- In China, urbanization has progressed rapidly, and the size of cities has
greatly expanded. Accordingly, the historical streets that make up the city
began to deteriorate over time. To protect this, large-scale tourism
regeneration projects have been carried out. However, the importance of
small-scale urban regeneration projects has been recognized and implemented,
and the regeneration effect has been shown in historical and cultural areas
where residential and commercial areas coexist. In order to induce active
participation by inducing residents' sense of belonging to the community in
the future, the awareness of residents and merchants has come to play an
important role. The importance of this is gradually emerging.
The Mok family in this study evaluates the need to switch to a method that
combines “bottom-up” gathering of residents’ opinions, and the
relationship between satisfaction with small-scale urban regeneration
projects and future participation in order to induce active participation of
residents and merchants in the future. The relationship was analyzed.
The study site has been conducting a continuous small-scale urban
regeneration project where commerce and residence coexist in Souzhou, China.
The Pyeonggang History and Culture Street was selected as 80% of the
residential functions and buildings were maintained as they are, and 50% of
the neighborhood relationship was maintained. Based on the survey and
interview, the impact relationship analysis of the study is based on the IPA,
PLS-Historical Analysis, and PLS-Structural Equation to identify the
importance of the regeneration project among residents and merchants, and
what factors affect overall satisfaction and future resident participation.
In this regard, future policy implications were presented.
The results of this study's analysis of individual characteristics showed
that the residents were mostly in their 20s and 30s, unmarried rental
households, and had a high level of education. Most of the residence period
was between 1 and 5 years. In addition, it was found that there are many
low-income people with an average monthly income of 3,000 won to less than
5,000 won. Merchants, mainly in their 20s, 30s, and 40s, had many rental
stores and their education level was later than that of residents. The
longest working period was between 3 and 5 years.
The results of analyzing the overall satisfaction of residents are as
follows: agar and streetscape improvement, parking lot improvement, public
space and street pedestrian environment improvement, security method
improvement, retail business attraction, merchant competency strengthening
program, volunteer activity, external historical and cultural exhibition
activity, personal characteristics The effect of the existing participation
level on overall satisfaction was found in the sector. As a result of
analyzing merchants' overall satisfaction, the effect of existing
participation on overall satisfaction in agar and streetscape improvement,
parking lot improvement, maintenance and improvement of existing historical
and cultural buildings, volunteer activities, external historical and
cultural exhibition activities, and individual characteristics was analyzed.

As a result of analyzing the relationship between satisfaction with the
rehabilitation project and the intention to participate in the future, it was
found that the individual characteristics of residents directly affect only
the intention to participate in the future. The effect of the physical
rehabilitation project on the satisfaction of the rehabilitation project and
the intention to participate in the future was shown. It was found that the
non-physical regeneration project had a direct effect only on the
satisfaction of the regeneration project. As a result of the analysis of the
satisfaction mediating effect of the recycling business, it was found that
the non-physical recycling business and the physical recycling business
directly affect the satisfaction of the recycling business. In addition, the
satisfaction of the rehabilitation project showed a direct effect on the
intention to participate in the future, so it was confirmed that the
satisfaction of the rehabilitation project had a mediating effect.
The personal characteristics of the cause of death and the physical and
non-physical regeneration projects do not affect the satisfaction of the
regeneration project. As a result of the analysis of the mediating effect on
satisfaction of the rehabilitation project, it was confirmed that the
satisfaction of the rehabilitation project did not have any mediating effect
because it did not affect the intention to participate in the future.
However, it was found that the physical and non-physical regeneration
projects directly affect the intention to participate in the future.
The policy implications derived from the analysis results of this study are
as follows
First, it is judged that the common point needs to be supported as a policy
task for these public space regeneration projects such as local landscapes
and parking lots. Among the non-physical regeneration projects, it is judged
that various events that can cause external interest and promote publicity
are necessary. The difference is that road congestion occurs due to the
inability to distinguish between bicycle parking spaces and rest areas in
shopping malls. It is judged that it is necessary to focus on the improvement
of bicycle parking spaces and rest areas in the future.It is judged necessary
to conduct regular and long-term festivals and events.
Second, in order for residents to actively participate in the regeneration
project by increasing their satisfaction, it is necessary to focus on the
physical and non-physical regeneration projects as a policy.
It is necessary to focus on the policy to induce the active participation
of merchants by proposing ideas or ideas that merchants are interested in
through policy focusing on physical and non-physical regeneration projects.
Third, in order to increase satisfaction and actively participate through
participation by focusing on physical and non-physical regeneration projects
among small-scale urban regeneration projects in the historical and cultural
street, the necessity of the participation of residents and merchants in the
policy process is raised. In addition, there is a need to proceed with a form
of participation that does not limit the intervention of residents and
merchants to lead from the passive participation stage to the active
participation stage in the future.

중국은 도시화가 빠르게 진행되면서 도시의 규모가 크게 확대되었다. 이에 따라 도시를 구성하는 역사적 거리들은 시간이 지날수록 그 성능이 저하되기 시작했다. 이를 보호하기 위해 대규모 관광 재생사업을 진행해왔다. 하지만 소규모 도시재생사업의 중요성도 인지하고 사업을 시행해왔으며, 거주지역과 상업지역이 공존하는 역사문화지역에서 재생효과가 나타났다. 향후 주민들의 커뮤니티 소속감을 고취시킴으로써 적극적인 참여를 유도하기 위해 거주민과 상인의 인식은 중요한 역할을 한다는 인식을 갖게 되었다. 이에 중요성이 점차 대두되고 있다.
