地方自治의 發展을 위한 地域新聞의 役割에 관한 硏究

Abstract

ㅁ본 연구의 목적은 지방자치제를 활성화하기 위한 지역신문의 올바른 역할을 조명함으로써 지방자치제의 정착에 긍정적인 기여를 하는 데에 있다. 지역사회 발전을 위해서는 그 지역사회가 당면·해결해야 할 제반 문제에 대한 여론을 조성하고 수렴·반영해야 한다. 그리고 지역민의 참여를 유도하는 동시에 지역문화를 발굴·육성·전수하며, 지역주민의 정치사회화를 촉진하는 등 지역의 자립화를 위해 지역 언론이 일차적으로 기능해야 한다. 이런 점에서 지역 언론은 지역의 부분의 발전보다도 우선되어야 한다. 이는 올바른 지방화시대를 열어가기 위해서는 지역주민의 여론을 대변화고 합의를 바탕으로 지역 내의 제반 문제를 조정해 나갈 수 있는 언론의 역할이 중요하다; This study aims to find and suggest some alternatives ensuring the role of local news paper in the process of local self-government. In order to attaining this goal, this study reviews the relevant literature to role of local news paper and examines the historical changes and current status of local news paper. A citizen can participate in the policies process of the self-government individually, or some part of citizen can take part in it collectively. But one of citizen has the limitation to come into the administrative policies because of their lack of informations on political, economical and social issues in the region where they live. As the effectiveness of the local administration is based on the democratic participation, actual citizens' participations must be increased by role of local news paper in the process of local self-government. The function of local news paper can be categorized by mainly three criteria such as political, economical and social aspects. In detail, the main role of local news paper are congregation of the will of local residents, inspection on political process, delivering various informations on political, economical and social issues in the region where they live, and linkage among citizen organizations. As a result of this study for ensuring the role of local news paper in the process of local self-government, some alternatives are suggested as follow: First, it is necessary to identify the role of local news paper as a news provider focused on regional issues. Second, it is also necessary for local news paper to respond the need of readers who want to get useful information that can not be found other mass-media. Third, it is deemed necessary to strengthen the role of local news paper as the inspector on political process and networking function. Fourth, more and more financial assistance are needed from the governmental organizations and private company to the local news paper.
