항목별 산정방식에 의한 고속도로 표준유지관리비 산정에 관한 연구

Abstract

고속도로사업의 예비타당성조사와 타당성조사시 경제성 분석에 적용하는 유지관리비는 정확히 산정되어야 한다. 현재 사용되고 있는 표준 유지관리비는 1988년부터 1997년까지 중부고속도로의 도로개량사업비와 도로관리사업비의 실적의 합으로 산출되었다. 그러나 표준 유지관리비의 항목에 대한 정의가 불분명하고 공용연수에 따라 비용이 증가하는 추세치를 반영한 현 산출방식을 실적치와 비교한 결과 과다하게 산정됨을 알 수 있었다. 본 연구에서는 고속도로의 유지관리를 위하여 소요되는 비용의 항목별 특성을 고려한 새로운 유지관리비를 산정하였다. 유지관리비에 상응하는 도로관리사업비 5개항목 및 도로개량사업비 3개항목을 선정하고 비용의 특성에 따라 고정비와 대수선비로 지출형식을 구분하였다. 또한 각 항목의 특성에 맞추어 시계열분석 및 회귀분석을 통하여 장래 예측치를 산정하였다. 본 산정방식을 광주-완도 노선에 적용해본 결과 기존의 산정방식보다 13.1% 절감된 효과를 나타내었으며 비용편익비(B/C)는 0.09가 증가한 것으로 나타나 향후 도로사업의 타당성을 정확하게 산정하는데 기여할 것으로 판단된다.; The freeway maintenance standard cost should be accurately estimated for the economic analysis of the preliminary feasibility study and the feasibility study. Current method. has a special feature that as using time goes on, the cost is being increased, moreover, items for maintenance standard cost isn't defined accurately In this result, presumed cost by current method is over estimated in comparison with actual cost. In this paper, new estimation method is suggested by categorized 5 road maintenance cost items and 3 road improvement cost items, each items have a character in expense process and estimation method by time series and regression analysis Maintenance cost by categorizing method is down by 13.3% and benefit-cost ratio is increased by 0.09 compared to current method in application of Kwangju-Wando expressway, In this result, new method is contribute to improvement of economic analysis confidence for freeway feasibility study.
