인천국제공항의 동북아 허브공항화 전략

Abstract

세계 항공화물은 크게 북미권, 구주권, 아시아 · 태평양권의 3대 권역이 주도하고 있는데, 특히 아 · 태 지역의 증가세가 단연 두드러져 세계 항공화물의 급속한 성장을 주도하고 있다. 이러한 세계화의 추세는 기존에 국내 또는 몇몇 국가에 제한되었던 기업의 활동범위를 글로벌화 시킴에 따라, 각 기업체 및 국가들에 있어 국제물류관리의 새로운 체계가 필요하게 되었고 그 중요성이 증대되었다. 즉, 국제물류관리의 체계가 과거의 현지물류체계 및 수출입물류체계에서 최근에는 거점물류체계로 전환되는 추세이다. 이러한 국제물류환경의 변화를 가능하게 하는 요인으로 허브공항의 운영을 꼽을 수 있는데, 이는 항공화물운송이 정확성 및 신속성의 특성을 바탕으로 급증하고 있는 글로벌 기업들의 물류거점과 환적화물을 유치하기 위한 경쟁심이 갈수록 심화되고 있기 때문이다. 따라서 각 국가는 자국의 공항을 허브공항으로 육성하기 위하여 공항시설 등의 하드웨어 측면의 투자는 물론 그에 따르는 규제완화, 제도 및 체제 등의 소프트웨어 측면에서의 지원도 적극적으로 고안 · 도입하고 있는 실정이다. 우리나라 또한 동북아의 물류거점으로 거듭나기 위하여 많은 노력을 하고 있으며, 이의 일환으로 2001년 3월, 21세기 동북아의 허브공항이라는 기치를 내걸고 세계 최고의 시설과 수준을 자랑하는 인천국제공항을 개항하였다. 2001년 개항한 인천국제공항 역시 공항시설능력의 확충 및 주변 국가 공항들에 대한 경쟁력 확보 등에 대한 작업 착수로 동북아의 허브공항 구현을 위해 많은 노력을 기울이고 있다. 또한, 국제선 전용 공항인 인천국제공항은 동북아 항공화물의 중추공항으로서 동북아와 세계 주요 도시를 연결하는 거점공항으로, 안전하고 편리하여 다시 찾고 싶은 최첨단 공항을 지향하고 있다. 그러나 현재 인천국제공항은 동북아 내 기존의 다른 허브공항에 지리적 장점을 제대로 활용하지 못하고 있으며, 시설 측면이나 공항 운영 제도적인 측면에서 취약점을 가지고 있다. 따라서 본 연구는 인천국제공항의 동북아 중심공항으로서의 현재 경쟁력을 분석하고, 동북아의 항공화물 허브공항으로 육성하기 위해 앞으로 보안하고 풀어 나가야 할 과제로는 어떠한 것들이 있는지 알아보았다. 이를 위해 현재 허브공항으로서 이미 자리매김을 하고 앞으로 인천국제공항과의 경쟁이 예상되는 홍콩 쳅락콕 공항(Hong Kong Int'l Airport)과 중국 푸동 공항(Pudong Int'l Airport)의 사례를 비교 · 분석한 후, 그들을 benchmarking 함으로써 인천국제공항이 동북아 항공화물 허브공항으로 도약 · 성장 하고, 그에 따른 경쟁력을 갖추기 위한 정부, 민간차원의 전략과 그에 따른 방안들을 제시하였다.; On March 29, 2001, Incheon International Airport opened with the hope to become the "Hub airport of the northeast Asian economic center in the 21st century." through superior facilities and stable management. Since opening, during the past years, the airport has showed a steady increase in users and air cargos. Especially, Incheon International Airport has the geographical advantage which connect to major cities of the world as a base on in north Asia. But, the airport must not be reconciled to living in this quite good performance. Because the airport is still below the level of a Hub airport compared to in northeast a냠 and world - class hub airports including regional competitive airports like Hong Kong and Pudong Int'l Airport. With this backgrounds, this study aims to analyze a competitive power of Incheon International Airport as hub in northeast Asia and suggest a problem awaiting solution from now based on the comparison of Hong Kong and Pudong Int'l Airport. According to, the paper has a few flowing as like below. First, this study explained that a general sense and a approved condition as hub airport with theoretical background. Second, this study drew strong and weak points of Incheon International Airport based on current conditions the airport as hub airport. Third, this study suggest three points (geographical feature, establishments, systems) of Hong Kong Int'l Airport and Pudong Int'l Airport as the important hub airport in northeast asia by a case study. Forth, per example of Hong Kong and Pudong, it explained how to strengthen the competitiveness and make up for weak points in Incheon International Airport. As mentioned above, this paper has covered a few strategic points for Incheon International Airport to be hub airport in northeast asia. Based on these points, if the airport plans extensive preparation against the problems at issue, Incheon International Airport will be the best hub airport of the northeast asian economic center in the 21st century.
