동대문의류도매시장의 물류, 유통체계 개선에 관한 연구

Abstract

본 논문은 동대문의류도매시장을 중심으로 도매상과 소매상간에 이루어지고 있는 비효율적인 기존의 물류, 유통체계하에서의 현업종사자들의 근무환경과 삶의 질적 수준에 관한 것이다. 이를 위하여 시장환경 변화에 부합하는 인터넷상품정보제공이라는 새로운 유통체계의 제안을 통해 기존의 물류, 유통체계를 보완하고, 이를 활용함으로 써 현업종사자들의 근무환경을 개선하고 더불어 삶의 질적 향상을 도모해 보 고자 하는데 그 목적이 있다. 본 논문에서는 동대문의류도매시장에서의 도매상과 소매상 간의 물류, 유통 체계가 수 십 년간 변하지 않고 있는 이유가 의류업 특성상 유통구조의 취약 성 때문이기도 하지만 무엇보다도 동대문의류도매시장의 현업종사자들이 유통 환경의 변화를 쉽게 받아 들이지 못하는 환경하에 놓여있다는 것임을 밝혀냈 다. 이처럼 유통환경의 변화를 쉽게 받아들이지 못하는 이유는 첫째, 의류도매 시장의 폐쇄성 때문에 도매상이 소매상에게 상품정보를 제공하는데 소극적이 라는 것이다. 둘째, 의류도매상가의 동대문지역 집적화로 인한 유통체계개선에 한계가 있 다는 것이다. 셋째, 다양한 유통환경의 변화에 현업종사자들이 적극적으로 대처하고 있지 못하다는 점을 들 수 있다. 위와 같은 이유로 주 5일 근무제의 정착에도 불구하고 동대문의류시장의 현업종사자들은 하루 평균 12시간이상의 장시간근무와 주 6일 영업, 그리고 야간영업을 원칙으로 하고 있으며, 소매상에게도 상품구입이 야간에 이루어지 는 시장특성상 주간 판매, 야간 상품구입이라는 열악한 근무환경하에서 생활 하고 있다. 이러한 근무환경을 개선하지 않고서는 동대문의류도매시장을 중심으로 물류, 유통을 담당하고 있는 현업종사자들의 삶의 질 향상은 기대하기 어렵다. 따라서, 본 연구는 동대문의류도매시장의 현업종사자들의 열악한 근무환경 과 더불어 삶의 질적 수준과 관련된 생활현실을 파악하고, IT의 발전과 고학 력 인적자원의 시장유입 등 환경변화에 부합하는 새로운 유통체계를 제시 하였다.; This study performs investigations for the working environment and the quality of life of the site operators under the existing inefficient logistics/ circulation system, centered on the Dongdaemun Clothing Wholesale Market. Furthermore, we intend to propose a new circulation system which serves the informations on internet products in accordance with change in the market surroundings to supplement the exiting logistics/ circulation system. The ultimate goal of this work is to improve the working conditions of the existing site operators and promote inprovement of the quality of life. To summarize this work, we cleared up the reasons the logistics/ circulation system between wholesalers and retailers of Dongdaemun Clothing Market could not change for several decades; we can consider the intrinsic weakness of circulation structure of clothing industry, however it is mainly attributed to the surrounding under which the existing site operators could not accept a change in the circulation structure without big trouble. As a major cause, firstly, the wholesalers do not actively provide informations on goods to the retailers on account of the closed mind of market. Second, there is some limit to improvement of circulation system because the clothing wholesale markets are extremely congregated in the region of Dongdaemun. Third, the existing site operators are not able to deal with various change of circulation environment. In addition, despite a 5-day workweek has been established, the site operators of Dongdaemun Clothing Market are working under the principle of a 6-day workweek and nighttime work, and their laboring time per day is more than 12 hours in the average. They are under very poor conditions, named ‘day-selling and night-buying’; it is inevitable on account of the characteristics of market. Without improvement of these working conditions, it is difficult to expect to elevate the quality of life of the site operators who are in charge of logistics and circulation in Dongdaemun Clothing Market. In this context, this study investigated the actual life of the site operators related with the quality of their lives as well as the current working conditions, and examined a new logistics/circulation system in accordance with the various changes in environment such as progress in IT industry and inflow of high educational human resources into the market.
