시공, 운영과 관련된 모든 이해관계자 집단이 참여하여 설문을 진행하였다는 점에서 큰 의의가 있다. 다만, 실질적으로 적용할 수 있는 가이드라인의 틀이 나오지 않았다는 점에서 한계가 있으므로 가이드라인의 틀에 대한 후속연구가 필요하다.|Daycare centers are the most frequently used space for children, so they should be designed systematically, but domestic daycare centers are arranged in formal form with limited size and play space, and their composition is also uniform. In order to improve the environment of daycare centers, safety is improved and quality is continuously supervised since 2019, but teachers have more differences in perception in the construction environment need to narrow the gap among stakeholders by identifying each values and perceptions to reduce costs. Daycare centers are classified into a number of spaces, and the values and factors of each space vary, requiring the establishment of a framework to integrate and connect space and detailed factors. In addition, as the results of the identified perception should be integrated to discuss guidelines, active participation of the entire organization is required, and as a result, a process to reduce conflict by identifying requirements is needed. Based on Importance-Performance Analysis with 109 questionnaires by proposed framework within 9 specified spaces and 7 risks categories, it was possible to narrow the gap. With 436 answers, it was possible to catch, there were several differences in mutual perceptions of daycare center with 51 factors. Therefore, guidelines were provided for reference from the planning stage of daycare center construction, so it will be available as a reference material for future daycare center construction. With the limitation of no actual applicable guideline framework, however, it is expected in the design of daycare centers through the establishment of a space-consideration framework, which is significant in that the direction of the guidelines was presented and that all stakeholder groups related to daycare center design, construction and operation participated in the survey.
