무용인 복지에 관한 인지도 및 만족도 연구

Abstract

As culture has accelerated the pace of spread through various media in various forms, laws, institutions, and welfare support for artists have come to the surface together. In fact, before that, there was nothing legally or institutionalized that could not claim the status and rights of artists. As a series of incidents caused by artists' livelihood problems began to develop interest in artists' welfare, and the Artist Welfare Act was enacted in November 2011. This was the first institutional stepping stone for artists to receive social security on a legal basis. In the field of dance, a professional dance support center was established in 2007 with support from the Ministry of Culture, Sports and Tourism and the Arts Council Korea. In addition, the Korea Artists Welfare Foundation was established in 2012 based on the Artists Welfare Act, providing various support. The institutions where dancers can benefit from welfare are becoming more diverse, but many dancers lack awareness of what institutions they have and what support they are providing. In addition, it is difficult to accurately reflect the reality of artists at that time because the survey on dancers is too long. In this study, the value of dance artists and welfare systems and support and the need for business. We looked at the status of the welfare system currently in place for dancers. Therefore, through a survey on the awareness and satisfaction of dancers on the Center of the DANCERS’CAREER DEVELOPMENT CENTER, we investigated how much they were aware of the welfare system and how the welfare system helped the dancers if they had benefited. Through this, more dancers will be aware of and actively use dancer-related welfare or support projects. In addition, it draws figures on recognition and satisfaction, problems and implications for them, inducing continued interest from institutions that provide welfare systems and support projects, and preparing foundation data for future maintenance of related systems. It is targeted at people majoring in dance. The results of the analysis are as follows: Most of the non-beneficiaries expected positive effects on economic help and motivation for the most anticipated effectiveness through the support project. In relation to the economic effects of the support project with the average monthly income, the support project had a definite positive effect on low-income and beneficiaries. The most necessary support for those who match their current jobs with dance activities is economic help, and those who disagree need it most in terms of continuity in artistic activities. For beneficiaries, support projects have generally had positive effects in terms of economic help, sustainability, motivation and protection of rights and interests. Satisfaction was also high in terms of the amount of support, programs, support periods, and creative activities. However, it was found that there was a high level of inconvenience in the application process or related to documents submitted later. In general, awareness of the support project was low, and positive effects could be seen in terms of expected effects or satisfaction, but there was also a need for improvement. A stable environment and support have a positive impact on dancers' dance activities. On the contrary, dancers' efforts to develop the dance world will also attract more diverse and continuous support by attracting attention to welfare institutions, society, and even the state. In addition, both beneficiaries and institutions must continuously monitor and review future dancer welfare in both directions. Voluntary participation and active interest will surely contribute to creating stable creative activities, and will be able to set up in a more suitable and effective way with steady feedback. It is hoped that this study will actively conduct research on the status and analysis of the welfare of dancers.

