District Unit Plan as a detailed urban control method was introduced in order to control construction works of respective parcels which couldn't be controlled only with urban planning system for the entire city. Recently, rising interest in city control is rapidly expanding the application of District Unit Plan. Thinking over basic application aims, it is necessary to check whether the District Unit Plan is created and applied to the purpose. Therefore, this study chose the District Unit Plan of Germany as an advanced example. Once germany was our role model while introducing the system of District Unit Plan. After the comparison between german cases and domestic cases, several points were raised in the guideline-fix-process for District Unit Plan in operation. Study on guideline-fix-process of German District Unit Plan showed betterment scheme. First of all, in the second chapter, the importance of controlling urban center's physical space is being emphasized. A group of buildings is a core element constituting the street space. That's why building-related guideline element was chosen and focused on at the chapter 4 which discussed the guideline-fix-process prior to numerous guideline elements of District Unit Plan. Adding to this, for District Unit Plan can provide very detailed and three-dimensional planning guidelines forming the part of the urban planning, it fulfills the role of detailed city control including street space control. At chapter 3, the entire urban planning process of German and Korea up to District Unit Plan was surveyed. In German, final District Unit Plan is set up going through the step of F-Plan(land use plan), Rahmenplan, and District Unit Plan(B-Plan) restricting the planning category step by step. On the other hand, domestic urban planning process though being similar to that of German, doesn't have Rahmenplan process, framing three-dimensional urban fabric and moves directly from planning stage aiming at the entire city to district level planning stage. Next chapter where the guideline-fix-processes of those two are compared with actual cases provided, the role of Rahmenplan can be understood. At chapter 4, guideline-fix-processes for District Unit Plan for German Stuttgart 21 Projcet_work section A and , as domestic cases, DMC(Degital Media City) District Unit Plan, Neungdongro Road District Unit Plan, Shingil District Unit Plan were surveyed thoroughly. All of them were actually established District Unit Plans. In the Stuttgart case, overall physical form planned through Rahmenplan after going through detailed final Design Test and finally moves to the stage of guideline-fix for District Unit Plan. As a result, guidelines could be established with design ideas on a definite physical form, while domestic Distrct Unit Plan revealed to be uniform regulatory guidelines rather than detailed guidelines controlling urban space. In order to properly control urban environment with District Unit Plan regional context each region has should be considered and pedestrian-oriented agreeable street space shall be created only when guideline-fix-process for District Unit Plan including the planning stage on actual physical space put into operation.-
