dc.description.abstract우리나라는 1960년대 이후 인구증가와 급속한 산업화로 인해 무분별한 무허가건립과 무단점유행위 등으로 불량주택지역이 형성되어 도시로서 기능이 상실하게 되어 도시전반에 걸친 계획적인 재개발의 필요성이 제기되어 왔다. 주택재개발은 도시계획 사업이라는 제도적 수단을 통하여 토지의 이용과 공공의 복리를 증진시킴으로써 쾌적하고 살기 좋은 주거환경, 생활이 능률적인 도시를 만들어가는 도시계획사업의 일환이라고 할 수 있다. 주택재개발 사업은 두 가지 목적을 위해 진행되는데 첫째, 노후한 주거환경을 개선, 향상시키는 것이고, 둘째, 낙후된 도시기능을 효율화·고도화하는 것이다. 불량주택 재개발사업은 기존 주거지의 효율성제고를 통해 주택난을 해소한다는 측면에서 대도시의 주요정책의 하나였으며 1960년대 이후 본격적인 산업화 과정과 더불어 도시지역은 과밀화되고 토지난, 교통난, 주택난 등의 많은 도시문제가 발생하였다. 이에 신규 주택의 대량공급이 신도시 개발사업과 더불어 기존 시가지내 불량주거지를 대상으로 토지 이용의 효율성을 높이는 재개발사업이 적극적으로 도입되고 시행하게 되었다. 그리고 관악구 봉천 제10구역의 재개발 사업계획의 중점 사항을 살펴보면, 기본방향은 지역발전과 주거수준 향상, 협소한 시설 및 기능의 분담배치로 토지이용의 효율성 향상, 공공복리의 증진 및 주택난의 해결에 역점을 두고 주택재개발사업을 실시하였다. 따라서 주택재개발사업의 개선방안을 살펴보면 다음과 같다. 주민참여의 제도적 활성화로서 사업추진 전과 시행 후에 이르기까지 주민들이 계획 참여자로서 과정과 시행까지 적극적으로 참여할 수 있도록 절차적 보장이 요구된다. 둘째, 환경친화적 주거환경의 확보에는 조화롭고 환경친화적인 주거지로의 정비를 유도하고 지역커뮤니티의 활성화를 위해 생활권 단위의 주거환경정비를 시행하며, 노후 불량주택의 주거환경 개선으로 삶의 질을 향상해 나간다. 셋째, 충분한 공공시설의 확보는 사업진행의 용이성을 확보하기위해 구역이 분할되어 다수의 지구가 되면서 지구별 이기주의와 폐쇄성으로 공공시설의 설치나 공간 공적의 확보가 정책적 우선순위에서 밀려날 가능성이 높다. 넷째, 원만한 세입자 대책의 강구는 임대주택의 구입비가 세입자들에게는 현실적으로 상당한 부담이 되고, 임대주택 입주권을 일정한 프리미엄을 받고 전매라는 사례가 적지 않다는 것이다. 다섯째, 원거주민 재입주율의 보호는 사업전 저층의 단독주거지에서 살다 사업 후 고층아파트에 살아야 한다는 것이 경제적으로 부담스러운 징수금을 내야 재입주가 가능하다는 점 등이 실제 거주민의 재정착율을 어렵게 한다. 여섯째, 개발사업의 주거권 보호의 대책으로서 거주민의 주거문제 해결을 위한 제도적 개선방안, 세입자용 임대주택 제공, 퇴거세대에 대한 주거대책 의무화, 공공임대주택 보증금에 대한 지원 방안이 있다 하겠다. 이상과 같이 주택재개발 사업은 우리의 주거환경의 변화에 많은 영향을 주었으며, 특히 주택공급에 적지 않은 기여를 하였다. 이들 주택의 공급이 주택난이 유난히 심한 대도시에 집중되었다는 데 큰 의미가 있다. 환경에 대한 관심의 증대와 대도시의 외연적 확산의 한계로 신개발중심의 도시개발은 점차 더 어려워 질 것이며, 기성시가지의 재개발은 그 중요성이 더욱 증대할 것이다.; Since 1960's, buildings not permitted and unlawful occupation of land have increased due to increase of population and rapid industrialization, and the resultant poor residential areas have paralyzed the urban functions, which requires well-planned city redevelopments. Housing redevelopment is sort of urban planning which aims to enhance efficient land uses and public welfare and thereby, create comfortable, convenient and efficient cities. The goal of housing redevelopment is two-fold; improvement and enhancement of the obsolete living environment and efficient restructuring of the poor city functions. The poor housing redevelopment projects have been important tools to increase housing supplies through efficient uses of housing sites in order to solve the problems of densely populated cities suffering from shortages of land and houses as well as traffic congestions, all caused by the rapid industrialization. Thus, the government has endeavored to supply new houses through new town development projects, while redeveloping the poor downtown housing areas. As a result of examining the highlights of the redevelopment project for Bongcheon #10 zone of Gwanak-gu, Seoul, it was found that it focused on a variety of solutions: regional development, improvement of housing life, appropriate distribution of amenities and functions, efficient land use, enhancement of public welfare, relief of housing shortages and the like. Based on the results of this study, the researcher put forwards the following reform measures for housing redevelopment projects; First, it is necessary to activate people's participation in the projects. To this end, it is essential to rearrange the procedures for people's participation in previews, planning and implementation of the projects. Second, it is also necessary to lay out the houses to be environmental-friendly, while activating the communities to have people's housing life centered about a living sphere and improving their life quality through improvement of poor and obsolete housing environment. Third, it is required to secure sufficient public facilities. Since the redevelopment zone tends to be divided for project's convenience, public facilities or public open spaces may be put aside by district egoism. Fourth, since the tenants cannot afford to own a rental house, they tend to sell out their rental rights in return for a premium. So, they need to be adequately protected. Fifth, natives who had lived in detached houses should move to high-rise apartment buildings, which means that they should pay for higher living costs. So, it is necessary to allow them to move to new apartment houses at less living cost. Sixth, other various reform measures are required: institutional solutions to natives' resettlement problems, expansion of rental houses, effective measures for the natives moving to other regions, subsidies to rental deposits and the like. The housing redevelopment projects have affected our living environment much, conducing to increase of housing supplies. However, housing supplies have been concentrated in metropolitan cities suffering from housing shortages. Since people are more and more concerned about the environment and the metropolitan cities cannot be easily extended, it will be more important to redevelop the existing downtowns.-
