수도권 사업장 대기오염물질 총량관리제의 효율적 관리방안 연구

Abstract

이 논문에서는 국내에서 최초로 도입된 수도권 대기오염물질 총량관리제의 성공적 시행을 위하여 총량관리제의 효율적 관리방안을 연구·제안하기 위한 기본적인 정책 자료를 도출하고자 한다. 이를 위하여 문헌조사와 관련 법 등을 활용하여 국내·외의 사업장 총량관리제의 주요내용을 분석하고 환경관리공단의 조사자료 등을 활용하여 배출권거래 모의실험 실시결과와 사업장 총량관리제 비용/편익을 고찰하였으며, 총량관리제 대상 사업장의 설문조사 결과를 분석하여 정책적 개선방안을 도출하는 등 정부 및 기업체에서 개선 또는 추진해야 할 사항들을 제안하였다. 첫째, 총량관리 대상사업체별 이전, 이월 및 배출권 거래사실 현황 등을 게재하는 총량관리제 전용사이트 시스템을 구축하여 업체에게 정보제공, 환경관리인 효율적 업무 도모와 정부 신뢰도 향상을 제고하며, 총량관리제의 불만을 적극 수용하기 위한 「총량관리분과협의회」를 설치하여 사업장의 애로사항 취합, 제도상의 미비점 보완 및 해결방안 등이 강구되어야 한다. 둘째, 총량관리 대상 사업장의 환경과 기업의 경제적 이익을 위하여 배출허용총량 준수 전략 수립이 요구되며, 전략 수립을 위하여 사업체에서는 컨설팅 등을 통한 옵션 파악/옵션 우선순위 정립/배출권 구매 또는 방지시설 설치 결정/최적조건 선택/차년도 배출량 추정으로 최상의 유리한 조건을 선택하기 위한 전략 수립을 제안한다. 셋째, 수도권 특별법에서 정하고 있는 재정지원과 총량초과부과금 감면 등의 홍보실시, 지도단속 횟수 등 환경규제 완화 및 구비서류 간소화 등의 인센티브 제공으로 「자발적 협약」 확대 및 총량규제 미만 사업장 중 환경경영 측면에서 환경보호에 관심을 갖는 기업체를 자발적 총량관리제 참여에 포함하는 규정이 부활될 것을 제안한다. 넷째, 배출권 이월은 배출권거래시장의 활성화 측면과 대기환경개선 및 미래세대의 환경권 보장이라는 측면에서 바람직하지 않으므로 미 거래된 배출권에 대하여는 보조금 지불 등의 적절한 보상책을 강구하여 배출권 이월을 폐지할 것을 검토해야 한다. 다섯째, 원활한 배출권거래는 오염물질을 저감하려는 사업장에게 저감노력을 고무시키는 역할을 하므로 거래소 마련, 전문 중개인 참여, 참여자 확대로 거래시장이 활성화되고 또한 대기환경개선이라는 정책목표를 달성하기 위한 배출권 거래제 활성화 방안을 제시하였다. 이상과 같이 수도권 사업장 대기오염물질 총량관리제의 효율적 관리방안을 위하여 제안된 대책들은 향후 수도권 총량관리제 시행을 위한 중요한 기술적, 정책적 자료로 활용될 수 있을 것으로 기대된다.; The purpose of this paper is to introduce fundamental national policy materials to study and propose the 'Cap and Trade Program to Air Pollutant', in order to implement successfully Management of Cap and Trade Program against Air Pollutant in the Metropolitan Area. To accomplish this purpose, I analyze several domestic and foreign 'Cap and Trade Programs to Air Pollutant' with studying references and laws and regulations related to this fields. I also explore Simulation Result of Emission Trading using data released and inspected by Environmental Management Corporation. I review the results of the survey responded by the workplace which would be target of the 'Cap and Trade Programs to Air Pollutant'. Through these efforts, I propose that government and enterprises should develope and reform policies and laws and regulations related to this fields as follows: First, government must establish the online site of 'Cap and Trade Programs' which show the facts and traces of trading the Emission Rights of the each target enterprise, provide the enterprises with informations related to the Program, and encourage information sharing among the Environmental managers to make the efficiency in their work. Through these efforts government can develope its trust on their policies. Government must also organize 'Subcommittee of Cap and Trade Programs' to hear voices from the workplace and accept the suggestions and proposals to resolve the problems related to the Programs. Second, for the environment of the target workplace of 'Cap and Trade Programs' and the benefits of the enterprises, it is need for the enterprises to establish the strategy to meet the standards of the approved total sum of the emission. To establish this strategy, I suggest that the enterprises should identify the options by consulting, establish the priority rules among the options, decide to buy the emission right or to construct the facilities to prevent the emission, and assess the total sum of the emission of the next year. Through these efforts the enterprises should establish strategies to choose best advantageous conditions. Third, I suggest that the government should advertise the 'financial aid' and reduction or immunity of the 'penalty‘ described on the 'Special Act on Seoul Metropolitan', extend 'voluntary agreement' by providing incentives such as mitigating regulations related to authority of the environmental issues and simplification of the documents. I also suggest that government amend the Special Act to describe the enterprises, which are interested in environmental protection but are excluded in the existing Act as a target workplace, can take part in the voluntary 'Cap and Trade Programs'. Forth, carrying forward of the Emission Right is not reasonable with respect to encourage Emission Right Trading market, improve air pollutions and to guarantee the environmental right of next generations. I suggest that carrying forward of the Emission Right should be abolished, when measures and procedures to give remedies to the Emission Right, which is not trading, would be made. Finally, I propose the schemes, plans and measures to accelerate the Emission Trading market to policy goal, improvement of air pollutions. I think the trading of Emission Right can give great incentives for the workplace to reduce emitting air pollutants, as a result of this the Emission Trading market can be increased with high rocket. I expect above suggestions and proposals, which are introduced to manage efficiently the 'Cap and Trade Program to Air Pollutant in the Metropolitan Industrial settings', will be used as a precious technical resources and policy materials to implement 'Cap and Trade Program to Air Pollutant in the Metropolitan Industrial settings'.
