주택성능등급표시제도의 개선방안에 관한 연구

Abstract

고품질의 지속가능한 주택을 건설하고 주택시장의 제고를 위하여 2006년 1월부터 2,000세대 이상 주택의 설계에 관한 성능등급을 의무적으로 표시하도록 하는 ‘주택성능등급표시제도’가 시행되었다. 우리나라의 주택은 1970년대부터 공동 주택의 형식인 아파트가 건축되어 최근에 이르러 신도시 및 재건축, 재개발과 도시재개발 사업 등으로 세계적으로 그 유래를 찾기 힘든 정도의 방대한 계획이 실행되어 왔다. 주택의 분양가 자율화 이후 주택의 성능이 비약적으로 발전하여 왔으나 주택에 대한 소비자 인식의 다양화 및 고급화 추세에 소비자들의 기대치가 주택의 기본적 가치보다 시공사 브랜드에 초점을 두어 같은 지역이라도 분양가가 수백만원씩 차이가 나는 문제점도 나타내었다. ‘주택성능등급표시제도’가 시행되고 제도에 맞는 각 항목별 등급이 책정됨에 따라 수요자들은 분양주택의 성능을 용이하게 비교하여 선택할 수 있고, 공급자 입장에서는 기준에 따라 정확한 평가를 받을 수 있을 것으로 보이며, 국가적 차원에서는 공동주택 성능지표의 마련과 객관적 성능등급의 설정, 이를 통한 소비자들의 선택의 기회와 권익을 보호할 수 있는 제도적 장치를 마련할 수 있을 것이다. 따라서 주택건설업계 및 건자재 업계 측면에서도 신기술 적용 및 신제품의 개발이 촉진될 가능성이 높아지게 되나, 이와 반하여 ‘주택성능등급표시제도’의 정착을 위해서는 주택 성능의 평가 방식이나 대상, 기준 측면에서 여러 가지 미흡한 면이 지적되고 있으며, 중복 규제의 폐해도 거론되고 있다. 본 연구에서는 ‘주택성능등급표시제도’ 및 국내·외 유사제도를 상호 분석하고 ‘주택성능등급표시제도’의 문제점을 도출하여 향후 우리나라 주택시장에 대한 발전 및 개선방향에 대하여 모색하였다. 본 논문에서 제시한 ‘주택성능등급표시제도’의 개선방안은 주택건설사업 및 제도적인 차원에서 합리적인 개선 및 재정비에 도움을 줄 것으로 판단된다. 본 논문은 총 5장으로 구성되어 있으며, 각장의 내용은 다음과 같다. 제 1장에서는 연구의 배경 및 목적, 연구방법 및 범위에 대해서 기술 하였다. 제 2장에서는 ‘주택성능등급표시제도’의 개요 및 관련 법안을 고찰하였다. 제 3장에서는 주택성능관련 외국 및 우리나라 제도 고찰하고 그중 가장 유사한 일본의 제도와 ‘주택성능등급표시제도’를 비교·분석 하였다. 제 4장에서는 비교·분석한 결과를 토대로 하여 ‘주택성능등급표시제도’의 시행, 제도 상의 문제점을 도출하고 개선방안을 모색하였다. 제 5장에서는 각 장의 고찰 결과를 종합하여 결론을 도출하였다.; A Housing Performance Grade Indication System which makes it an obligation to indicate the grade of construction of over 2000 houses has been put into effect since January of 2006 for the promotion of housing quality and the construction of durable houses. Following this, consumers will be able to make easy choices by comparing the performance of houses for sale, sellers will be able to receive accurate evaluations according to these standards, and the country will be able to establish the performance indexes and the objective performance grades; and through this, a systematic device which will protect the opportunity of choice and the rights and interests of consumers can be prepared. Accordingly, while the application of new technology and the development of new products can be made increasingly possible in the housing construction industry and in aspects of the construction material industry, several insufficient parts are being pointed out in standard aspects, grading methods and subjects on house performance for the settlement of the Housing Performance Grade Indication System, and evil influences of overlapping regulations are also being discussed. The present study analyzes systems similar to the Housing Performance Grade Indication System and finds problems with the Housing Performance Grade Indication System to explore ways to develop the domestic housing market and to find directions of improvement for the Housing Performance Grade Indication System in the future.
