민간투자사업(BTO) 방식의 주요변수에 따른 사업타당성 민감도 분석에 관한 연구

Abstract

사회기반시설의 건설 및 운영에 민간의 창의와 효율을 도모하기 위해 도입된 민간투자사업은 그동안 법적, 제도적 정비에 따라 꾸준한 성장을 이루어왔다. 그러나 최근 경쟁촉진과 재정지원 대폭 축소, 운영수입 보장 폐지 등으로 인하여 수익성이 매우 낮은 수준으로 하락하여 정확한 사업타당성 분석의 중요성이 나날이 높아지고 있는 시점이다. 이에 본 연구에서는 민간투자사업의 사업수익률을 통한 사업타당성 분석의 문제점을 제기하고 실제 민간투자사업 사례를 대상으로 주요변수의 변화에 따른 사업수익률의 영향성을 검토하였다. 이를 통해 사업수익률이 주요변수와의 관계를 적절하게 반영하지 못하는 문제점을 파악하고 이를 보완하기 위해 투자수익률의 개념을 도입하여 분석함으로써 주요변수와의 상관관계를 보다 명확히 규명하고 정확한 사업타당성분석이 가능하도록 하였다. 분석 결과 사업수익률과 투자수익률에 영향을 미치는 주요변수로는 총사업비, 재정지원, 운영수입, 이자율이 높은 상관도를 지닌 것으로 판단되었고 도출된 다중회귀모형식을 통하여 사업수익률과 투자수익률을 추정할 수 있었다. 산정된 다중회귀모형식을 비교 분석 시 사업수익률은 이자율 변수에 대한 영향을 반영하고 있지 못하고 있기에 다양한 이해관계자 입장에서의 수익률을 산정할 수 없는 것으로 나타났다. 따라서 투자수익률 개념을 도입한 사업성 분석이 타당한 것으로 사료된다. 본 연구의 결과를 통해 민간투자사업 도로사업의 경우 사업타당성 분석 시 사업수익률 뿐만 아니라 투자주체별 투자수익률의 정확한 비교 분석이 가능하여 보다 합리적이고 정확한 사업성 분석을 수행하는데 활용될 수 있을 것으로 판단된다.; Private investment businesses, introduced to promote originality and efficiency of private organizations in construction and operation of social infrastructure, have been consistently developed in line with legal, systematical reorganization. However, due to recent promotion of competition, drastic reduction of financial support, abolition of operational profit guarantee, and so forth, profitability has decreased, and thus the importance of analyzing accurate business validity is being more and more highlighted. Therefore, this study examines the problems of business validity analysis based on return on business of private investment businesses, and investigates the effect of return on business according to the changes of major variables on actual cases of private investment businesses. Based on the investigation above, the concept of 'return on investment' is introduced and analyzed to grasp the problem that return on business does not reflect the relations with major variables, and thus to analyze more accurate business validity as well as clarify the relation with major variables more clearly. As a result of the analysis, it turned out that major variables affecting return on business and return on investment include the total business expanse, financial support, operational profit, and interest rates. Besides, return of business and return of investment were estimated through the Multiple Regression Model. In the comparison of the drawn Multiple Regression Model, since the return on business did not reflect the effect on interest rates as a variable, it turned out that it is impossible to estimate the rate of return in the position of various interested parties. Therefore, it is thought to be appropriate to analyze the business profitability by introducing the concept of return on investment. The results of this study enabled accurate comparative analysis of return on investment according to each investing entity as well as return of business when it comes to the analysis of validity of business. Thus, it is expected that this will be utilized in reasonable, accurate analysis of business profitability.
