중소기업의 수입 프로세스 혁신방안과 웹기반 수입정보시스템 개발 사례 연구

Abstract

이 논문의 목적은 대구ㆍ경북지역에 있는 중소섬유기업들의 북한 투자방향을 모색하는데 있다. 단기적인 관점에서 대북진출의 최적조합은 다음과 같다. 즉 입지면에서는 서해안공단(구체적으로는 현대아산이 추진하고 있는 개성공단), 진출방식면에서는 동반진출(대기업과 중소기업, 지역기업간, 또는 업종별로), 투자형태면에서는 설비제공형 위탁가공, 진출업종면에서는 의류, 마ㆍ면ㆍ모, 직물, 합섬직물, 방직 등이 좋을 것이다. 이러한 초기단계를 지나면 중장기적 관점에서 진출방향이 달라져야 한다. 중장기란 북한 내에 산회간접자본이 어느정도 확충되고, 북한에 진출한 기업들의 경영노하우가 상당이 축적되며, 남북한 당국자간에 실무회담이 성공적으로 이루어짐으로써 법적ㆍ제도적인 측면에서의 정비가 이루어지는 시기를 말한다. 이 단계가 되면 북한 전역으로의 진출을 모색하게 되고, 설비제공형 위탁가공에서 본격적인 설비제공 및 설비이전에 역점이 두어질 것이며, 합섬직물을 주측으로 염색, 저가의 대량생산제품, 원사, 일부의 산업용 섬유업체가 진출을 서두르게 될 것이며, 독자진출을 포함한 모든 형태의 진출이 가능하게 될 것이다. 결국 남북경제협력의 실질적인 성과를 높이기 위해서는 성급한 추진보다는 점진적ㆍ단계적인 접근방식이 좋을 것이다. 따라서 지역 섬유기업들은 리스크판리차원에서 무엇보다 투자리스크와 불확실성, 비용을 최소화하는 방향으로 투자전략을 수립할 필요가 있다. 막연한 感이나 추세만을 무조건 믿고서 투자를 결정할 것이 아니라 좀더 경제논리에 바탕을 둔 신중한 투자자세가 요구된다. The purpose of this paper is to seek and suggest the direction and strategies of textile SMEs in the Taegu-Kyungpook Area into North Korea. In the short run its optimal combination is as follows : in terms of location the west coast, specifically the Kaesung industrial complex ; in ways of entrance, cooperation between large and small and medium enterprises ; for the type of investment, consignment processing ; as for type of industry, apparel, hempㆍcotton & woolen goods and synthetic wooven goods. After the initial stage the investmesnt direction should be modified based on a mid to long term perspective. At this stage the investment should be focused on provision of equipments, independent investment, synthetic fiber goods, dyeing, mass production of of low-priced goods, into wide areas of North Korea. All in all to maximize the effect of Inter-Korea Economic Cooperation a progessive and gradual approach would be better than a hasty one.
