중소기업 지원프로그램 운영의 효율화 방안에 관한 연구 - K연구기관 중심으로

Abstract

Technological innovation in small and medium-sized enterprises is recognized as a key factor in national growth, but lacks systematic support. Technological innovation of small and medium-sized businesses is a key means of pioneering new markets, creating jobs, and strengthening national competitiveness. In order to solve the structural problems of the Korean economy, such as job stagnation, regional polarization, and lack of new growth engines, "fostering small and medium-sized companies" is considered a prerequisite, and systematic policy is needed. In order to create high-quality jobs and resolve regional polarization, more mid-sized companies should be able to compete and develop with large companies at the same time as driving the growth of small and medium Finding new growth industries and focusing on small and medium-sized enterprises in the field can be a way to secure future growth engines to replace stagnant main industries. The government is also pushing for various policies to foster small and medium-sized enterprises, and K research institutes should also be able to create synergy by establishing measures to support small and medium-sized enterprises in line with these policy directions. The existing R&D support performance analysis studies are Most of them analyze the impact on support performance. Analysis of the results after R&D support was mainly conducted, and whether R&D support affects performance indicators such as papers and patents, or whether it affects corporate sales, job creation, and competitiveness. This study aims to efficiently support R&D support, analyze the support process, and develop and propose improvement measures for K research institutes to positively affect enterprises. To this end, K Research Institute collected the family company information and corporate support programs, set R&D-based technical support as independent variables and corporate sales information as dependent variables, and surveyed companies using corporate support programs to derive difficulties and improvements. In addition, an expert interview was conducted to review the reliability and feasibility of the derived difficulties and improvement measures. Through research, it is necessary to increase the budget for each project of short-term R&D support programs of K research institutes and to expand the scope of support and the duration of the project. In addition, programs for linked support shall be developed after R&D support for enterprise support programs so that continuous relationships with family enterprises can be maintained. The family company's system requires customized support programs according to the classification method, and the introduction of a graduation system to prepare measures and efficient management for continuous relationship between mentors and companies is necessary. Corporate support programs and family enterprise systems have been steadily improved and developed over a long period of time. It is hoped that the improvement measures derived from this study will further develop into research institutes specializing in supporting small and medium-sized enterprises by improving the problems and difficulties of K research institutes' corporate support programs and family enterprise systems| 중소기업 기술혁신은 국가성장의 핵심요소로 인식되고 있으나 체계적 지원이 부족하였다. 중소기업의 기술혁신은 신시장 개척, 고용창출, 국가 경쟁력 강화 등의 핵심수단이다. 한국경제의 구조적인 문제인 고용 침체, 지역 양극화, 신성장 동력 부재 등을 해결하기 위해서는 ‘중소·중견기업 육성’이 필수요건으로 여겨지고 있어, 이를 위한 체계적인 정책 마련이 필요하다. 양질의 일자리를 창출하고 지역 양극화를 해소하기 위해서는 중소기업의 성장을 견인함과 동시에 대기업과 경쟁ㆍ발전할 수 있는 중견기업이 늘어나야 한다. 신성장산업을 발굴하고 해당분야의 중소기업을 집중 지원하여 중견기업으로 육성시키는 방향으로 정책을 추진하는 것이 정체된 주력산업을 대신할 미래 성장동력을 확보하는 방안이 될 수 있다. 정부에서도 중소·중견기업을 육성하고자 다양한 정책을 추진하고 있으며, K연구기관의 중소기업 지원방안도 이러한 정책방향과 부합하도록 수립하여 시너지를 창출할 수 있어야 한다. 기존의 R&D지원 성과분석 연구들은 지원방식에 따라 성과에 미치는 영향분석이 대부분이다. R&D지원 이후 결과에 대한 분석이 주를 이루었으며, R&D지원이 논문, 특허 등의 성과지표에 영향을 미치는지를 연구하였거나, 기업의 매출, 고용창출, 경쟁력 향상에 영향이 있는지를 연구하였다. 본 연구는 R&D지원을 효율적으로 지원하고, 지원 과정을 분석하여 K연구기관의 기업지원프로그램이 기업에게 긍정적인 영향을 줄 수 있는 효율화 방안을 제시하고자 한다. 이를 위해 K연구기관이 보유한 패밀리기업 정보 및 기업지원프로그램 활용실적을 수집하여 R&D기반 기술지원을 독립변수, 기업의 매출정보를 종속변수로 설정하여 기업지원프로그램 성과분석을 하였으며, 기업지원프로그램을 활용한 기업을 대상으로 설문조사를 하여 기업지원프로그램 애로사항 및 효율화 방안을 도출하였다. 또한, 도출된 애로사항 및 효율화 방안에 대한 신뢰성 및 타당성 검토를 위해 전문가 인터뷰를 진행하였다. 연구를 통해 K연구기관의 기업지원프로그램의 단기 R&D지원 프로그램의 과제별 예산을 증액하고, 지원 대상 및 과제기간 확대가 필요하다. 또한 기업지원프로그램 R&D지원 이후 연계 지원을 위한 프로그램을 개발하여 패밀리기업과 지속적인 관계를 유지 할 수 있도록 하여야 한다. 패밀리기업의 제도는 분류방안에 따라 맞춤형 지원 프로그램이 필요하며, 멘토와 기업 간 지속적인 관계유지를 위한 방안 마련 및 효율적 관리를 위한 졸업 제도 도입이 필요하다. 기업지원프로그램 및 패밀리기업 제도는 오랜 시간 꾸준히 개선되고 발전되어 왔다. 본 연구에서 도출된 효율화 방안이 K연구기관 기업지원프로그램 및 패밀리기업 제도의 문제점 및 애로사항을 개선하여 중소ž중견기업 지원 전문 연구기관으로 더욱더 발전하길 기대한다.
