제1종지구단위계획의 운영실태 및 개선방안연구

Abstract

본 연구는 제1종지구단위계획구역중 공동주택단지 건설을 목적으로 하는 제1종지구단위계획 구역을 사례로 선정한 후 추진과정 모니터링을 통해 운영상 문제점을 도출하고 전문가 의식조사 및 설문조사를 통해 개선방안을 연구하는 것을 목적으로 하였다. 2003년 「국토의계획및이용에관한법률」이 제정되면서 기존의 지구단위계획내용이 개정․ 보완되었고, 이에 따라 「주택법」도 개정되면서 「주택법」에 의해서 주택건설사업계획이 승인․ 고시된 경우는 제1종지구단위계획구역 및 계획에 의한 도시관리계획이 결정된 것으로 의제처리 하는 방침이 시행되었다. 이처럼 공동주택단지 건설을 목적으로 하는 제1종지구단위계획구역의 지정이 활발히 이루어짐에 따라 지구단위계획제도는 본래의 취지와 목적을 잃고 새로운 문제를 야기하였다. 그래서 최근 경기도에서 추진되고 있는 주민제안 지구단위계획구역 및 주택법의제 지구단위계획구역을 사례지역으로 선정하여 제1종지구단위계획수립을 통한 공동주택단지 건설과정을 모니터링 함으로써 도출된 문제점에 대하여 개선방안을 도출한 후 관련공무원 및 엔지니어링 업체 실무담당자 등을 대상으로 인터뷰 조사 및 설문조사를 실시하여 개선방안을 검증하였다. 향후 검증된 개선안을 통해 지구단위계획 본연의 의미를 살린 제1종지구단위계획 수립에 의한 공동주택단지건설이 가능하도록 지구단위계획 운영과정이 개설될 수 있을 것으로 판단된다.; The purpose of this study was to sample and monitor the 1st-district unit plannings for apartment complex construction to address the problems and thereupon, explore the directions to improve the problems through expert group interview and questionnaire survey. As "Law on Planning and Use of the National Land" was enacted in 2003, the existing district unit plannings had to be modified and complemented, and subsequently, "Housing Law" was amended to specify that in case a housing construction project plan is approved and announced, an urban management plan is deemed to be confirmed for the 1st-district unit planning zone. Thus, the 1st-district unit planning zones would be designated more and more for construction of apartment complexes. the original cause and goal of the district unit planning system would be lost, raising new problems. In such circumstances, the researcher sampled the district unit planning zones suggested by local residents and those deemed by Housing Law and thereupon, monitored the process of apartment complex constructions within the 1st-district unit planning zones to address the problems and suggest their solutions and thereby, tested the solutions through interviews with relevant public officials and engineering firm officials as well as through questionnaire survey. It is judged that the solutions explored and tested by this study will conduce to improvement of the 1st-district unit planning system for apartment complex constructions according to its original cause.
