태안 관광레저형 기업도시 추진과정의 갈등 분석

Abstract

관광개발갈등에 대한 이해는 지속가능한 관광개발을 위한 갈등해소의 첫 출발이며, 효율적인 갈등관리에 필수적인 것이다. 본 연구는 권력의 문제를 포함한 사회갈등으로서의 관광개발 갈등의 특성과 구조, 갈등에 영향을 미치는 요인을 이해하고 이를 통해 갈등관리에 대한 시사점을 도출하고자 한다. 또한 선행연구의 고찰을 통해 관광개발갈등에 대한 올바른 이해를 도모하고, 이해관계자간의 갈등을 효율적으로 관리하기 위한 이론적 근거 및 시사점을 도출하고자 한다. 본 연구는 관광레저형 기업도시를 추진하고 있는 충남태안을 대상으로 관광레저형 기업도시 특별법 추진과정부터 관광레저형 기업도시 착공시점까지를 분석대상으로 한다. 이를 위해 갈등이론 등을 포함한 이론적 고찰과 관광개발갈등사례 분석을 통해 연구모형을 설정하였다. 연구모형에서 갈등에 영향을 미치는 요인 중 관광개발 방향에 대한 목표의 차이, 보상수준의 차이, 관광개발 영향에 대한 인식의 차이, 가치관의 차이, 관광산업에 대한 태도 등은 원인적 요인으로 구분되고, 의사소통의 문제, 갈등관리주체의 태도 등은 촉진적 요인으로 구분되었다. 그리고 권력과 이해에 따라 각각의 요인들이 갈등에 어떠한 영향을 미치는지를 알아보기 위하여 4가지의 연구 명제를 설정하였다. 본 연구는 정량적 연구가 아니라 정성적 연구이므로 다양한 2차 자료와 심층인터뷰 자료에 대한 내용분석을 실시하였다. 따라서 갈등에 영향을 미치는 요인과 관계된 자료를 수집하고 이를 범주화하고 연구명제 분석에 사용하였다. 관광레저형 기업도시 추진은 국가권력과 대등한 위치로 성장한 자본권력에 의하여 추진되어졌다. 국가권력과의 협력 하에 대자본이 주도하는 관광레저형 기업도시건설은 지역 및 시민단체의 실질적인 참여가 제한될 수밖에 없는 구조를 가지고 있다. 따라서 이러한 구조는 다양한 목표와 이해, 인식과 가치관을 가진 집단 간에 발생할 수 있는 갈등을 효율적으로 관리하기 어렵게 만든다. 이해관계자들의 권력으로부터의 소외는 각 이해관계자들이 가지고 있는 원인적 요인의 차이를 조정하고 완화를 어렵게 함으로써 갈등을 악화시키게 된다. 그리고 권력의 소외는 촉진적 요인들에 의한 이해관계자들 간의 불신을 강화시키고 갈등을 악화시키게 된다. 따라서 본 연구명제에 대한 연구결과에 따른 명제는 다음과 같이 수정되어질 수 있다. 수정된 명제 1) : 이해관계자간에 원인적 요인(관광개발에 대한 목표의 차이, 영향에 대한 인식의 차이, 가치관의 차이 등)의 차이가 클수록 갈등은 악화되어지기 쉽다. 수정된 명제 2) : 관광개발과정에서 사실관계의 왜곡, 대화의 의견 및 요구반영의 단절, 절차상의 비민주성, 정보의 미공개 혹은 선별공개 등과 불공정성 등은 이해관계자간의 갈등을 악화시킨다. 수정된 명제 3) : 관광개발과정에서의 권력의 소외는 갈등의 원인적 요인을 조정하고 해소할 기회를 제약하며 촉진적 요인으로 인한 불신을 악화시킴으로써 갈등을 악화시킨다. 수정된 명제 4) : 관광개발과정에서 이해관계자의 이해의 크기와 직접성에 따라 갈등의 원인적 요인이 갈등에 미치는 영향은 변화되어질 수 있다. 이러한 연구결과는 대규모 관광개발에서 이해당사자간의 협력적 관계를 형성하기 위해서는 이해관계자의 실질적인 참여가 이루어질 수 있는 제도가 필요함을 나타내고 있다. 이해관계자들의 실질적인 참여가 가능한 사회제도는 이해관계자의 협력적 관계를 형성하게 함으로써 갈등을 효율적으로 관리할 수 있을뿐더러 공동의 이익을 확대시킬 수 있다. 본 연구는 다양한 이해관계자들에 대한 접근이 용이하지 못한 점과 단일 사례연구인 점들의 한계점을 가지고 있다. 그럼에도 불구하고 본 연구는 권력과 이해를 포함한 갈등요인들과의 관계를 파악함으로써 갈등을 효율적으로 관리하기 위한 시사점을 도출하였음에 의의가 있다. 본 연구는 관광개발에 따른 사회영향평가의 수행과 이를 토대로 갈등을 효율적으로 관리할 수 있는 전략이 수립될 필요성을 제시하고 있다. 그리고 향후 관광개발과정과 운영과정에 대한 갈등요인에 대한 연구와 지역사회에 미치는 영향 등에 대한 지속적인 연구 및 내부자적 관점에서의 종단적 연구와 다양한 실증적 연구가 수행되어질 필요가 있다. 이와 같은 연구들은 본 연구의 한계점을 보완함은 물론 지속가능한 관광개발이 될 수 있기 위한 효율적인 갈등관리에 기여할 수 있을 것으로 여겨진다.; Understanding regarding conflict in tourism development is the first departure of conflict solution for sustainable tourism development, and it is essential in efficient conflict management. This study understands factors (eg. power etc) to affect construction and peculiarity of conflict in tourism development as the social conflict, and will derive implications for conflict management. There some facts that approached to achieve purpose of this study. First, the time period of research area is to defined from the moment promoting the enterprise special development legislation(law) to the date of the start of Taean tourism and leisure city construction. Secondly, a model was established through the theoretical consideration and analyzing conflict cases in tourism development. Thirdly, factors are effected on conflict in tourism development can be categorized into basis factor (eg. a difference of a goal regarding a direction of development, a difference of a compensation level, a difference of recognition about a tourism development influence, a difference of sense of value, attitude for the tourism industry etc.) and