아렌트의 탈노동적 정치 관념과 기본소득 구상

Abstract

포스트 산업화 사회에서 나타나는 노동의 형태 및 의미변화는 노동을 매개로 형성된 정치의 영역에까지 영향을 미친다. 노동의 위기는 곧 노동민주주의의 위기인 것이다. 이제 과연 어떤 노동, 어떤 정치가 가능한가라는 의문과 관련하여, 이미 근대적 상황에서 전개된 노동과 정치의 상호성에 주목했던 아렌트로부터 다양한 사유의 실마리를 얻을 수 있다. 아렌트는 노동(으로부터의) 소외를 근대적 노동 특유의 현상이라고 보는 동시에 노동이라는 인간활동 자체가 인간의 조건과 관련된 실존적 한계를 지닌다고 여겼다. 노동은 그 본질상 자연필연성에 의해 규정받으면서 인간의 능동적 삶을 제약하는 활동인 것이다. 따라서 노동 이외의 활동세계, 즉 노동이라는 필연의 활동에서 벗어나 다양하게 능동적으로 행위하고 표현하면서 상호 공유가능해지는 다원적 정치의 세계를 구상했다. 노동 및 사회경제적인 것의 침입으로부터 독립된 정치-공영역의 자율성 확보를 일관되게 주장한 아렌트의 정치 관념을 매개로 현대 포스트민주주의 시대의 정치화의 방향을 가늠해본다면, 하나는 노동 살리기의 방향, 즉 노동 중심성에 기초하여 노동의 인간화(인간적인 노동의 제도화)를 의제화하고 지향하는 방식이고, 또 다른 하나는 노동 넘어서기의 방향 내지 탈노동적 정치화의 방식, 즉 노동-사회경제적인 관심을 先정치적으로 해결하고 이로부터 자율적인 다원성의 정치 공간을 여는 방식이다. 상대적으로 후자의 방식이 아렌트의 정치관념에 보다 가까이 다가서 있다. 이런 바탕에서 노동중심성이 현저히 약화되는 21세기적 노동의 전환기에 부합하는 정치성을 실현하는 데에 제도적 매개가 될 수 있는 것으로 기본소득 제도가 있다. 기본소득 구상은 노동을 넘어선 활동적-정치적 삶을 위한 비용으로서 정치를 위한 先정치적 가능조건이라고 할 수 있을 것이다. The transformation of the forms and meaning of labor in a postindustrial age leads to the crisis of labor and labor democracy. Recently various views on the future of labor and politics are expressed. Arendt’s political thought, esp. her critical account of the relation between labor and politics can serve as a foundation for the construction of the politics in post-laboring society. Based on the distinction between of the private, the social, and the political she gives a critical definition of labor as an activity to meet only biological needs. As a critical response to the modern ‘rise of the social’ and ‘the victory of labor’ she explains that the liberation from ‘labor’ and ‘the social’ is a necessary condition for the autonomy of the public realm and politics. Her critical account of the relation between labor and politics can support an alternative conception of the politics under postindustrial and post-laboring conditions. It includes the planning of Basic income. The social rights to Basic income can be accepted as the cost of political life and a prepolitical condition for the politics in postindustrial society.
