도로통행료와 세금을 고려한 사회후생의 극대화

Abstract

최근 많은 사회간접자본시설에 대한 민자유치사업이 활발히 진행되고 있는 가운데 민자유치의 궁극적인 목적인 공공부문의 경직된 경영력과 서비스공급에 민간부문의 효율성과 창의성을 도입하고자 하는 즉, 시장기구의 장점을 이해하고 시장원리에 따른 자유주의 경제원리를 인정하여 정부의 개입을 최소화하며 공공사업을 효과적으로 수행할 뿐만 아니라 민간경제의 활성화에도 크게 기여하게 될 것이라는 점에서 점점 멀어지고 있다는 지적이 나오고 있다. 본 연구에서는 2000년 12월 유료통행을 시작한 우리나라 최초의 민자도로인 인천국제공항고속도로와 2010년 개통 예정인 인천대교를 대상지역으로 toll(이하 ‘도로통행료’)과 tax(이하 ‘세금’)를 고려하여 사회적 잉여 관점에서 사회후생의 극대화에 대해 알아보았다. 또한 인천국제공항고속도로와 인천대교를 내쉬균형(Nash equilibrium)에 입각한 game theory를 적용하여 전략적 상황(인천국제공항고속도로와 인천대교 각각이 상대방의 대안(도로 통행료를 택할지 세금을 선택할지)이 정해지지 않은 상황하에 상대방의 대응을 계산에 넣어야 하는 상황)을 고려하여 취할 수 있는 최적의 대안이 무엇인지, 또한 최적의 대안에 대한 각각의 사회적 잉여는 어느 정도인지, 어떤 전략이 사회후생을 극대화 시킬 수 있는지 알아보았다.; Recently, lots of private capital inducement enterprises are now under way activity for social overhead capital. But, ultimate goal of private capital inducement(introduce efficiency and creativity in uncomfortable management and service supply of public sector), namely the point that understanding a merit of market economy and recognizing liberalistic economy principal by liberalistic economy theory and minimization of government's intervention and not effectively progress the public goods but contributed revitalization of private economy is become estranged. Based on case study of the Incheon International Expressway that is the first private capital road in Korea and the Incheon Bridge that will be open for traffic in 2010 knew the maximization of social welfare considered toll and tax on a point of view social surplus. And we knew, what is the best alternative plan and how much the quantity of each social. surplus, what strategy will be maximize social welfare appling the game theory based on Nash Equilibrium.
