복합리조트 개발이 지역지지도에 미치는 영향요소에 관한 연구

Abstract

복합리조트 개발과 운영 관련하여, 강원랜드 및 제주도의 이호유원지, 드림타워 카지노 등 지역주민의 반대로 인하여 개발계획에 영향을 받거나 운영단계에서 지역주민과의 지속적인 마찰이 일어나고 있다. 따라서 복합리조트의 개발과 관련하여 기획단계부터 운영, 그리고 폐장까지의 전 생애주기에 걸쳐 지역지지도 확보는 필수적인 조건이라고 할 수 있다. 본 연구의 공간적 범위는 영종도로 하여 진행하였으며, 첫 번째 단계로 복합리조트 개발에 대한 지역지지도 확보를 위한 요소를 FGI를 통하여 도출하였으며, AHP분석을 진행하여 각 요소의 중요도를 확인하였다. 그 결과, 상위요소중 경제요소가 가장 중요한 것으로 분석되었고, 환경, 사회문화, 지속가능성 요소의 순서대로 중요도가 분석되었다. 하위요소를 살펴보면 경제요소 관련하여 지역경제 활성화 요소가 가장 중요도가 높았고, 환경 하위요소에서는 교통인프라 개선요소가 중요도가 가장 높았다. 사회문화 하위요소에서는 주변지역 활성화요소, 지속가능성 하위요소에서는 지역사회 활성화 요소가 가장 중요도가 높은 것으로 분석되었다. 또한, 분야별 중요도를 분석할 때, 학계 및 인허가기관에서는 지속가능성 요소가 가장 중요도가 높았으며, 운영사 및 지역주민 입장에서는 경제요소가 가장 중요도가 높은 것을 확인할 수 있었다. 두 번째 단계는 해당 상위요소인 경제, 환경, 사회문화 요소가 지속가능성 및 지역지지도에 미치는 영향에 대하여 순서형로짓모형을 통하여 분석하였다. 분석결과, 환경요소 및 사회문화요소는 지속가능성에 유의한 정(+)의 영향을 미친 것으로 분석되었다. 경제, 사회문화, 지속가능성은 지역지지도에 유의한 정(+)의 영향을 미쳤으며, 환경요소는 지역지지도에 유의한 부(-)의 영향을 미친 것으로 확인되었다. 지속가능성의 매개효과는 환경요소와 관련하여 완전매개, 사회문화 요소와 관련하여 부분매개의 효과가 있는 것으로 분석되었다. 따라서, 복합리조트의 개발과 관련된 정책입안자, 인허가 기관 및 사업시행을 하고자 하는 공공 및 민간사업자는 개발기획 단계부터 설계단계, 그리고 건립 및 운영단계 등 각각의 단계에서 지역지지도를 확보하기 위한 방안을 장기적, 세부적으로 수립하여야 한다. 정책입안자는 지역지지도를 확보할 수 있는 법령 및 제도를 사전에 수립하여 해당 지역에 복합리조트 개발이 진행될 경우 지역주민이 참여할 수 있도록 제도개선을 진행하고, 또한 복합리조트 개발의 지속가능성을 확보할 수 있도록 공공 및 민간 시행자 입장에서 얻는 여러 분야의 이득을 지역사회와 함께 나눌 수 있도록 관련 내용을 제도화해야 할 것이다.|Regarding integrated resort development and operation, such as Kangwon Land, Jeju Iho Amusement Park, and Jeju Dream Tower Casino, development plan has been affected by the opposition of local residents or there have been continuous conflicts and frictions with local residents during the operation stage. Therefore, in relation to the development of an integrated resort, securing local support is an essential condition throughout the life cycle from the planning stage to operation and closing. The spatial scope of this study was conducted on Yeongjongdo, and as the first step, elements for securing local support for integrated resort development were derived through Focus Group Interview (FGI), and the importance of each element was confirmed by conducting Analytic Hierarchy Process (AHP) analysis. As a result, the economic factor was analyzed as the most important among the top factors, and the importance was analyzed in the order of environment, social culture, and sustainability factors. Looking at the sub-factors, local economy revitalization was the most important in relation to the economic factor, and transportation infrastructure improvement was the most important in the environmental sub-factor. In the sub-factor of social culture, the revitalization factor of the surrounding area and the revitalization factor of the local community had the highest importance. In addition, when analyzing the importance of each field, it was confirmed that sustainability was the most important in academia and licensing institutions, and economy was the most important from the perspective of operating companies and local residents. The second step was to analyze the influence of the economic, environmental, and social-cultural factors, which are the top factors, on sustainability and local support through orderd logistic regression analysis. As a result of the analysis, it was analyzed that environmental factors and social-cultural factors had a significant positive (+) effect on sustainability. It was confirmed that economy, social culture, and sustainability had a significant positive (+) effect on the local support, and the environmental factor had a significant negative (-) effect on the local support. The mediating effect of sustainability was analyzed to have a complete mediation with respect to environmental factors and a partial mediation with respect to social-cultural factors. Therefore, policy makers, licensing agencies, and public and private businesses that want to implement projects related to the development of integrated resort should establish long-term plans in detail to secure local support at each stage, from the development planning stage to the design stage and the construction and operation stages. Policy makers should establish laws and systems in advance to secure local support, and improve the system so that local residents can participate in the case of integrated resort development in the corresponding area. Furthermore, in order to secure the sustainability of integrated resort development, public and private implementers should institutionalize the relevant contents to ensure to share the benefits of various fields with the local community.
