현행 감리원의 CMr로의 전환을 위한 방안 연구

Abstract

CM제도는 국내 건설시장 도입 10년 만에 CM능력 공시 업체 수 152개(2007년 기준), 시장규모 1,786억(2005년 기준) 수준으로 성장하였으며, 2015년에는 시장규모가 2조원이 될 것으로 전망되고 있다. 따라서 앞으로 더 많은 CMr(Construction Manager)들이 건설시장에서 필요로 할 것으로 예상된다. 그러나 국내의 CM제도는 먼저 시행된 법제화된 책임 감리제도의 환경에서 시작되었으며 아직 많은 발주자들은 기존의 감리와 CM의 명확한 차이를 가지고 있지 못하는 것으로 판단되고 있다. 현재 국내의 감리는 설계분야와 시공분야의 업무를 하고 있어서 CM업무와 비슷한 역할을 하고 있다. 예상되는 필요에도 불구하고 전문적으로 CM업무를 수행하는 회사나 전문가들은 아직 많이 부족한 실정이다. 이에 본 연구에서는 CM제도 하에 CMr와 유사한 기능을 담당하고 있지만, 감리기능에만 국한되어 실제적인 역할과 권한이 모호했던 현행 감리원의 업무를 프로젝트 전반에 걸친 전문적인 서비스제공과 사후관리까지 확대될 수 있도록 CMr로의 전환을 해결방안으로 제시하고자 한다. 본 논문은 다음과 같이 구성되어 있다. 제 1장은 서론으로 연구의 배경 및 목적, 연구의 범위 및 방법에 대하여 서술하였다. 본 연구의 당위성과 목적을 서술한 후 방법을 제시하였다. 제 2장은 이론 및 선행연구들에 대하여 고찰하였다. 감리와 건설사업관리의 정의 및 현황. 규모들에 대하여 분석하였고, 감리업 무와 CM업무를 비교한 후 선행연구의 고찰을 통해서 본 논문의 필요성을 확 인하고 다루어야 할 방향을 제시하였다. 제3장에서는 CM업무에 있어 현행 감리원의 문제점을 감리업무와 CM업무 를 분석하고 관련 제도 및 법규체제의 문제점, 감리의 기술적 요건 미비, CM 전문교육 활성화 미흡, 감리분야 정보화 마인드의 부재로 나누어 선정하였고, 현재 감리 업무를 수행하는 감리원들을 대상으로 실시한 설문조사에 대하 여 다루었다. 제4장에서는 현행 감리원의 CMr로의 전환을 위한 방안을 앞서 3장에서 나 눈 4가지의 문제점을 중심으로 제시하였다. 제5장은 결론부분으로 CM제도 하에서 CM업무 수행이 가능한 감리원이 되기 위한 방안에 대하여 정리하고 앞으로 감리원이 나아가야 할 방향에 대 하여 서술하는 것으로 본 논문을 정리하였다.; The CM(Construction Management) System has grown quickly in a decade, so there are already 152 CM-companies that are registered officially. And the market scale is going to be achieved two thousand billion in CM market. Thus, it is expected that the demand for the construction manager in construction market will be increased more and more. But, the domestic CM system was introduced under the environment that the legalistic supervision system was already existed, and there still lies many clients who do not have a sense of the difference between the supervision and CM. Indeed, CM is almost the same as supervision system that plays the role as not only design part but also construction part. The supervisors play only the role of supervision, because his authority and role is ambiguous. In spite of demand for the CM, there are few companies and experts, playing the role of CM. In this paper, we proposed the solutions that makes supervisors become the CMr so that his authority can be spread-out to professional service and post-control. Contents in paper are following as: In chapter 1, we described the background, purpose, scope and method of this study. In chapter 2, we studied the general concept and existing researches, and analyzed the definition of construction management and supervision. And also, we presented the guideline about direction of this study through comparing the CM with supervision. In chapter 3, we divided and selected the problems of existing supervisors such as related systems, regulations, lack of technical condition, activation in specialized CM education, will of infomatization in supervision. we performed the survey of supervisors who execute supervision in practice. In chapter 4, we proposed the solution that makes supervisor converted to CMr centered around 4 problems, mentioned in chapter 3. In chapter 5, as part of conclusion, we summarized the ways to be the supervisors able to execute CM task under the CM system. Finally, we described the direction that supervisor should advance.
