중도시각장애인 직업재활 지원정책에관한 연구

Abstract

Fourth, based on the results of such survey and analysis, some policy alternatives to solve the problems impeding acquired blind people's job rehabilitation would be suggested; Since few preceding studies focused on acquired blind people's problems, the researcher attempted to analyze conditions of their job rehabilitation and relevant policy problems in reference to preceding studies and literature about visually handicapped people's job rehabilitation. To this end, the researcher did not use the questionnaire survey because the subjects could hardly be accessible but interviewed with them on their workplaces, and thereby, had this study based on the factual elements. Based on the above review and analysis, the researcher suggested the following ways to address the problems impeding acquired blind people's job rehabilitation and their solutions; First, since the service delivery agencies under the job rehabilitation supporting system are biased geographically, it is necessary to support the R&D for professional rehabilitation programs in an equal and fair way, while operating an license system for training of professional manpower and constructing an education system thereof. Second, in terms of legal support for acquired blind people's job security, qualification for massagers and treatment behaviors are not specified clearly by Disabled People's Employment Law and Medical Law. In short, the massager system is unreasonable as legal system. Third, in terms of systematic protection or social guarantee of job rehabilitation and placement, it is necessary to improve the working environment in favor of normal people, develop the jobs suitable to acquired blind people based on the results of job condition analysis, expand their employment and allow for their longer job life. Fourth, specialized jobs are not positively supported. So, it is necessary to enhance the competitiveness of the jobs which visually handicapped people has maintained for themselves. Based on the above perceptions, the following policies supporting acquired blind people's job rehabilitation were put forwards, focusing on development of diverse jobs. First, in terms of policy supports, it is necessary to establish a special organization for acquired blind people's job rehabilitation, develop diverse jobs for them, train them on the joint workplaces and operate a customized job training and supporting system. Second, in terms of welfare support polices by professional job, it is necessary to activate acupuncture therapy centers and massage centers, establish therapy colleges and massage research center and educate acquired blind people on advanced divination. Third, in terms of development of new jobs and enhance of competitiveness, it is necessary to activate new jobs for them as in 'dialogue in the dark' and support their franchise businesses or self-owned businesses. The above policy alternatives are expected to provide equal opportunities for decent human life to many acquired blind people who have lost unexpectedly and at the same time, suggest some references for economic and efficient welfare policies of the government. As evidenced in the cases identified by this study, acquired blind people suffer from loss of their personality due to biased social perception. So, this study suggests practical policy alternatives to help them strengthen their self-reliant economic activities.; 오늘날 복잡한 사회 구조 속에서 많은 수의 사람들이 산업재해와 교통사고, 그리고 희귀 질환 및 질병 등의 원인으로 인하여 실명이라는 위기에 노출되어 있다. 