accelerate factors( eg. a problem of communication, attitude of the subject for the conflict management). At Fourth, established four study propositions were created in order to understand how conflict factors influence conflict in tourism development. This study is not quantity research, but quality research carried out content analysis about various secondary data and depth interview data. The collected data was categorized with respects conflict effect factors, which were analyzed to study proposition. The process of promoting Tourism & Leisure City was organised by capital power at arm's length with government power. In partnership with government power and capital power, the process to promoting process Tourism and Leisure City possess the structure that participation of local residents and citizen group is restricted. Therefore, this structure make difficult to manage conflict efficiently, which possibly occur between two groups have various goals, recognition and sense of value. An alienation of stakeholders from power make a failure in relieving and adjusting a difference of basis conflict factors, thus worsen conflict. And an alienation of stakeholders from power reinforces distrust and conflict between stakeholders. Above all the matter of fact, the proposition can be modified as follows result of research the study proposition. Modified proposition 1) If A difference of basic conflict factors is large (a difference of a goal regarding tourism development, a difference of recognition regarding an impact about tourism development, a difference of sense of value etc.) conflict is easy to be worse. Modified proposition 2) Distortion of truth, breaking off communication and rejecting demands, undemocratic process, to undisclose or select information, unfairness make worse conflict in tourism development promoting process between stakeholders. Modified proposition 3) An alienation of stakeholders from power constrains the chance to modify basic conflict factors and make worse distrust caused by accelerate factors, This can make worse conflict. Modified proposition 4) In compliance with size of interest and direct effectiveness of stakeholder in tourism development promoting process, the influence that basis conflict factors can affect on tourism development conflict can be changed. As a result of this research indicate in need of system that stakeholders can participate practically in order to form of cooperative relationship in a national size tourism development. So that Cooperative relationship with stockholders can efficiently control conflict and can enlarge the public interests. The implications of this study will be contribute to effective conflict management in tourism development. The results of this study are presenting necessity of the strategy that can efficiently manage tourism development conflict on based social impact assessment. It is necessary to research about conflict factors happening in the process of tourism development and impact into the community, also to carry out longitudinal survey of emic point of view and various positive research in the future. The study can contribute to complement of the result and efficient tourism conflict management to achieve sustainable tourism development.
