Abstract
본 연구는 현재 학교체육이 처한 위기의 원인을 군사정권과 문민정권의 학교체육정책을 비교 분석·평가함으로써 향후 학교체육 정상화에 필요한 기초 자료를 제공하는 데 궁극적 목적을 두고자 한다. 군사정권은 기본적으로 스포츠내셔널리즘에 입각한 엘리트스포츠 발전을 우선시했기 때문에, 진정한 의미에서의 국민체육에 대한 정책적 배려는 사실상 존재하지 않았다. 이러한 상황은 제6공화국에 와서도 크게 변하지 않았다. 마찬가지로 학교체육정책도 엘리트스포츠 중시정책에서 자유로울 수는 없었고, 학교체육은 여전히 부진을 면치 못했다. 문민정권의 학교체육정책은 신자유주의와 시장주의에 근간함으로써 체육교육은 더욱 파행화되었다. 게다가 신자유주의 체제하에서 요구되는 교육과정의 개편으로 고등학교 과정의 체육수업이 붕괴되는 결과를 가져왔다. 군사정권하의 체육 교육과정은 체육교육의 본질적 가치보다는 외재적 가치를 추구했다. 교육내용도 주로 운동기능의 습득에 치우쳤으며, 교육목표와 내용을 실현할 체육시설도 제대로 갖추지 못했다. 이는 엘리트스포츠 중시정책이 가져온 필연적인 결과였다. 문민정권기의 체육 교육과정은 그 근본부터 무너지기 시작했다. 비록 체육교육의 본질적 가치를 관철하려는 시도는 했으나, 수업시수를 축소시키고, 학교현장의 자율성과 창의성 제고도 실현되지 못했다. 그리고 교육내용을 실현할 시설이 갖춰지지 않은 일부 종목을 여전히 교과과정에 포함시키는 조치도 이전과 달라지지 않았다. 결국 군사정권과 문민정권의 학교체육정책은 체육교육의 궁극적 가치를 실현하는 데는 역부족이었다. 이는 각 정권이 시대적 요구를 이유로 체육의 외재적 가치에 치중한 결과였다. 이로써 학생들이 당연히 누려야 할 교육적 권리와 균형있는 신체적 성장과 인성 함양이라는 체육의 궁극적 가치는 교육현장에서 사실상 실현되지 못했다. 군사정권이 추진한 학교체육의 특별과정 및 활동은 우수선수의 조기 발굴, 국민 체력향상, 스포츠인구의 저변 확대 등 한국 스포츠의 발전에 크게 기여했다. 그 대표적 제도가 바로 상급학교 진학은 물론 병역혜택까지 부여한 체육특기자제도, 학생의 체력향상을 위한 체력검사제도, 소년스포츠의활성화를 위한 소년체전이 그것이다. 하지만 이들 제도의 운영과정에서 수학능력 저하, 부정선수 속출 등의 문제점을 야기했다. 이에 따라 문민정권에서는 체육특기자에 대한 특혜를 축소하고, 소년체전 운영 방식을 조정했다. 하지만 이같은 조치에도 불구하고 문제점은 여전했으며, 특히 체력검사제도의 폐지는 학교체육의 황폐화를 가져왔다. 군사정권은 체육교사의 양성 및 임용정책도 확립했다. 사범대는 물론이고, 일반대학에 교직과정을 설치하여 체육교사의 수급에 크게 기여했다. 하지만 교사의 수준을 제고하는 데는 미흡했다. 문민정권은 공개경쟁시험을 통해 교사의 질적 수준을 높이려고 했다. 하지만 임용고사가 단순한 지식평가로만 이루어짐으로써 체육교육현장에 적합한 양질의 교사를 선발하는 데는 한계가 있었다. 결국 문민정권하에서 체육교사의 전문성이 결여되는 상황까지 초래했다.; The present study purposed to analyze the causes of today’s crisis in school physical education by comparing school physical education policies under the military government and the civil government and ultimately to provide basic materials for normalizing school physical education in the future. The military government emphasized the development of elite sports based on sports nationalism, so it did not give political considerations to national physical education in the true sense. Such a situation did not change much in the 6th Republic. In this situation, school physical education policies could not be free from the government’s inclination to elite sports, and resultantly school physical education was stagnated. The civil government’s school physical education policies adopted neo-liberalism and marketism, and this crippled physical education even further. Besides, the amendment of the curriculums required under the neo-liberal system resulted in the collapse of physical education in high school. Under the military government, the physical education curriculum pursued external values rather than intrinsic ones. Its contents were focused on the acquisition of sports skills, and physical education facilities could not meet needs for the goals and contents of education. This was an inevitable consequence of the policies emphasizing elite sports. During the period of the civil government, the physical education curriculum began to collapse from its foundation. Although it attempted to reflect the intrinsic value of physical education, it reduced physical education classes and failed to attain autonomy and creativity in the school field. As in the former government, moreover, some events were still included in the curriculum without facilities to teach the contents. After all, school physical education policies under both the military government and the civil government fell short of realizing the ultimate values of physical education. It was because they set importance on the external values of physical education in response to historical demands in each government. As a consequence, students were deprived of their educational rights and physical education could not achieve its ultimate goals, namely, balanced physical growth and the cultivation of character. The special programs and activities of school physical education executed by the military government made significant contributions to the development of Korean sports including the early finding of talented athletes, the improvement of people’s physical strength, and the expansion of the sports population. Representative systems were the preferential treatments of distinguished athletes including special admission to university and exemption from military service, the physical strength test for improving students’ physical strength, and the National Juvenile Athletic Meeting for activating sports among young people. However, these systems caused problems such as low academic capabilities and illegal players. Thus, the civil government reduced preferential treatments for sports players and adjusted the system of the National Juvenile Athletic Meeting. Despite such measures, however, problems were unsolved and particularly the abolition of the physical strength test devastated school physical education. The military government also executed policies for raising and employing physical education teachers. Physical education teacher training programs were installed not only in teachers’ colleges but also in ordinary universities, and they made a huge contribution to the supply of physical education teachers. However, they had limitations in enhancing the quality of teachers. The civil government tried to improve the quality of teachers through an open competition examination. As teachers were employed based on their knowledge, however, the system could not select high quality teachers fit for the field of physical education. After all, physical education teachers even came to lack specialty under the civil government.
