CGE모형을 이용한 통신서비스의 경제적 기여도 측정

Abstract

본 논문에서는 ’90년대 후반 통신서비스산업의 경제적 기여도를 일반균형계산(CGE) 모형을 이용하여 분석하였 다. 본 연구의 분석기간인 1995년에서 1998년까지 통신서비스산업은 GDP에서의 비중이 2.1%에서 2.9%로 증가하 였으며 실질성장률 증가폭은 74%에 달하였다. 아울러 통신서비스의 국내산출, 투자, 고용 및 가격변수 등의 변동은 동기간 실질국민소득, 민간소비, 본원요소생산성 증가에 각각 7.8%, 6.8% 및 9.6%의 기여를 보였으며 분석기간 중 오히려 축소되었던 고용 및 실질투자 등을 일부 부양하는데 긍정적인 기여를 한 것으로 평가되었다. 특히 기간 중 이 동통신망의 증설 등으로 인해 통신서비스산업의 투자는 58% 증가되었으며, 이는 실질국민소득 증가에 6.3% 만큼 기 여하게 된다. 또한 통신서비스산업의 성장은 많은 산업의 생산성 향상에도 긍정적인 기여를 한 것으로 분석되었다. 이 에 따라 통신서비스산업은 산업비중 이상의 높은 기여를 한 것으로 평가되며, 이것이 우리 경제의 어려운 시기를 극복 하는 데에 일조하였음을 알 수 있다. In this paper, the economic contribution of telecommunications services in the latter part of 1990's is analysed using a CGE Model. From 1995 to 1998, the GDP share of telecommunications industry increased from 2.1% to 2.9%, and the real growth of the industry amounts to 74%. The variation of domestic output, investment, employment and price of the industry contributed to the growth of real GDP by 7.8%, to the growth of private consumption by 6.8%, and to the growth of primary factor productivity by 9.6%. And the increased employment and real investment from the sector helped offset the decrease of these macro economic variables. Especially, the hugh increase of telecommunications investment due to the massive deployment of mobile networks contributed the growth of real GDP by 6.3%. And the sector turned out to contribute to the increase of productivity of other industries. To sum up, the telecommunications industry made higher contribution compared to its share in the economy and it certainly helped out our economy overcome the economic crisis in the late 1990's.
