dc.description.abstractThis study analyzes the recent financial crisis in the National Health Insurance System in Korea. Main reason of the crisis is the skyrocketing increase in the medical and drug expenses due to the separating policy of prescribing and dispensing. The causes of the rise in the medical and drug expenses are rise in the medical prices, prescribing the expensive drugs, increase in the frequency of the outpatient utilization and the rise in the visit of the drug stores. This paper searches for the ways to stabilize and reform the National Health Insurance System in the future. In the short run, various ways are studied in the form of expanding the revenues and reducing the expenditure of the system. In the long run, the global budgeting system and collecting revenue through the consumption tax and the lump-sum premium are proposed.en_US
