신뢰도 비용을 고려한 송전요금 산정에 관한 연구

Abstract

한국의 에너지 시장은 단일 요금제를 기반으로한 CBP(Cost Based Pool)이기 때문에 시장 참여자에게 가격 신호를 제공하지 못한다. 수도권의 비싼 고정비로 인해 비수도권에 발전소가 밀집되는 현상은 가격 신호가 없는 에너지 시장에서는 해결 방법이 존재하지 않는다. 이러한 전력 시장에서는 송전요금을 통해 시장 참여자에게 가격 신호를 줌으로써 발전기의 비수도권 편중 현상을 완화시킬 수 있다. 하지만 현재 국내에서 사용하고 있는 송전요금 산정방식은 가격 신호도 약할 뿐만 아니라 계통의 구조나 계통 상황 등을 고려하지 않고 선로를 이용하는 조류에만 의존하여 송전요금을 산정한다. 본 논문에서는 송전요금의 가격 신호를 강하게 하고 계통의 구조와 상황 등을 고려할 수 있는 방법으로 신뢰도 비용을 고려한 송전요금 산정 방법에 대해 논의할 것이다. 계통의 신뢰도는 송전망 소유자와 시장 참여자 모두에게 중요한 요소이고 낮은 신뢰도의 계통은 원활한 전력 공급을 방해하고 송전망 소유자와 시장 참여자에게 손해를 입게 한다. 또한 부하의 수도권 집중 현상과 비수도권의 발전기 편중 현상에 의한 북상조류를 낮출 수 있는 가격 신호도 제공할 것이다.; Electricity Market in Korea can't provide locational price signal through energy price because energy market is CBP(Cost Based Pool) using uniform price. Generators don't want to locate in a densely populated load area (like the metropolitan area). Because they are paid more fixed cost in metropolitan area. This situation have loss and congestion occurred in power system. However energy market without price signal can't lead generator to the metropolitan. So, market participants should be provided price signal through the transmission price instead of energy price. This paper propose transmission pricing method considering reliability cost in order to offer price signal. Also, it proposes the method to allocate the transmission cost to each transmission line user through a fair and a reasonable manner. The transmission price is decided by the reliability value of each line. If a transmission line of high reliability value is broke, users using that line will get a loss and a discomfort. So, it is fair that users using a transmission line of high reliability value pay more than the other users. Also, it is reasonable that a transmission line owner get paid more form users using that line.
