민간보육시설에 대한 보육재정지원제도의 개선방안

Abstract

산업이 발달하고 여성들의 사회참여가 급속하게 늘어나던 1990년대에 영유아의 보육문제는 사회적인 이슈로 등장하였는바, 그 동안의 보육업무는 국민기초생활보장제도의 수급권자나 저소득층 맞벌이 가구의 자녀를 위한 선별적인 보육을 탈피할 수 없었다. 그러나 2004년 1월29일 영유아보육법의 전문개정으로 인하여 보육을 필요로 하는 모든 아동에게 부모와 국가가 함께 책임을 지고, 균등하게 보육서비스를 제공하는 보편적 보육의 패러다임으로 전환되었다. 따라서 국공립보육시설에만 재정지원을 하였던 국가는 민간보육시설을 이용하는 영유아들에게 저소득층의 보육료 지원과 더불어 시설별 지원 부분에 보육재정을 지원하게 되었다. 민간보육시설의 보육여건을 향상시키고, 영유아들에게 균등한 보육서비스를 제공하기 위해서는 국가의 효율적인 재정지원이 뒷받침되어야 한다. 그러나 중앙정부나 지방정부의 현행 보육재정지원제도는 몇 가지 문제점을 내포하고 있어서 민간보육시설의 원활한 보육활동을 저해하고 있다. 즉 표준보육비의 비현실성, 지원 방식의 문제, 영아(장애아)기본보조금의 하향 지원, 민간보육시설에 대한 보육재정 지원의 미흡, 표준보육비보다 적게 책정된 서울시 보육단가와 셋째이상 자녀의 지원, 특수보육시설의 지원에 대한 전시적 보육서비스, 민간보육시설 서비스의 수준 향상을 위한 지원 등이 문제되고 있다. 이러한 중앙정부나 지방정부의 보육재정지원제도를 개선하기 위해서는 우선 보육재정 지원에 있어서 표준보육비를 현실화하고, 보육료의 지원에 있어서 차등보육료와 셋째이상 자녀의 지원을 확대하고, 영아기본보조금을 보육교사 인건비로 대체하여야 한다. 또한 아동 1인당 보육재정의 공평한 지원과 민간보육시설의 초기투자비에 대한 금융지원, 시설운영비의 지원 등이 병행되어야 한다. 위와 같이 민간보육시설에 대한 중앙정부와 서울특별시의 보육재정지원제도의 문제점이 개선되어 보육정책의 일환으로 반영이 된다면 민간보육시설에서는 재무회계의 투명성을 확보하고, 평가인증을 통한 보육의 전문성을 제고시킬 수 있을 것이라고 생각한다. 뿐만 아니라 우리의 희망이자 소중한 꿈나무들이 건강하고 안정된 보육환경 속에서 전인적인 보육이 이루어져 미래가 요구하는 차세대의 훌륭한 리더로 성장할 수 있을 것으로 기대한다.; In 1990's when the industry was developing and women's social participations were rapidly increased, the issue of childcare became a social issue. Although a significant finance was invested on a public childcare service through the government's active childcare business, the involvement of a capital by the private nursery facility could resolve the high desire of childcare in terms of a society. With the entire amendment to the Act on Infant Childcare as of January 29, 2004, the change has been made to a paradigm of universal childcare to provide all children, who would need a childcare, with the equal childcare service under the responsibility of parents and state. Subsequently, the state, which provided a financial support to a national and public nursery facility only, provided infants, who used the private nursery facility, with the support of the finance on childcare for the part to be supported per facility as well as the support of childcare fee for the lower income bracket. However, the current support system could not enhance the childcare condition of the private nursery facility. To improve the childcare condition of the private nursery facility and to deliver an equal childcare service to infants, the state's efficient financial support should be endorsed. Nevertheless, since the childcare financial support system of a central government or local government conducted at present contains some issues, it hinders a satisfactory childcare activity. Namely, the issues include unreasonable standard childcare cost, issue of support type, downward support of an infant(handicapped child)'s basic subsidy, insufficient financial support of childcare for the private nursery facility, Seoul City's childcare cost, which was determined lower than the standard childcare cost, and support in case of more than three children, display-like childcare service regarding the support of a special nursery facility, and support to enhance the service level of private nursery facility, etc. To improve such a support system of childcare finance by the central government or local government, first of all, it is necessary to actualize the standard childcare cost in respect of a financial support of childcare, expand the differentiated childcare fee and the support in case of more than three children in terms of a support of childcare cost, and replace the basic subsidy for infants by the personnel expenses of childcare teachers. In addition, it is necessary to have a fair support of childcare finance per child, financial support for the private nursery facility's initial investment cost, and support of a facility's operating cost, etc. If the issue of the financial support system of childcare by the central government and Seoul Metropolitan City regarding the private nursery facility is improved and reflected as a part of the childcare policy, the private nursery facility can obtain the transparency in terms of a finance and accounting and enhance the specialty of a childcare through an evaluation and certification. It is expected that the well-rounded maturity and development of the valuable children, who will be a hope in the future, can be made under the healthy, comfortable, and stable environment of childcare and it will have a great impact on their development as excellent leaders in the next generation required by the future.
