- 돌발상황이란 교통사고, 차량의 고장으로 인한 주행차로의 차단, 도로상의 낙하물, 도로의 유지 및 보수작업, 기타 비일상적인 사건 등 불규칙하게 발생하는 사건을 포함하는 것으로 도로의 용량감소나 교통수요의 비정상적인 증가를 초래하는 사건을 말한다.
