경기도 폐교의 사례를 통한 리모델링 분석요소에 관한 연구

Abstract

본 연구는 현재 그 수가 증가하고 있는 폐교에 적용하여 폐교 리모델링에 영향을 미칠 수 있는 폐교 리모델링 분석요소에 대한 체크리스트를 작성하는 것을 1차적인 목적으로 하며 다음으로 폐교 리모델링에 필요한 기초자료를 제공함으로써 추후 폐교 리모델링에 기여함을 연구의 2차적인 목적으로 한다. 기존 연구 및 문헌을 통하여서 리모델링 요소와 폐교 리모델링 요소를 추출하여 폐교 리모델링 분석요소를 도출하였다. 계획 분석요소, 구조 분석요소, 설비 분석요소의 3가지 분야로서 구분하여 작성하였다. 폐교 사례는 경기도내 폐교 152개소를 사례조사 대상으로 선정하였고 그중에서 폐교의 활용도측면에서 활성화되고 있는 폐교를 1차로 30개소을 조사하였다. 30개소의 폐교를 설립년도, 폐교년도, 용도, 연면적 등을 중심으로 조사를 하여 그중 선정기준에 적합한 폐교 7개소를 선정하였다 선정기준으로는 첫째 현재 활용이 되고 있는 시설용도를 기준으로 수련시설, 문화시설, 교육시설, 박물관의 4가지의 용도로 구분하여 선정하였다. 둘째 폐교 설립년도를 1960년 이전인 것으로, 구조적 노후화가 진행중인 건물중심으로 선정하였으며, 셋째 폐교 운영주체를 개인에서부터 지방자치단체까지 다양하게 선정하였고, 넷째 가급적 경기도내 지자체별로 1개소씩으로 선정하였다. 분석결과 다음과 같은 결론을 내릴수 있었다. 계획 분석요소 항목중 타 용도의 전환, 옥외공간활용, 리모델링 방향설정, 공간의 분할?확장, 다목적공간의 유기적계획, 지역주민을 위한 시설확보, 리모델링 경제적 효과분석, 인테리어?조명개선, 외벽 마감재?창호 변경, 장애인 편의시설 설치순으로 분석요소의 중요도가 높게 나타났다. “타 용도의 전환”항목이 가장 높은 평가를 받았는데, 이는 폐교의 물리적인 특성상 철근 콘크리트구조와 7×9m의 장방형의 교실이 교육시설에서 타 용도로의 전환을 용이하게 하였다고 할 수 있다 또한 “공간의 분할?확장”항목도 폐교의 물리적인 특성인 모듈화로 인하여 리모델링을 수행할 때에 공간의 활용도를 극대화 시킬 수 있다. 구조 분석요소 항목중 설비변경을 위한 여유층고 확보, 구조안전진단, 여유하중 고려, 구조계산서 작성, 구조적 주요 접합부위를 점검순으로 분석요소의 중요도가 높게 나타났다. “설비변경을 위한 여유층고 확보”항목이 가장높은 평가를 받았는데, 이는 폐교의 물리적인 특징중 교실의 층고가 3.3m로서 천정내 공간이 여유가 있어 설비변경을 할때에도 용이하게 할 수가 있는 장점으로 볼 수 있다. 선정사례 대부분이 2006년을 기준으로 설립된지 50～60년이 경과된 노후교사로서, 리모델링 초기단계에서 구조안전진단을 수행해야하나 실제 수행한 폐교는 2개소로 구조적안정성 면에서 취약한 부분이 나타났다. 설비 분석요소 항목중 화장실 및 욕실개선, 외벽 및 내장재 불연화, 단열재의 설치및 증설, 방수?누수검토, 방재및 방범시스템 설치, 상하수도 설비 교체, 작업공간및 설비증설을 고려, 정보회선 설치, 변압기용량 증설검토, 공용배관 점검 고려순으로 분석요소의 중요도가 높게 나타났다.; The research which it is increasing, Closed schools it applies and Closed schools there is it draws up the checking list against a Remodeling analysis element the fact that a possibility effect to a Remodeling and the 1st in objective, necessary to a Remodeling with following Closed schools in Remodeling it contributes the 2nd of research it does in objective.
