평화의 과정: 보스니아 평화협정, 사라예보에서 데이튼까지

Abstract

보스니아 내전은 1995년 11월 데이튼 협정을 통해 종결되었다. 1992년 1월 사라예보 협정 이래 종전을 확인한 데이튼 협정까지 보스니아-헤르체고비나에서는 모두 11건의 평화협정이 체결되었으며, 이후로도 3건의 평화협정이 추가로 체결되었다. 보스니아 평화구축 과정에서 각각의 평화협정은 어떠한 역할을 담당했는가? 또 실제적이고 안정적인 평화를 가져다 준 데이튼 협정은 보스니아 평화구축 과정에서 체결된 다른 평화협정들과 어떻게 다른가? 본고에서는 UN 평화협정 데이터베이스에 등재된 보스니아 평화협정을 분석, 유형화하고 이를 통해 보스니아-헤르체고비나의 평화구축 과정을 설명한다. 보스니아 평화협정은 예비적 기초협정, 실질적 기본협정, 보완적 이행협정의 단계로 발전해왔으나 평화구축 과정에서의 기여는 크지 않았다. 보스니아의 평화는 평화협정 체결과정에서 분쟁 당사자들 간 공감대 형성과 신뢰 구축을 통한 결과가 아닌 사실상 외부로부터 주어진 것이기 때문이다. 즉, 보스니아의 평화는 미국의 결정적 개입을 통해 달성되었다. 데이튼 협정은 워싱턴 협정 이후 국제적 중재자들에 의해 논의된 전후 처리와 보스니아 재건 계획의 최종 문서라는 점에서 의의가 있다.

The Bosnian War broke out in 1992 during the dissolution process of the Socialist Federal Republic of Yugoslavia, and ended with the signing of the Dayton Agreement in November 1995. From the Sarajevo Agreement in January 1992 to the Dayton Agreement, a total of 11 peace treaties have been signed. Why were so many peace agreements signed and what role did each play in the overall peace-building process in Bosnia? Also, how does the Dayton Agreement, which brought realistic and stable peace to the war-torn country, differ from other peace agreements? By categorizing and analyzing the Bosnian peace agreements found in the UN Peacemaker Peace Agreements Database, this paper aims to explain the process of post-war peacebuilding in Bosnia and Herzegovina. In general, Bosnian peace agreements have evolved over time in three distinct forms: (1) preliminary framework agreement, (2) substantive basic agreement, and (3) complementary implementation agreement. However, their contribution to the overall peace-building process has not been significant. This is because peace in Bosnia was imposed externally instead of a process of building consensus and trust among the parties involved in signing the peace agreements. In other words, peace in Bosnia was primarily achieved through the decisive intervention of the United States and the Dayton Agreement. In sum, the Dayton Agreement was significant in that it is the final document of the post-war peace-building process and of the Bosnian reconstruction plan, which international mediators had discussed since the Washington Agreement.
