Abstract
Koreaʼs Mobile communications market, which has smartphone users close to the total population, is changing to a smartphone-centered market. The mobile telecommunications market in Korea has a complicated structure of simultaneously purchasinng a smartphone and a mobile telecommunication service.The Korean mobile market is an integrated market where smart phone and service tariff plan are purchased at the same time from a mobile service provider. Korean government recognized this market structure as one of the major reasons for higher mobile service charges, and proposed the so-called blacklist system, hoping this will contribute to reduce the economic burden especially for low-income households. This policy, however, is yet to be verified empirically in terms of its effectiveness. This paper attempts to solve this problem using the ABMS (Agent-Based Modeling and Simulation). The market structure was formulated and tested to analyse the impact of the blacklist system on the market performances of device manufactures and the mobile service providers. This approach can be effectively used to validate empirical effectiveness of any similar policy measures.