본 연구의 목족은 “상향식”의 주민의견 수렴을 결합하는 방식으로 전환해야 하는 점에 대해 평가를 진행하고, 거주민과 상인의 향후 적극적 참여 유도하기 위해 소규모 도시재생사업에 대한 만족도과 향후 참여와의 연향관계를 분석하였다.
연구의 대상지는 중국 소우주시 상업과 거주가 공존하는 지속적인 소규모 도시재생사업을 진행해왔다. 주거 기능과 건축물의 80 %가 그대로 유지되고 이웃 관계도 50 %는 그대로 유지된 것으로의 평강 역사문화거리를 선정하였다. 연구의 영향관계분석은 설문조사와 인터뷰를 바탕으로 IPA, PLS-휘귀분석, PLS-구조방정식을 통해 거주민과 상인의 재생사업 중요도 인식, 전체 만족도와 향후 주민참여의사에 영향을 미치는 요인은 무엇인지에 대해 살펴보며, 이를 통해서 향후 정책적 시사점을 제시하였다.
본 연구의 분석결과는 개인특성을 분석한 결과는 거주민은 주로 20대, 30대 미혼의 임대 가구가 많고 교육수준이 높은 것으로 나타났다. 대부분의 거주기간은 1년-5년 사이에 많은 것으로 나타났다. 또한 월 평균 소득은 3000원 이상~5000미만 저액소득 인구가 많은 것으로 나타났다. 상인은 주로 20대, 30대,40대 이혼의 임대 점포가 많고 교육수준이 거주민보다 늦은 편이 것으로 나타났다. 장사기간은 3년-5년 사이가 가장 많은 것으로 나타났다.
거주민의 전체 만족도를 분석한 결과는 한천 및 가로경관 개선, 주차장 개선, 공공 공간 및 가로 보행환경 개선, 보안방법 개선, 소매업 유치, 상인 역량 강화 프로그램, 자원봉사 활동, 대외적 역사문화 전시활동, 개인특성 부문에서 기존 참여정도가 전체 만족도에 미치는 영향을 나타났다. 상인의 전체 만족도를 분석 결과는 한천 및 가로경관 개선, 주차장 개선, 기존 역사문화건축물의 정비 및 개선, 자원봉사 활동, 대외적 역사문화 전시 활동, 개인특성 부문에서 기존 참여정도가 전체 만족도에 미치는 영향을 나타났다.
재생사업 만족도와 향후 참여의사의 영향관계 분석 결과는 거주민은 개인특성은 향후 주민참여의사에만 직접적인 영향을 미치는 것으로 나타났다. 물리적 재생사업은 재생사업의 만족도와 향후 주민참여의사에 미치는 영향을 나타났다. 비 물리적 재생사업은 재생사업의 만족도에만 직접적인 영향을 미치는 것으로 나타났다. 재생사업의 만족도 매개효과 분석 결과 비 물리적 재생사업과 물리적 재생사업은 재생상업의 만족도에 직접적인 영향을 미치는 것으로 나타났다. 또한 재생사업의 만족도는 직접적인 향후 주민참여의사에 미치는 영향을 나타나서 재생사업의 만족도는 매개효과가 있는 것으로 확인되었다.
사인은 개인특성과 물리적 재생사업과 비 물리적 재생사업은 재생사업의 만족도에 영향을 미치지 않다. 재생사업의 만족도 매개효과 분석 결과 재생사업의 만족도는 향후 주민참여의사에 영향을 미치지 않아서 매개효과가 없는 것으로 확인되었다. 하지만 물리적 재생사업과 비 물리적 재생사업은 직접적인 향후 참여의사에 영향을 미치는 것으로 나타났다.
본연구의 분석결과를 통해 도출된 정책적 시사점은 다음과 같다.
첫째; 공동 점은 지역경관, 주차장 등 이러한 공공 이용 공간 재생사업에 정책 과제로 삼아 지원하는 것이 필요하다고 판단되다. 비 물리적 재생사업 중 이는 외부 관심을 초래할 수 있으면서 홍보도 할 수 있는 다양한 이벤트가 필요하다고 판단되다.
차이점은 상가에서 자전거 주차공간과 쉬는 공간의 구분에 못 해서 도로 혼잡 현상이 발생하는 것이다. 향후 자전거 주차공간과 쉬는 공간의 개선에 집중해야 하는 필요가 있다고 판단되다. 축제와 이벤트를 정기적이고 장기적으로 진행하는 것이 필요하다고 판단되다.
둘째, 거주민이 재생사업에 대한 만족감 높이를 통해 적극적으로 참여를 이루어지기 위해서는 물리적 재생과 비 물리적 재생사업에 대해 정책적으로 초점을 맞출 필요가 있다.
상인이 물리적 재생과 비 물리적 재생사업에 대해 정책적으로 초점을 맞춤을 통해 상인이 관심을 가지는 의경이나 아이디어를 제안함으로써 적극적 참여 유도하도록 정책적으로 초점을 맞출 필요가 있다.
셋째, 역사문화 거리 소규모 도시재생사업 중 물리적 재생사업과 비 물리적 재생사업에 초점을 맞춰 만족감을 높임 및 참여를 통해 적극적 참여시키기 위해서 정책과정에서 거주민과 상인의 참여가 필요성을 제기하고자 하다. 또한 향후 소극적 참여 단계부터 적극적 참여 단계로 유도하도록 거주민과 상인의 개입이 제한하지 않은 참여형태가 진행해야한 필요가 있다.
