남북한 통일 후 사회통합을 위한 NGO의 역할

Abstract

본 연구는 국가와 시장의 역할은 약화되고 시민사회의 영역이 점차 확대되면서 시민사회를 주도하고 있는 NGO의 역할은 통일분야에도 그 영향력을 미치고 있음에 따라 남북한 통일 후 사회통합을 위한 NGO의 역할을 연구해보고자 하였다. 통일과 관련한 NGO들의 활동이 급증하고 있음에도 불구하고 이와 관련한 연구는 상당히 부족한 실정이다. 그나마 대북지원단체 및 교류협력과 관련한 NGO에 관한 연구는 약간 있을 뿐이며, 통일교육과 관련한 NGO에 관한 연구는 극히 미미하고, 통일 후 NGO 관련 연구는 선행연구가 없어 본 연구에 한계가 있었다. 향후 금번 연구를 계기로 보다 많은 연구들이 이루어지기를 바라는 바이다. 본 연구의 핵심은 NGO의 개념과 역할을 통해 통일관련활동 NGO들의 현황과 역할을 파악하고 통일 후 발생하게 될 사회갈등과 사회문제를 예측하여 내적 통합 즉 사회통합을 위한 NGO의 역할을 제시하는데 있다. 본 연구 결과는 첫째, 사회통합을 위한 민주시민교육의 역할이다. NGO들은 사회현실과 민주주의에 대해 일반시민들에게 그 내용을 알리고 또 시민들이 직접 참여해 학습할 수 있는 기회를 갖도록 하는 민주주의 교육을 담당한다. 민주시민교육은 통일국가 국민이 마땅히 갖추어야 할 민주시민의 자질을 길러냄으로써 이질화된 두 체제를 하나로 통합하여 진정한 사회통합을 이룰 수 있는 가장 중요한 역할이다. 둘째, 북한지역에 시민사회를 형성하고 NGO를 육성하는 역할이다. NGO들은 북한지역에서 자율적이고 민주적인 시민사회 형성을 위한 활동과 더불어 NGO를 육성해야 한다. 자원조직의 활동은 모든 분야에서 다원적 민주주의를 발전시키고 지속시키는 초석이 되고 있다. 셋째, 통일국가에서 발생될 사회문제를 해결하는 역할이다. 통일국가는 예측할 수 없는 사회문제와 갈등을 내포하고 있다는 점에서 통일 후 NGO의 역할이 더욱 중요하다. ①통일국가에서 소외계층을 대변하는 권익주창의 역할 ②통일국가에서 나타날 각종사회문제를 해결하는 서비스 역할 즉 자원봉사활동 ③통일정부와 협력하여 정부의 역할을 지원하고 집행하며 정부의 정책결정과정에 기여하는 역할이다.; As a role of nation and market is weakened and the sphere of civil society expands gradually and as accordingly the role of NGO, which is leading the civil society, has its influence even upon the unification field, the purpose of this study was to investigate into the role of NGO for social integration after the unification of Korea. In the face of that NGOs' activities related to unification are rapidly increasing, it is a real situation that a study in relation to this is considerably lacking. Nevertheless, there are just a few researches on NGO related to North-Korea Support Group and interchange & cooperation, and a study on NGO related to the unification education is extremely small, and a study related to NGO after unification has no preceding research, thus this study had limitations. In the wake of this study, it is hoped for many researches to be attained down the road. The core of this study is in grasping the present status and the role of NGOs' activities related to unification through the concept and the role of NGO, and in presenting the role of NGO aiming at the internal integration, namely, social integration, by predicting social conflict, which will come to occur after unification. As for the results of this study, first, it is the role of the democratic civic education aiming at social integration. NGOs are in charge of democracy education that informs general citizens of its contents on social reality and democracy and also allows citizens to directly participate and to have an opportunity of being able to learn. The democratic civic education is the most important role that can achieve the truly social integration, by cultivating the quality of a democratic citizen with which the nationals in the unified country necessarily need to be equipped and accordingly by integrating two diversified systems into one. Second, it is the role that forms civil society in North Korean area and fosters NGO. NGOs need to nurture NGO together with the activity in a bid to form autonomous and democratic civil society in North Korean area. The activity of the volunteering organization is becoming a cornerstone that develops and continues a pluralistic democracy in all the fields. Third, it is the role that settles a social issue that will occur in the unified nation. In a sense that the unification Korea involves a social problem and conflict, which cannot be predicted, the role of NGO is more important. It includes ①the role of advocating rights and interest, which speaks for the alienated class in the unification Korea ②the role of the service of solving several kinds of social problems, which will appear in the unification Korea, that is, volunteering activity. ③It is the role of supporting and executing the government's role by cooperating with the unified government, and of contributing to the government's policy decision-making process.
