중국과 EU는 현재 국제사회에서 매우 중요한 위치를 차지하고 있으며, 양국 관계의 건전한 발전은 각자의 전략적 이익뿐만 아니라 국제사회의 안정과도 관계가 있다. 그러므로, 중국의 대( 對 )유럽 공공외교 주제 선정은 이론적 의미와 실천적 의미를 갖는다. 공공외교는 긍정적인 국가 이미지를 확산함으로써 국제적 위상을 높이는 데 유용한 통로이고, 국제관계의 상호작용에서 공공외교의 중요성 또한 점차 커지고 있는 실정이며, 중국의 대유럽 공공외교도 이러한 맥락 속에서 운영되고 있다. 중국의 대EU 공공외교에 관한 연구는 중국의 공공외교 현황을 더욱 잘 이해함으로써, 중국의 공공외교 잠재력을 더욱 개발하고 공공외교를 좀 더 유연하고 능숙하게 운용하는 데 있어서 반드시 선행되어야 할 과제이다. 따라서 본 연구는 공자학원의 사례를 중심으로 중국의 대유럽 공공외교의 현황과 섀로운 경로를 탐색하며 중국 특색의 공공외교 전략을 모색하는 데 그 목적이 있다. 공자학원은 2000년대 초반 중국 공공외교 실천의 대표적 사례로 중국 공공외교가 세계무대에서 중국을 알리는 중요한 플랫폼이었다. ＇나라의 교제는 백성이서로 친하게 대하는 데 달려 있다’ 라는 말이 나올 정도로 오늘날 세계에서 인문 교류는 중 · 유럽 간 관계의 중요한 기초가 됐고, 중 · 유럽 관계 발전의 중요한 통로다. 공자학원은 중국어를 가르치고 문화를 전파하는 비영리 교육기관으로 중국과 외국의 인문 교류를 추진하고 있는 중국 공공외교의 중요한 대표주자다. 공자학원(공자 수업)은 서예 · 음식 · 종이 오리기 · 태극권 등 유럽 각국의학생 · 대중의 중국 문화를 이해하는 데 도움이 될 수 있는 유럽 국가 설립과 운영으로 중국에 대한 이해를 증진시킬 수 있다. 대외언어기구의 제1 기능은 자국어 보급이다.공자학원에 있어서도 핵심 업무인 공자학원은 유럽 차원의 중국어 전파에 크게 기여해 공자학원의 현지화 수준 높은 중국어 전공 수업은 물론, 유럽인들의 중국어 학습 비용도 절감하고, 현지 중국어 규범화 · 표준화 · 전문화의 벤치마킹을 통해 유럽 각국의 중국어 교육의 질을 획기적으로 개선했다.그런 의미에서공자학원은 유럽 각국에 중국어를 널리 보급하는 데 공을 들인 것으로 평가할 만하다. 본 연구에서는 공공외교의 개념 및 중국 공공외교의 개황을 설명하고, 공공외교와 소프트파워의 관계를 해석하였으며, 중국의 대유럽 공공외교 전개에 대한 구체적 인 표현과 필요성을 체계적으로 분석하였다. 또한, 중국의 경제적 이익, 미국의 정치· 군사적 단극화를 저지하기 위한 필요성, 소통강화와 좋은 이미지 구축의 필요 등 세 가지 측면에서 중국이 EU에 대해 공공외교를 시행하는 이유를 분석하였다. 마지 막으로 공자학원의 중국 공공외교 실천 사례를 참고하여 중국의 대유럽 공공외교의 성과와 부족함을 분석하였는데, 이를 통하여 중국 공공외교의 실천 경로를 더욱 넓히기 위하여 공공외교의 효과를 높이고, 중국 특색의 공공외교 실천원칙을 구축하며, 조 화이념을 핵심으로 하는 중국특색의 공공외교 경로를 모색할 필요가 있다고 본다.

China and the EU currently hold very important positions in the international community, and the sound development of bilateral relations is not only related to their strategic interests but also to the stability of the international community. Therefore, China's selection of public diplomacy topics to Europe has theoretical and practical implications. Public diplomacy is a useful channel for increasing international status by spreading a positive national image, and the importance of public diplomacy in the interaction of international relations is increasing, and China's public diplomacy to Europe operates in this context. China's study of public diplomacy with the EU is a task that must be preceded by a better understanding of China's public diplomacy status, further developing China's public diplomatic potential and more flexible and proficient management of public diplomacy. Therefore, this study aims to explore the current status and new pathways of China's public diplomacy, focusing on the case of Confucius Institute, and explore Chinese-specific public diplomacy strategies. Confucius Institute was a representative example of Chinese public diplomacy practice in the early 2000s, and Chinese public diplomacy was an important platform to promote China on the world stage. In today's world, humanities exchanges have become an important foundation for relations between China and Europe, and are an important channel for the development of relations between China and Europe. Confucius Institute is a non-profit educational institution that teaches Chinese and spreads culture, and it is an important representative of Chinese public diplomacy by promoting humanities exchanges between China and foreign countries. Confucius Institute (Confucius Class) can enhance understanding of China by establishing and operating European countries that can help students and public understand Chinese culture in European countries such as calligraphy, food, paper ducking, and Taeguk Kwon. The first function of a foreign language organization is the dissemination of its own language. Confucius Institute contributed greatly to the spread of Chinese at the European level, reducing the cost of learning Chinese by Europeans, and significantly improving the quality of Chinese education in European countries by benchmarking local Chinese norms, standardization, and specialization. In that sense, Confucius Institute deserves to be evaluated for its efforts to spread the Chinese language to European countries. This study described the concept of public diplomacy, the general status of public diplomacy in China, interpreted the relationship between public diplomacy and soft power, and systematically analyzed the specific expression and necessity of China's development of public diplomacy in Europe. In addition, the three aspects of China's economic interests, the need to stop the political and military unipolarization of the United States, the need to strengthen communication, and build a good image were analyzed, and once again suggested China's path to public diplomacy in Europe. Finally, it analyzed China's achievement and lack of public diplomacy by referring to the typical Confucius Institute, which needs to enhance the effectiveness of public diplomacy, establish Chinese public diplomacy practices, and explore Chinese public diplomacy channels.
