Abstract
외환위기 이후 국내 부동산 개발시장에서 프로젝트금융 기법이 다양하게 활용되어 왔다. 그러나 이러한 우리나라의 프로젝트 파이낸싱 현실은 프로젝트 자체의 현금흐름에 따라 대출금 상환 가능성이 판단되는 것이 아니라, 시공에 참여하는 건설회사의 신용도에 의해 프로젝트 파이낸싱의 실행여부 및 금융조건이 크게 영향을 받고 있다. 또한 해당 건설회사의 신용도가 금융조건이나 대출 실행여부와 관련이 있음에도 불구하고, 동일한 신용등급의 건설회사 또는 동일한 건설회사의 신용보강에 의한 프로젝트 파이낸싱의 시도가 검토 중인 금융기관의 여신승인 시점이나 자금집행 예상시점의 금융환경에 따라 성사여부에서 차이를 보이기도 한다. 본 연구에서는 건설회사의 재무구조에 기초한 신용등급 등 정량적 요인 외에도 실제로 금융시장에서 프로젝트 파이낸싱의 실행여부에 영향을 미치고 있는 정성적 요인들을 중견건설업체들의 프로젝트 파이낸싱 실패사례를 통해 살펴보았다. 중견건설업체들은 사업 포트폴리오 중 주택사업의 비중이 커서 부동산 경기변화에 민감하고, 프로젝트 파이낸싱을 통한 자금조달의 비중이 많아, 우발채무가 급증으로 인한 재무구조 리스크에 노출되는 경우가 많다. 또한 미분양 위험이 높은 지방사업 확대에 따른 분양 리스크와 분양시장 침체 장기화에 따른 사업위험이나 재무위험을 보유하고 있어, 각종 루머나 여신기관의 내부지침 등 부동산 금융시장의 다양한 변화에 민감하게 반응하게 되는 것이다. 동일한 신용도를 가진 건설회사들의 신용보강에 의한 자금조달의 시도가 항상 동일한 성공률을 갖지 않는 것은, 대출 실행에 영향을 미치는 건설회사의 신용도가 건설회사의 재무제표 및 신용등급체계 뿐 아니라 부동산개발사업의 이해당사자들과 관련된 루머 등 다양한 환경에 의해 영향을 받고 있다는 것을 의미한다. 본 연구는 최근 3년간 일정한 사이클로 반복되어 온 중견건설업체들의 프로젝트 파이낸싱 실제 실패사례를 통해 분석된 것으로서, 모든 건설회사에 적용되는 사실이 아니라는 한계를 가지고 있으나, 실제로 우리나라의 주택개발 시장에서 주요한 역할을 하고 있는 중견건설업체들의 프로젝트 파이낸싱 자금조달 검토에 있어서 참고자료가 될 것이며, 이들 건설회사들이 참여하는 부동산개발 프로젝트에 있어서 프로젝트 파이낸싱을 통한 자금조달의 집행 시점과 사업진행 시점에 대한 의사결정의 참고 자료로 활용될 수 있을 것이다. 본 논문은 다음과 같이 구성되어 있다. 제 1장은 서론으로 연구의 배경과 목적, 그리고 연구의 범위 및 방법에 대하여 서술하였다. 현재 본 연구의 당위성과 목적을 서술한 후 그 연구방법 및 방법을 제시하였다. 제2장은 프로젝트 파이낸싱에 대한 이론적 고찰로서, 프로젝트 파이낸싱의 실제를 건설회사의 역할과 관련된 부분에 중점을 두어 서술하였다. 제3장에서는 프로젝트 파이낸싱을 통한 자금조달의 현실과, 건설회사와 관련한 프로젝트 파이낸싱 실행요건들에 대하여 구체적으로 서술하였다. 제4장에서는 금융기관에서 프로젝트 파이낸싱 자금조달 실행을 검토할 때 판단기준이 되고 있는 심사요건들에 대하여 분석하였다. 제5장에서는 실제 프로젝트 파이낸싱의 실패사례를 통해, 건설회사의 신용등급 등 정량적 요인 외에도 실제로 금융시장에서 프로젝트 파이낸싱의 실행여부에 영향을 미치고 있는 정성적 요인들을 분석하였다. 제6장은 실제 실패사례를 통한 분석결과의 종합과 시사점에 대해 서술하였다. 제7장은 결론으로 본 논문의 의미와 필요성에 대하여 서술하였다.; After the Asian Financial Crisis, domestic real estate financing became more diverse and complicated. However, the reality of current situation shows tendency of financing is heavily dependant on the reputation and credibility of the participating construction companies, rather than the size, feasibility, or profitability of the project itself. Although construction companies are given globally excepted credit ratings based on their qualitative factors; i.e. financial status, there is a significant difference in the financing approval process, in terms of amount and time among the companies with similar credit rating. This research identifies other qualitative factors influencing project financing in the Korean real estate market through examining unsuccessful cases. Mid-sized constructions companies' business portfolio generally is concentrated in residential projects. And because of the nature of heavily leveraged project financing structure, they are exposed to significant amount of financial risk. Furthermore, risk of under allocation of finished good in rural markets and general sluggishness of real estate market in general combined with consumer sentiment and rumors play a major role in their approval outcome. As pointed out in the study, real estate project financing determining factors are based on not only quantitative data, but also qualitative factors such as rumor surrounding the applicant. In reality, there is a growing need for financial institutions to systematically evaluate not only quantitative factors but also these non-numerical factors in considering a financing project.
