Abstract
본 연구의 목적은 산학협력의 주체인 전문대학과 중소기업이 산학협력에 대해 어떻게 인식하고 활용하고 있는지 그 현황을 파악하고 전문대학과 기업의 산학협력을 활성화하기 위한 방안을 제시하는데 있다. 산학협력을 활성화하기 위한 방안을 모색하기 위해 실시한 설문결과를 분석해 보면 다음과 같다. ① 최근 3년간 산학협력 사업에 참여한 경험을 보면 전문대학은 응답자의 97.7%, 기업은 33.3%가 참여경험이 있다고 답변하였다. ② 산학협력활동을 수행하는데 어려운 점으로 전문대학은 기업의 인식부족이란 답변이 22.9%로 가장 많았으며, 그 다음으로 기업의 참여부족22%, 교수의 참여부족이 20.2%로 나타났다. 그에 비해 기업은 지방자치단체 및 정부의 지원 부족이란 답변이 25.7%로 가장 많았으며, 그 다음으로 기업의 참여부족 25.6%, 산업체가 요구하는 교육과정을 제대로 반영하고 있지 못함이 25.6%로 나타났다. ③ 산학협력 성패여부의 결정주체로 전문대학은 교수·연구원이란 답변이 43.2%로 가장 많았으며, 그 다음으로 산학협력전담기구 25% 순으로 답변하였으나, 기업은 연구시설 및 장비란 답변이 40%로 가장 많았으며, 그 다음으로 교수·연구원 16%, 중소기업 16% 순으로 답변하여 전문대학과의 인식에 차이가 있음을 나타내고 있다. ④ 그러나 산학협력이 전문대학과 중소기업에 도움을 준다는 답변으로 전문대학 44.2%, 중소기업 22.2%가 보통이라고 답변하였으며, 조금 도움이 된다는 답변이 전문대학 44.2%, 기업 44.4% 답변하였다. 또한 매우 도움이 된다는 답변으로 전문대학 2.3%, 중소기업 11.1% 가 도움이 된다고 답변하여 전체적으로 산학협력은 모두에게 도움이 된다고 생각하는 것으로 나타났다. 위와 같이 전문대학과 중소기업간 산학협력 활성화 방안을 제시하기 위해 연구하였으며, 연구결과를 토대로 산학협력 활성화 방안을 제시하면 첫째 대학과 기업의 구성원 모두가 산학협력의 중요성을 인식하고 산학협력 현장에 대한 이해와 관심을 가질 수 있도록 인식전환 시스템을 구축하여야 한다. 둘째 산학협력을 위한 창구를 단일화하고 전담인력을 배치하여야 한다. 셋째 하드웨어적 지원보다는 소프트웨어적 지원 체제를 구축을 제안 하였다. 전문대학과 중소기업이 21세기 경쟁력을 확보하기 위해서는 산학협력의 중요성을 인식하고, 서로가 Win-Win 할 수 있는 다양한 산학협력을 통하여 긴밀한 관계를 유지·발전시켜야 한다. 그러기 위해서는 전문대학과 중소기업이 서로 정보를 공유하고, 상호 신뢰의 기반에서 성과를 평가하고 수정하는 운영시스템이 갖추어져야 한다.; The study lays its purposes on figuring out the actual state of how colleges and small and medium enterprises (SME's), the main actors in the industry-academia cooperation program, perceive and take advantage of the program, and then on suggesting plans or strategies to vitalize industry-academia cooperation between colleges and enterprises. What we obtain from analyzing the results of a survey which the study conducted in order to find out the vitalization strategy of industry-academia cooperation activities, are as the following. ① When we look at their experiences in participating in industry-academia cooperation programs during the past three years, in the case of colleges, 97.7% of the respondents and 33.3% of the industrial respondents answered that they have experiences in those programs. ② As difficult points in performing industry-academia cooperation activities, in colleges, the answer of lack of perception was most as 22.9% followed by lack of participation of enterprises as 22% and one of professors as 20.2%. Comparing to this, for the same question, in enterprises, the answers of lack of support from the local and central government were most as 25.7% followed by the answer of lack of participation of enterprises as 25.6% and one of lack of reflecting curriculum required by industrial sectors in the programs as 25.6%. ③ As determiners of whether industry-academia cooperation programs succeed or not, the answer of professors and/or researchers was most as 43.2% followed by the answer of organizations in full charge of the programs as 25%, while in enterprises, the answer of research facilities and equipment was most as 40% followed by the answer of professors and/or researchers as 16% and one of small and medium enterprises as 16%, indicating that there are differences in perceptions between enterprises and colleges. ④ However, in the answer that industry-academia cooperation programs are moderately helpful to colleges and SME's , colleges and SME's occupied 44.2% and 22.2% respectively, and in the answer that those are a little helpful, colleges and SME's occupied 44.2% and 44.4% respectively. In addition, 2.3% of colleges and 11.1% of SME's answered that the programs are very helpful to them, showing that they think overall that industry-academia cooperation benefit both colleges and SME's. As above, the researcher conducted this study in order to suggest plans for vitalizing industry-academia cooperation programs between colleges and SME's, and then what the researcher suggests as vitalization plans or strategies based of those study results are as the following. First, one should establish a system for shifting perceptions toward directions where all the college and enterprise members perceive the importance of the cooperation between them and have understanding of and interest in the cooperation programs. Second, one should unify organizations to contact about the programs and station personnel in full charge of affairs related to those programs and activities at the organization. Third, the researcher suggested that the software-like rather than hardware-like support system should be established. In order for colleges and small and medium enterprises to make sure their core competencies meet the current needs of the 21st century, they should perceive the importance of industry-academia cooperation activities and maintain and develop close relationships through various cooperation programs with which both of the two sectors can achieve win-win solutions. In order to this, colleges and SME's should have a management system with which they can share information with each other and evaluate the outcomes of the programs and revise the programs based on mutual trust.
