불확실성이 재정지출과 재정수입에 미치는 영향

Abstract

본 연구는 Bloom(2016)의 불확실성지수를 사용하여 불확실성이 재정변수에 미치는 영향을 분석하였다. Jorda(2005)의 local projection에 의한 충격반응분석 결과에 따르면 불확실성이 증가하면 재정지출은 증가하는 반면 재정수입은 감소하는 것으로 추정되었으며, 이러한 결과는 주로 경상지출과 경상수입에서 발견되었다. 한편, 불확실성은 생산, 소비, 투자, 고용 등 거시경제변수에 부정적인 영향을 미치는 것으로 나타났다. 이러한 결과를 종합하면 불확실성은 경기둔화를 초래할 가능성이 높으며 이에 따라 재정수입이 감소하는 동시에 경기둔화에 대응하여 확장적인 재정지출이 이루어진 것으로 해석할 수도 있다. 또한 불확실성이 경기국면에 따라 비대칭적으로 영향을 주는지를 살펴본 결과 경기불황기에 불확실성 충격이 발생한 경우에만 재정지출 확대와 재정수입의 감소가 추정되었다. This paper examines how the fiscal variables are affected by the uncertainty proxied by Bloom’s economic policy uncertainty index in Korea. The impulse response analysis by Jorda(2005)’s local projection method shows that the uncertainty shock increases government expenditure and decreases government revenue. These results suggest a countercyclical government expenditure and a procyclical government revenue considering that the macroeconomic variables including production, consumption, investment and employment are adversely affected by the uncertainty shock. In addition, the positive response of government expenditure and the negative response of government revenue to the uncertainty shock are found only in recessionary period.
