중소건설업의 경쟁력 제고방안에 관한 연구

Abstract

우리나라의 건설업은 1970년대 이후 비약적인 경제성장과 더불어 국민경제의 중추 산업으로 자리를 잡아 꾸준히 성장, 발전하였으며, 세계가 주목하는 괄목할 만한 경제발전을 이룩할 수 있었던 데는 건설 산업이 대단히 큰 역할을 하였음은 부인 할 수 없는 사실이다. 이에 따라 본 연구에서는 양적으로는 건설 산업의 대다수를 차지하나, 보다 열악한 환경 속에서 생존을 걱정해야 하는 중소건설업의 현황을 파악하고, 이들 중소 건설업이 앞으로도 미래의 국가 중추 산업의 역군으로 살아남기 위한 경쟁력 제고방안을 제시해 보고자 한다. 본 연구에서 파악된 현재 중소건설업이 처하고 있는 문제점으로는 첫째, 건설업 면허제가 등록제로 전환되고 등록 기준이 완화됨에 따라 시공능력이 없는 부실업체가 난립하고 있어서 건설 시장의 질서가 흐려지고 있다는 것이다. 둘째, 정부의 다양한 노력에도 불구하고 여전히 원?하도급자간의 불공정한 거래 관행이 상존하고 있어 상대적으로 약한 중소건설업이 어려움을 겪고 있다는 것이다. 셋째, 건설업종 분류체계의 유명무실 및 전문성 상실로 인하여 업역간의 다툼이 치열하다는 것이다. 넷째, 획일적인 적용에 따라 입찰?낙찰 등 발주제도의 경직성이 완화 되지 않고 있다는 점 등이다. 또한 이와 같은 건설 환경상의 문제점 이외에도 중소건설업체 자체의 경영관리상의 문제점도 분석하였다. 중소건설업체의 경우는 대규모 건설업체에 비하여 기업기술 인력 및 전문 기술 능력이 부족하고, 자금확보가 어려우며 기업전략 및 목표가 부재하다는 문제점을 들 수 있다. 이러한 중소건설업의 문제점을 해결하고 경쟁력을 확보할 수 있도록 본 연구에서 제시한 방안은 다음과 같다. 먼저 정부 차원에서는 첫째, 소규모 건설공사의 과당경쟁을 완화하기 위하여 현행 지역제한 경쟁입찰제도를 합리적으로 조정하는 것이 필요하다. 둘째, 저가하도급 심사기준의 조정이 필요하다. 셋째, 하도급자 명시제도를 도입함으로써 불공정 행위를 근절하는 구조를 만들어야 할 것이다. 넷째, 하도급대금 직불제도를 전면 시행함으로써 중소건설업체의 자금부담을 완화하여야 할 것이다. 다섯째, 항구적인 불법 및 불공정 하도급 근절 대책을 항구적으로 강구해 나가야 할 것이다. 또한 기업차원에 있어서도 전문성의 강화, 기술력의 특화, 전문인력의 개발, 재무구조의 개선 및 최고 경영자의 의식변화를 위한 경쟁력 제고 방안을 제시한다.; Facing the imminent pressure of opening the domestic construction market to foreign constructors, every domestic construction company should reinforce the technological and managerial competitiveness which is relatively weak in comparison with that of foreign constructors. The purpose of this paper is to suggest several issues which aim to enhance the competitiveness of domestic medium and low level construction companies. Several issues suggested in this study are based on the improvement of company's environmental and managerial problems. This paper study first analyzes their problems inherent in the environment side and management side. Then, based on the results from the survey, corporative and sectoral management strategies are presented to enhance their competitiveness. Currently, the environment state of the small and medium construction firms is as follows. First, there is a rapid increase in the number of small business firms and local construction firms after the licensing opening. Second, the unfair trade habit between the original contractor and subcontractor still exists. Third, because of the ambiguous classification the competition withen construction types is keen. Fourth, the order system is excessively strict and uniform. Also, the small and medium construction firms has relatively rack of technical human power, financial distress, and absence of corporate strategy or goal. Based on the results from the survey, the following environment issues are suggested to gain their competitive advantages. First, it is necessary to mediate the current regional restriction competitive bid system for mitigation on ordering struggle. Second, it is necessary to mediate the judgement rules for low price subcontracting. Third, subcontractors must be mark their firms name every construction work. Fourth, construction fee must be payed immediately for the small and medium firm's financing distress. And, enhancing the competitive power of small and medium sized fim in managerial sides needs to intensify the expertise, to specialize the technology, and to improve the financial structure.
