건설공사의 재해 실태조사 및 IT를 활용한 건설회사의 안전정보시스템 개선방향에 관한 연구

Abstract

최근 건설산업은 추세가 고층화, 복잡화, 대규모화되고 있으며, 건설공사 입지의 확장에 따라 공사제약조건의 증가, 신기술 및 신공법의 적용, 고용의 불안정성, 종합생산적인 건설업의 특수성 등으로 인하여 건설공사중 재해의 위험성은 지속적으로 증가하고 있다. 2006년도 산업재해율을 분석해보면 건설재해는 전년도 수준을 유지하는데 그쳤다. 그 원인은 건설안전관리에 대한 기존의 접근방법에 문제점이 있기 때문이다. 선행 연구원들의 연구로도 알 수 있듯이 기존의 건설안전관리는 공사계획을 수립 단계부터 주로 산업안전보건법상의 기술지침이나 규정을 준수하는 등 규칙이나 규제를 준수를 목표로 관리되어왔기 때문이다. 일부 대형 건설회사에서는 산업안전보건법상 규칙이나 규정을 유지해 나가는 관리형태에서 점차 기술과 지식을 축적하여 정보시스템을 개발하고 구축하는 단계에 이르게 되었다. 그러나 건설공사의 안전관리에 대한 이러한 형태의 접근방법은 건설현장의 유동적인 상황이 고려되어 있지 않은 일률적인 형태로 안전지식을 적용하는 것이기 때문에 일반제조업과는 달리 현장의 상황에 따라 작업조건이 변화하고 수많은 공정으로 구성되는 건설공사의 다양하고 동적인 위험 속성을 제어하기에는 많은 한계가 있다. 이에 본 연구에서는 건설현장안전관리에Information Technology를 적용하여 전문건설업체와 협력회사간의 안전관리활동을 보다 효율적으로 개선시키고, Information Technology를 적용하므로서 빠르게 변화를 거듭나고 있는 건설현장에 맞는 안전관리 기법을 제시하고자 한다.; Nowadays, the tendency of constructional industry is the high rising, complexity, and massiveness. While the site of construction work is widening, the constructional restrictions are also increasing. Moreover, due to the application of brand.new technology and constructional techniques, the instability of employment, and the special characteristics of constructional industry as the comprehensive production, the possibility of disaster during the construction is continuously increasing. When analyzing the industrial disaster rate of 2006, the constructional disaster was kept nearly same as that of previous year. It was because there was a problem in the conventional approach for the constructional safety management. As shown in the studies of senior researchers, the conventional safety management has a goal to observe the rules or regulations mainly in the Korea Occupational Safety and Health Act from the planning stage of construction. Some large constructional companies have passed through the management stage just to keep the regulations and restrictions in the Occupational Safety and Health Act and reached the stage to accumulate the technology and knowledge gradually and to develop or construct the information system. Yet, this kind of approach to the safety management in the constructional project is applying the safety knowledge to the constructional site uniformly without considering the floating situation of constructional site. So, unlike the ordinary production industries, it has a lot of limitations to control the diverse dynamic risk attributes in the constructional project which consists of many processes with changeable work conditions according to the field conditions. Therefore, in this study, a safety management technique appropriate to the fast changing constructional sites is suggested to apply an information technology to the safety management of constructional site for the effective improvement of safety management activity between the constructional companies and their cooperative companies.
