비영리 조직(NGO)의 전략경영에 관한 연구

Abstract

본 연구는 전략경영 기법을 비영리 조직(NGO)을 전략경영하기 위한 방안을 도입 적용 하고자 하는 것이다. ‘비영리 조직의 전략경영’적 측면에서의 연구가 거의 이루어지지 못하고 있다. 본 논문은 시민사회단체의 위기로 지목되는 내적 역량극복을 위한 대안으로서 비영리조직의 전략경영 연구 시도이다. 본 논문에서 비영리조직의 전략경영 연구는 현재적 자원을 기초로 미래적 비전과 핵심가치를 실현하기 위한 핵심역량의 재배치이다. 즉, 필자는 자원준거 이론 입장과 구성주의 이론의 입장에서 전략경영에 관한 아이디어를 얻고, 비전달성과 핵심가치 달성을 위한 핵심역량의 전략구상을 안산이주민센터의 사례를 통하여 비영리 조직의 전략경영 연구를 시도하였다. ‘비영리 조직 전략경영’ 연구는 매우 의의 있는 작업이다. 첫째, 비영리 조직의 위기 극복의 대안적 차원에서 ‘경영 기법의 도입’에 의의가 있다. 둘째, 비영리 조직 경영연구의 ‘전략경영 기법 도입의 시도’라는 차원에서 의의가 있다. 셋째, 기존 전략경영 기법이 아닌, 다문화 시대를 열어 가는 새로운 시점에서의 비영리 조직 전략경영 연구는 미래적 시점을 향한 전략 연구로서 의미가 있다. 본 연구는 비영리조직 전략경영 연구를 통하여 시민사회 비영리 조직의 현실적 위기를 극복하기 위한 대안의 사례로 ‘안산이주민센터’를 대상으로 설정하고, 비영리 조직의 전략경영 구축을 위한 핵심역량 도출 방안을 연구하고자 한다. 본 연구는 첫째, 영리조직의 전략경영 기존 이론 연구를 통한 자원준거 이론 방법에서 전략 구성 방안을 도출하였다. 둘째, 비영리 조직의 전략경영 기존이론 연구를 통하여 신 사회운동 이론과 자원동원이론의 장점을 발전시킨 구성주의 이론 방법에서 전략 구성 방안을 도출하였다. 셋째, 자원준거 이론과 구성주의 이론에 입각하여 ‘비영리조직 전략경영을 위한 핵심역량 도출 방안’을 구성하고, 안산이주민센터를 사례로 전략도출 방안을 연구하였다. 영리조직의 전략경영 기존 연구에서는 자원준거이론을 기법을, 비영리 조직 경영전략 기존연구에서는 구성주의 기법을 원용하였다. 비영리 조직의 비전설정과 이를 이룩하기 위한 내적 자원으로서 핵심역량을 도출하는 방안을 연구하였다. 특히 비영리 조직이 사회적 가치를 창출하는 임무를 지닌 기관으로서 비전과 핵심가치가 사회적 영향력을 비칠 수 있을 지에 대한 타당성을 검토하고 있다. 특히 비영리조직이 국가와 시장과의 긴장 관계에 속에 있다. 핵심역량들이 비전과 핵심가치를 이룩하기 위한 조직의 유형과 성격을 어떻게 설정 할 지에 대하여 조직의 성격을 표면적으로 표방은 하지 않지만 조직의 전략방향과 내용을 구성에 녹아져 있어야 함을 지적하였다. 본 연구는 비영리조직의 전략경영의 이론적 연구 발전의 측면에서 향후 몇 가지 전략경영의 연구 방향에 대한 제언을 하였다. 첫째, 비전과 핵심 가치 자체에 대한 연구를 통한 새로운 시대상에 대한 전략을 연구할 필요가 있다. 둘째는 전략경영의 핵심역량의 하나로서 자원 개발에 대한 연구가 필요하다. 셋째, 비영리 조직의 종사자들의 전략경영 연구 및 교육의 활성화에 대한 연구가 필요하다. 넷째는 전략경영 핵심역량 구축을 위한 구체적인 실천 프로그램 작성 방안 대한 연구가 필요하다. 다섯째는 전략경영의 핵심역량 달성을 위해 핵심성공 요인과 성과지표 개발의 필요성을 제안 하였다.; This study is about how to use the theory of strategic management for the strategic management of Non Goverment Organizations(NGOs). Until now there have not been many studies conducted in the field of NGO strategic management. To overcome the crisis facing the internal capabilities of civil society NPOs, it is important to study the field of strategic management in this study. For the effective strategic management of an NGO the resources that already exist within the organization should be allocated according to the organization's vision and values. According to the point of view of both the Resource-Based Theory and Structuralism Theory I intend to use 'Ansan Immigrant Center (AIC)' as a case study. Through the application of these strategic management theories at AIC this study will attempt to show how it is possible to overcome the crisis in the internal capabilities of civil society NGO. It is particularly important to study the field of NGO strategic management at this time. Firstly, it is important because strategic management could be a solution to the crisis of NGO internal capabilities. Secondly, it is important because this is an initial attempt to use strategic management theories and practices in the NGO field. Thirdly, it is important because at the present time the era of multi-culturalism is beginning in Korea, and it is necessary for NGO working in this field to develop an effective response to this issue. In order to solve the internal capabilities crisis facing civil society NGO. I will use the case of AIC. Through this case study I intend to discover the core competencies of civil society NGO in order to further develop a strategic management approach to the work of these organizations. To achieve this aim, Firstly, I will use the Resource Based Theory to develop the method of strategic management within civil society NGO. Secondly, I will use the Structuralism Theory which is a theory mixed and developed with the new social movement theory and the resource mobilization theory, to develop the method of strategic management within civil society NGO. Thirdly, through the Resource Based Theory and the Structuralism Theory I will develop 'The way of core competence for the strategic management of NGO', then I will apply this to the case of AIC. Many studies have been conducted on the strategic management of profit-centered organizations, in these studies the Resource Based Theory has been used, but in my study of NGO the Structuralism Theory has been used. To develop a vision of NGO in the future, and to achieve this vision I studied the core competencies of civil society NGO. In particular I examined the appropriateness of the vision and core value of NGOs- which are supposed to produce social value - and whether this can have a positive effect on society. Furthermore, Korean NGO is currently experiencing tension between the influence of the free market and the influence of government. In order to achieve the organization's vision and core values, the core competencies of the organization should be reflected in the structure of the organization. I have made suggestions about the method of studying strategic management to strengthen the practical capabilities in the field and to develop the theory of NGO strategic management. (1) It is necessary to study about the vision and core values of the organization and the strategy to achieve a new generation image. (2) It is necessary to study the development of resources as one of the core competencies of strategic management. (3) It is also necessary to study the understanding of strategic management among the staff of NGO, and the development of educational programs for them. (4) The study of the practical application of strategic management core competencies is also essential. (5) The successful implementation of these steps requires the use of Key Performance Indicators (KPI) and an understanding of Critical Success Factors (CSF) as strategically important measuring tools.