Keywords: dancer welfare, Welfare, Support Project, Dancers’Career Development Center, Recognition, Satisfaction |문화라는 것이 여러 형태로 다양한 매체를 통해 확산의 속도도 가속화됨에 따라 예술인을 위한 사회적 안전망 같은 법이나 제도, 복지지원이 함께 수면위로 떠오르게 되었다. 사실상 그 전에는 예술인의 지위와 권리를 주장할 수 없을 정도로 법적으로나 제도적으로 마련된 것이 없었다. 예술인들의 생계 문제로 인한 사건들이 잇따라 발생하면서 예술인 복지에 대한 관심이 생기기 시작하여 2011년 11월 예술인복지법 제정되었다. 이는 예술인이 법적 근거로 사회보장을 받을 수 있는 첫 제도적 발판이 되었다. 무용분야에서도 2007년에 문화체육관광부와 한국문화예술위원회로부터의 지원으로 (재)전문무용수지원센터가 설립되었다. 이외에도 2012년에 예술인복지법에 기반하여 한국예술인복지재단이 설립되어 다방면에서의 지원이 이루어지고 있다. 무용인들이 복지를 수혜 받을 수 있는 기관은 다양해지고 있으나 정작 많은 무용인들은 무슨 기관이 있는지, 어떤 지원을 하고 있는지에 대한 인지도가 미비한 상태이다. 또한 무용인 관련 실태조사의 텀이 너무 길기 때문에 그때그때의 예술인들의 현실을 정확하게 반영하기 어려운 실태이다. 본 연구에서는 무용예술인의 가치를 살펴보고 복지제도나 지원사업에 대한 필요성과 당위성을 제시하고 현재 무용인들을 대상으로 시행된 복지제도의 현황을 살펴보았다. 그리하여 (재)전문무용수지원센터의 지원사업에 대한 무용인들의 인지도 및 만족도 설문조사를 통해 복지제도에 대하여 어느 정도 인지하고 있는지, 수혜를 받은 경험이 있다면 복지제도가 무용인들에게 어떠한 도움이 됐는지 조사하였다. 이를 통해 더 많은 무용인들이 무용인 관련 복지나 지원사업에 대해 인지하여 능동적으로 이용할 수 있도록 관심을 불러일으키고자 한다. 더불어 인지도 및 만족도에 대한 수치와 그에 대한 문제점 및 시사점을 도출하여 복지제도 및 지원사업을 제공하는 기관의 지속적 관심을 유도하고 향후 관련된 제도의 정비를 위한 토대자료를 마련하는데 있다. 연구의 대상은 현재 대학교 무용학과에 재학 중이거나 무용학을 전공한 졸업자를 모집단으로 설정하여 (재)전문무용수지원센터의 지원사업에 선정되어 수혜를 받은 경험이 있는 집단 29명과 수혜받은 경험이 없는 집단 129명으로 나누어 설문을 실시하였다. 이에 대한 분석 결과는 다음과 같다. 지원사업을 통해 가장 기대되는 효과성에 대해 비수혜자 대부분이 경제적 도움과 동기부여에 긍정적 효과를 기대했으며, 월평균 소득과 지원 사업의 경제적 효과를 연관지어 볼 때 지원사업이 저소득자이자 수혜자에게는 확실한 긍정적인 효과가 있었다. 현재 직업과 무용활동분야가 일치하는 사람에게 가장 필요한 지원은 경제적 도움이며 불일치하는 사람들은 예술활동에 대한 지속성 부분에서 가장 지원이 필요하다고 나타났다. 수혜자에게 있어서 지원사업이 경제적 도움, 지속성, 동기부여, 권익보호 부분에 있어서 대체적으로 긍정적 효과를 얻었다 나타났다. 지원금액이나 프로그램, 지원기간, 창작활동에 기여한 부분에 있어서도 만족도가 높게 나타났다. 그러나 지원과정에서 신청서류 또는 추후 제출 서류 관련부분에서 불편함이 높은 것으로 나타났다. 대체적으로 지원사업에 대한 인지도는 낮았으며 기대효과나 만족도 부분에서는 긍정적 효과를 얻은 것으로 볼 수 있으나 개선에 관한 필요성 또한 있다고 나타났다. 안정적인 환경과 지원이 무용인들의 무용활동에 긍정적 영향을 미치지만 반대로 무용인들의 무용계의 발전을 위한 노력과 그 결과 또한 복지기관, 사회, 나아가 국가에 까지 관심을 유도시켜 더 다양하고 지속적인 지원을 끌어낼 수 있을 것이다. 더불어 수혜자와 기관 모두가 양방향으로 향후 무용인 복지에 대해 꾸준한 모니터링과 개선방안을 위한 지속적인 검토가 반드시 필요하다. 자발적 참여와 적극적 관심은 안정적 창작활동을 만드는데 반드시 기여할 것이며 꾸준한 피드백으로 더욱 적합하며 효과적인 방향으로 설정이 가능할 것이다. 이 연구를 통해 무용인 복지에 대한 더 꾸준한 실태조사와 분석에 대한 연구가 활발히 이루어지기를 바란다.
