운전병 교육기간 단축에 따른 군 교통사고 영향 분석

Abstract

The period of service was reduced to 2 years by the Ministry of National Defense for efficiency of human resources and promoting equality of military duty in 2003. Also, the Ministry of National Defense promote improving of the conscription system. Period of driving lessons for driver changed from 6 weeks to 4 weeks by reducing the period of service. But accident rate of military traffic changed from trending decrease to trending increase continuously since 2003. The other side, accident rate of civilian traffic is trending decrease since 2001 and the number of civilian(like ages a soldier for driving between 21 and 30)'s traffic accidents decreased rapidly. So analyzed the effect of military traffic accidents on the reducing period of driving lessons for driver and presented a decreasing plan of military traffic accidents by improvement of a driving lessons system for driver and recruiting system The method of analysis is operating T-test that is relevance relate reducing the period of driving lessons for drivers with generation of Military Traffic accidents and incidence of great traffic accidents. And analyzed analysis of variance that reducing the period of driving lessons for drivers have influence on class, method of driving lessons, rate of traffic accidents classified by accident's causes. As a result, generation of military traffic accidents and great traffic accidents are distinguished by reducing period of driving lessons for drivers. The rate of traffic accidents classified by class increased 100% on private class, 78% on corporal class by reducing period of driving lessons for drivers. On the other hand the rate of trffic accident of lance corporal class of ripe driving experience and second private class(have few opportunity of vehicles's operation extremely) have not influence on period of driving lessons. The rate of traffic accident by method of driving lessons increased 100% on A-1, 21% on AA, 19% on B, 9% on A-2, 8% on A-3, 12% on C, 1% on 0 and distinguished by reducing the period of driving lessons for drivers. The rate of traffic accident classified by accident's causes increased by safe driving nonfulfillment, collision on backing, no confirmed of safety distance and distinguished by reducing the period of driving lessons for drivers. So we need to totaly examine about method of driving lesson or period. Data of military traffic accidents is much to be desired(hold only data of fatal accidents because regard as private by each military units) and managed dispersely. So value of traffic safety education and policy making is low using the data of military traffic accidents. We need to unification management about military traffic accidents for establishment of traffic safety effective measures by cause of analysis on scientific lines. Thus presented improvement plan of military traffic accidents cause analysis.; 국가 인적자원의 효율적 활용과 병역의무의 형평성을 제고하기 위해 국방부에서는 ’03년 군 복무기간을 2개월 단축하였으며, 점진적으로 병역제도 개선을 추진하고 있다. ’03년 복무기간의 단축에 따라 군 운전병의 운전교육 기간은 6주에서 4주로 변경되었으며 감소추세에 있던 군 교통사고율은 ’03년 이후 지속적인 증가 추세에 있다. 반면 민간의 교통사고율은 2001년 이후 감소 추세에 있고, 운전병과 비슷한 연령대인 21세에서 30세의 교통사고 건수는 급격한 감소 추세에 있다. 이에 민간의 교통사고율과 다른 추세에 있는 군 교통사고율을 운전병의 교육기간 단축에 따라 분석하고, 군 운전병 교육체계 및 모병제도 개선에 따른 군 교통사고 감소 방안을 제시 하고자 한다. 분석방법으로는 군 운전병의 운전교육기간 단축이 군 교통사고 발생과 중대한 교통사고 발생율에 유의한 영향을 미쳤는지 T검정을 실시하고, 운전교육기간 단축이 운전병 계급, 운전교육방법, 사고원인별 교통사고율에 어떠한 영향을 미쳤는지 분산분석을 이용하여 분석한다. 분석결과 군 교통사고 발생과 중대한 교통사고 발생율은 운전교육기간 단축에 따라 유의한 차이가 있었다. 운전병 계급별 교통사고율은 일병계급에서 100%, 상병계급에서 78%가 운전교육기간 단축에 따라 증가하였으며 유의한 차이가 있었다. 운전경험이 풍부한 병장계급과 차량운행 기회가 극히 적은 이병 계급의 교통사고율은 운전교육기간에 영향을 받지 않았다. 운전교육 방법에 따른 군 교통사고율은 A-1군에서 100%, AA군에서 21%, B군에서 19%, A-2군에서 9%, A-3군에서 8%, B-1군에서 9%, C군에서 12%, O군에서 1% 증가 하였고 운전교육기간 단축에 따라 유의한 차이가 있었다. 사고 원인별 교통사고율은 운전교육기간이 줄어듬에 따라 안전운전 불이행, 후진중 추돌, 안전거리 미확보로 인한 사고가 늘어났으며 운전교육기간 단축에 따라 유의한 차이가 있었으며, 따라서 운전교육방법이나 기간에 대한 종합적인 검토가 필요하다. 본 연구를 진행하면서 군 교통사고 자료가 미비하고(교통사고에 대해 각 부대별 치부로 생각하여 대형사고 위주로만 자료 관리) 분산 관리되고 있어 교통안전 교육 및 정책 수립에 활용가치가 낮음을 알 수 있었다. 교통사고 원인을 과학적으로 분석하여 실효성 있는 군 교통안전 대책 수립을 위해서는 군 교통사고 자료를 통합 관리할 필요성이 있다. 따라서 군 교통사고 원인분석 체계의 개선 방안을 향후 연구과제로 제시하였다.