따라서 중도시각장애인 발생의 예방이 필요하고 또한 장해 후, 시각장애인 세계에서 일어나고 있는 모든 현황에 대해 상세한 정보를 얻는 일이 중요하며, 시각을 잃은 사람들의 정서와 생활 상태를 정확하게 파악하고 대비해야 할 필요가 있다. 이러한 관점에서 본 연구 논문은 중도시각장애인에 대한 삶에 보다 쉽고 빠른 재활의 방법을 제시하고 사회로 복귀할 안전한 지원 서비스 방안을 찾는 것을 목적으로 하며, 다음과 같은 구체적인 목표를 가진다. 첫째, 중도시각장애인의 직업재활 실태에 대해 심층적으로 분석한다. 둘째, 중도시각장애인의 직업선택의 범위를 조사하는 과정으로 직업재활 지원 부족, 적합직종 개발 부진, 고용환경의 취약성, 직업보장제도의 미비점, 사회적 인식의 문제점 등을 고찰한다. 셋째, 현재 중도시각장애인들의 직업재활 활동 상황 및 실태를 살펴보고 보다 앞선 직업재활의 복지적 미래를 규명한다. 넷째, 이러한 조사와 연구를 통해 중도시각장애인의 직업재활 확대를 위한 문제점 및 정책적 방안에 대해 분석한 결과를 요약 제언한다. 본 연구는 분석 및 대안 제시를 위한 방법에 있어 현재 중도 시각장애인에 대한 선행된 연구 자료의 부족함으로 인해 기존의 시각장애인 직업재활에 관한 선행연구나 문헌 연구 자료를 토대로 중도시각장애인 직업재활의 현황 및 정책적 문제점을 도출해 내고자 한다. 또한 접근성에 한계가 있는 설문통계 분석방법이 아닌, 시각장애인 각각의 직업 활동 현장에서의 취재를 통한 인터뷰 사례 조사 자료로써 이 논문의 사실적 요소를 반영하는 방법을 활용하고자 한다. 이러한 연구 목적 및 방법을 두고 우리나라의 중도시각장애인 직업재활에 관한 문제점 및 개선방안을 살펴보면 다음과 같다. 첫째, 직업재활지원 조직체계의 서비스 전달기관이 지역적으로 편중되어 있는 현상으로 전문적인 재활프로그램의 연구개발의 균등한 지원이 이루어져야 하며, 이를 수행할 수 있는 전문 인력 양성을 위한 자격제도와 교육체계가 구축되어야 하는 점이다. 둘째, 정부의 시각장애인 직업안전의 법률적 보호에 따른 지원정책의 문제점으로 장애인고용촉진법과 의료법에 안마사 자격에 관한 내용 및 치료행위에 대한 기준이 구체적으로 명시되어 있지 않은 데에 따른 안마사 제도의 법률적 불합리성이다. 셋째, 직업재활 및 취업 진로의 제도적 보호 또는 사회적 보장의 문제점으로 고용 현장에서의 비장애인 위주의 근무환경에 대한 개선점과 시각장애인 직업 실태 분석에 따른 적합직종 개발의 고용 확대 및 장기근속지원을 강화해야 하는 점이다. 넷째, 특화직종의소극적 지원의 문제점으로 기존 시각장애인들이 자조적으로 지켜온 업종 분야의 경쟁력을 제고해 주는 지원정책의 필요성이다. 따라서 중도시각장애인 직업재활을 위한 지원 정책으로써 다양한 직종 개발 활성화의 우선적인 방안을 알아보기로 한다. 첫째, 정책적 지원방안으로는 중도시각장애인 직업재활 전문기관의 설립과 다양한 분야로의 적합 직종개발, 공동 운영 작업장의 직업 훈련 및 개인 특성에 따른 맞춤 직업교육 지원이 필요하다. 둘째, 전문직종별 복지지원정책방안으로는 침구치료 및 안마원 활성화, 의료대학 및 안마 연구소 설립, 역리상담업 고급화 교육 등이 보장되어야 할 것이다. 셋째, 새로운 직종 직업 개발 및 경쟁력강화지원방안으로는 Dialogue in the dark 전시회 가이드 신직종 활성화, 프랜차이즈 사업, 자영업자에 대한 지원 등의 활성화 방안이 필요하다. 이밖에도 적극적인 직업재활 확대 지원 정책은 뜻하지 않게 시력을 상실한 많은 중도시각장애인들에게 인간다운 삶을 영위할 기회를 평등하게 함은 물론이며, 국가적으로는 경제적, 효율적 복지지원방안이 되는 것이다. 그러므로 본 연구는 실제 사례에서 도출한 중도시각장애인들이 겪는 전인격적인 상실 문제 요인이 되는 편견적 사회 인식의 전환을 요망하며, 그들의 자조적인 경제활동의 역량을 강화해 줄 정책적 실천방안을 제안한다.; Today in the complicated structure of the society, many people are at the risk of losing their eyesights due to industrial disasters, traffic accidents and rare diseases and illness. So, it is important to prevent people from losing their eyesights, while collecting detailed information about every emotional or living condition besetting the acquired blind people to help them prepared for their rehabilitation. From such a perspective, this study aimed to suggest the ways to easier and more rapid rehabilitation for the acquired blind people and explore the safe services for their return to the society. In this regard, the specific goals of this study were set as follows; First, the conditions besetting the acquired blind people for their job rehabilitation would be analyzed in depth; Second, the problems involving acquired blind people's selection of jobs would be addressed in terms of poor support for their job rehabilitation, stagnated development of the jobs suitable to them, poor employment environment, lack of job security and unfavorable social perception.
