Abstract
수도권내의 공영택지개발사업지구에서는 자족적인 도시라는 정책적 목표하에 많은 상업 용지를 공급하여 미매각되거나 활성화되지않은 필지가 많다. 또한, 신도시 택지개발지구의 주차장용지에 건립된 주차전용건축물의 주차공실률은 늘어나고 있으며, 주차전용건축물의 주변은 주차난으로 심각한 상태이다. 이에 1990년이후의 신도시 택지개발지구의 주차장용지에 건립된 주차전용건축물을 대상으로 주차전용건축물 관련 주차장법 및 주차전용건축물의 변화과정 및 제도개선 방향을 연구해보고자 하는 것이다. 1992년 초기에는 연면적을 기준으로 1,000㎡ 이하는 30%까지, 그 이상으로 20%까지 근린생활시설 및 자동차관련시설, 근린공공시설을 설치할 수 있었다. 그 후 95년 2월 업무시설과 운동시설, 전시시설이 추가되었지만 주차장용지를 활성화하는데 한계가 있었다. 1996년 6월에는 주차장 건설 촉진을 위해 그동안 주차전용건축물의 경우 연면적의 30% 범위내에서 판매 및 영업시설, 문화 및 집회시설 등을 주차장 이외의 용도로 설치할 수 있도록 하고 이들 시설물에 대해서는 부설주차장 설치의무를 면제했다. 2004년 6월에는 부설주차장 설치의무를 면제했던 백화점, 쇼핑센터, 대형점, 영화관, 전시장, 예식장등에 대하여 별도의 부설주차장을 설치할 수 있도록 주차장법이 개정되었다. 주차전용건축물의 주차장 및 허용용도의 층별현황을 분석해보면 이용객의 접근성이 용이한 1,2층에 근린생활시설이 설치되었고, 오피스텔, 극장은 최상층에 설치되었다, 주차장은 3층에서 최상층까지 중간층에 설치되었다. 특이한 사항으로는 용인동백지구의 중앙프라자 경우 지상층에 주차장이 설치되어있지 않아 주차전용건축물로서의 역할이 의심스러워진다. 2004년 7월부터 백화점 및 대형점, 극장및 예식장의 용도를 설치할 때 별도의 부설주차장을 설치하도록 주차장법령의 변경되어, 주차전용건축물 내의 할인매장 및 극장등의 용도설치의 사례가 사라지게 되었다. 주차전용건축물의 주차장층의 외관형태를 분석해보면 안산고잔지구 대한법조타운만이 주차장층을 단순하게 OPEN처리하였으나 벽면에 슈퍼그랙피처리를 하여 주차빌딩으로서의 단조로움을 피했다. 그밖의 사례들은 창호 및 알미늄유공판등을 설치하여 도시미관에 기여하였다. 주차전용건축물의 주차출입구를 분석해보면 성남분당지구 미금파크, 안산고잔지구 대한법조타운,용인죽전지구 죽전 리베로Ⅲ가 2개의 도로에서 진출입을 하였으며 안양평촌지구 평촌키넥스10, 용인동백지구 중앙프라자가 1개의 도로에서 진출입을 하였다. 용인동백지구 중앙프라자를 제외한 대부분의 사례가 교통영향평가대상이어서 교통흐름은 원활한 편이다. 주차전용건축물의 램프형태를 분석해보면 대부분의 사례가 직선형 램프를 설치하였고, 부분적으로 곡선형을 적용하여 이용자의 편의성을 도모하였다. 주차전용건축물의 층별주차빈도를 분석해보면 사례조사를 진행한 대부분의 주차전용건축물이 상당한 공실률로 골머리를 앓고 있는 실정이다. 주변상가부지의 부설주차장에도 주차장이 비어있는 상태인데 굳이 요금을 지불하면서 주차전용건축물에 주차를 하지 않는 것이다. 차선책으로 렌트카의 차고지로 이용하거나, 자동차매매장 등의 용도로서 자동차 관련사업으로의 연계로 인하여 공실률을 해결해 나가려는 시도가 있다. 주차전용건축물의 주차장사용현황을 분석해보면 안양평촌지구 평촌키넥스10이 8,9층에 영화관이 있어 오후 및 주말에 주차비율이 높은 편이고, 대부분의 사례는 평일에 50%미만의 공실률을 보였다.; The many commercial paper from capital region undergarment public management housing site development operation endurance under politic aiming which is a be self-sufficient city about under supplying America it is disposed and the inevitability which has not become active anger is many.
