엥겔法則을 使用한 CPI 偏倚推定方法의 韓國適用

Abstract

소비자물가지수는 한 국가의 인플레이션을 측정하는 중요한 지표이다. 소비자물가지수가 정확하게 측정되지 않으면 경제활동에 왜곡이 발생할 수 있다. 본 연구에서는 Hamilton(2001)이 구축한 방법론을 한국 데이터에 적용하여 한국의 CPI 편의 추정을 시도하였다. 본 연구에서는 Hamilton의 방법론에 기초하여 CPI의 과다추정 정도를 밝히기 위해 엥겔곡선을 이용한다. 엥겔곡선이 시간에 따라 왼쪽으로 이동하는 경향을 보이는 것은 CPI에 편의가 존재하기 때문이라고 보고 각 가계의 실제 식료품 지출비중과 매년 동일한 CPI로 디플레이트 된 총 소득으로부터 추정한 식료품수요함수와 비교하여 CPI의 편의를 추정한다. 본 논문에서는 이러한 방법을 2001년부터 2003년까지 최소자승법을 사용하여 한국노동패널조사 데이터를 가지고 한국에 적용시켰다. 실증분석 결과 누적 CPI 편의는 2001년에 약 0.127, 2002년에 약 0.172, 2003년에 약 0.207인 것으로 나타났다. 본 연구는 추가적으로 환율변동을 감안한 분석결과와 외식비를 포함한 식료품 지출비중에 대한 분석결과, 그리고 가구의 총 소득 대신 총 지출을 사용한 분석결과 등을 포함한다. 본 연구는 새로운 방법론을 한국에 적용시켰다는 데에 의의를 가지고 CPI를 정확하게 측정하는데에 참고적으로 사용될 수 있을 것이다.; There is considerable interest in identifying the magnitude of the difference between increases in the CPI and the cost of living. In this paper, the technique proposed by Hamilton(2001) to measure this discrepancy is used and extended for Korea from 2001 to 2003 to provide an estimate of how much the official Korean CPI has overstated consumer inflation. Engel curves are used to infer bias in the CPI as a Cost of Living Index. The budget share of food has long been used as an indicator of welfare. I compare households with the same levels of CPI deflated total income over the period 2001-2003. Differences in the expenditure share of food are attributed to the CPI failing to capture changes in costs of living. Over the period, I find that the CPI cumulatively overstated changes in the cost of living 0.127 in 2001, 0.172 in 2002 and 0.207 in 2003. The findings imply that we have underestimated growth rates in true income in the 2001, 2002 and 2003.
