한-아프리카의 경제교류와 대(對)아프리카평화외교전략의 구상

Abstract

아프리카 국가들은 제조업 및 산업발전을 국가발전 계획의 핵심과제로 제시하고 있다. 아프리카 국가들마다 분야와 정도, 규모의 차이는 있지만 향후 제조업 발전이 산업의 중추가 되어야 한다는 인식을 갖고 있으며 AFCTA를 계기로 대륙차원의 통합적 발전모델을 추구하고 있다. 이러한 상황은 중견국으로서 한국의 외교전략의 깊이와 외연을 확장할 것을 요구하고 있다. 즉, 대륙 차원에서 공통의 정책적 목표이자 과제가 되고 있는 아프리카 국가들의 제조업 육성정책에 적극 관여함으로써 아프리카에서 한국의 위상과 영향력을 증대시킨다면, 이는 UN에서 다수를 차지하고 있는 아프리카 국가들을 기반으로 국제사회에서 한국의 평화통일 프로세스 및 대북정책에 대한 강력한 지지를 얻을 수 있는 지렛대가 될 수 있기 때문이다. 한반도 비핵화를 진전시켜 평화를 정착시키고 남북 경협 등을 통해 한반도 평화 프로세스를 추진하는 한국의 평화외교는 한-아프리카 외교협력을 강화하는 동시에 기존의 북한-아프리카 교류관계 및 다자간 외교를 적극 활용하는 것을 적극 검토할 수 있다. The situation calls for the development of South Korea’s diplomatic strategy as a middle power. South Korea’s status and influence in Africa will increase if it is actively involved in fostering manufacturing in African countries, which are common policy goals and tasks at the African continent level. Based on this, it will be able to gain strong support from the international community for South Korea’s peace and unification process, and North Korea policy. South Korea’s peace diplomacy is to push for a peace process on the Korean Peninsula through denuclearization, establishing peace and inter-Korean economic cooperation. Seoul can actively consider using existing North Korea-Africa exchanges and multilateral diplomacy while strengthening South Korea-Africa diplomatic cooperation.
