강원도 접경지역지원사업의 평가 및 주민인식 분석 연구

Abstract

접경지역은 남북분단의 특수성으로 토지이용의 규제가 심하고 이에 따른 지역개발의 투자가 미흡하여 인구증감률 도로 포장율, 상수도 보급율, 제조업종사자수, 비율 및 군사시설보호구역 점유비율 등에서 전국의 평균지표보다 저조한 낙후지역이다. 이에 정부는 2000년 6월 15일 남북정상회담 이후 점진적으로 완화되고 있는 남북관계를 기회요인으로 접경지역의 낙후성 탈피와 통일대비 기반 조성이라는 대명제를 가지고 2000년 제정?공포된 접경지역지원법과 접경지역지원법시행령에 따라 수립된 접경지역종합계획에 근거하여 지난 2003년부터 접경지역지원사업을 추진해 오고 있다. 하지만 그 간 추진된 접경지역지원사업은 주로 정주생활환경개선에 초점이 맞춰진 가운데 실질적으로 지역개발의 파급효과가 미비하여 사업의 성격상 통일을 대비한사업으로 간주하기 어려운 등 그 내용상 일반적인 지역개발사업과의 차이점을 발견하기 어려운 것이 사실이다. 특히, 접경지역지원사업 추진의 근간이 되는 접경지역지원법이 국토기본법 및 군사시설보호법의 하위법으로 규정되어 있고, 재원조달에 대한규정이 마련되어 있지 않아 향후 안정적이고 원활한 사업추진에 어려움이 예상되는 상황이다. 그리고 접경지역종합계획도 입안에서 확정되기까지 장기간이 소요되어 이미 타 계획으로 사업이 완료되었거나 이미 추진 중인 사업이 상당수 포함되어 있는 등 새로운 행정수요 및 여건변화에 따라 그 수정이 불가피한 상황이다. 이에 본 연구의 목적은 2003년도부터 2006년도까지 4개년 동안 강원도 접경지역에서 추진된 169개의 접경지역지원사업을 대상으로 그 실적을 평가하고, 설문분석을 통하여 접경지역지원사업에 대한 지역민의 인식분석을 알아보았다. 본 연구의 결과는 크게 두 가지로 나눌 수 있다. 첫째, 접경지역지원사업의 추진실적을 분석한 결과, 접경지역종합계획의 추진체계, 접경지역을 효율적으로 지원 할 수 있는 재원확보방안 미흡, 법 위계상의 접경지역지원법의 문제점이 나타났으며, 접경지역내 토지이용규제로 인한 사유재산권행사제약, 일부 사업에 대한 토지 수용권 미비, 접경지역 지원사업의 분산된 관리체계(중앙부처, 지방자치단체별 개별관리)로 인한 것으로 볼 수 있었다. 둘째, 접경지역에 거주하는 지역민의 인식분석 결과, 인구통계학적 분석을 중심으로 T-TEST분석과 ANOVA분석을 한 결과 성별, 연령, 직업, 가구총소득이 접경지역지원사업의 성과에 아무런 관계가 없었으며, 이는 접경지역 내 주민들이 외부적 제약으로나 내부적 제약으로 인해 자신들의 삶에 커다란 영향을 미치는 주요 의사결정과정으로부터 배제 되었으며, 지원사업이 일률적으로 시행되고 있음을 알 수 있었다. 또한, 정주여건 만족도와 지원사업의 성과에 대한 ANOVA분석 결과, 정주여건의 만족도와 지원사업의 성과에 대해 생활여건 향상이라는 요인이 관계성이 높았으며,정주여건의 만족일수록, 지원사업의 성과의 생활여건 향상부문도 만족이었으며, 정주여건이 어려울수록, 생활여건 향상 부문이 불만을 나타내는 관계성을 나타났다. 접경지역지원사업의 성과와 지역발전과의 회귀분석에서는 전체적인 지역발전과 관계성이 있는 요인으로 생활여건 향상 (0.623)요인과 지역이미지 제고( 0.645)요인이 도출 되었으며, 인구증가요인과 복지 및 문화발전 요인, 지역소득 증대 요인, 지역내 중심성 강화요인은 지원사업과의 관계성이 적었다.; Borderland restricts land using into the division of Korea into north and south, and investment of local development is insufficient, so is low falling nation than average surface of whole country to increase and decrease rate of population, supply rate of waterworks, number of staff of manufacturing industry, rate and occupation rate of protection area of military establishment. Government has prevention of falling in borderland and basis furtherance of unification provision as opportunity factor of eased relation with south and north after inter-Korea summit talks, and has propelled borderland support project from last 2003 to base established borderland plan according to established and promulgated borderland support law and enforcement ordinance of borderland support law in 2000. Propelled borderland support project focuses to improve settlement environment and spread effect of regional development restricts, so it is difficult to consider to unification provision project and to find difference of general regional development. Especially, borderland support law of propulsion of borderland support project is regulated to country basis law and lower rank law of protection law of military establishment, and regulation of finance don't prepare, so it will be difficult to propel steady project, and takes long time until borderland plan is decided, so project already completed or it is inevitable to revise according to new administration demand and condition transition that includes propelling project. Purpose of this study valued the result for propelled 169 borderland support project in borderland until 2006 from 2003 for four months, and examined residents' recognition analysis of borderland support project through question analysis. Results of this study can divide two First, result that analyzed propulsion achievement of borderland support project showed insufficiency of device to secure finance that can support effectively propulsion system of borderland support and borderland and problem of borderland support law's rank of law lank, and could see use restriction of private property right, insufficiency of land expropriation right of project and disperse management system of borderland support project (center ministries and offices and individual management of local autonomous entity) by restriction land using in borderland. For the second, the analysis result of the recognition of people who reside in border land. Based on the demographical analysis, the result of T-TEST, ANOVA, sex, age, job, gross income of a family have nothing to do with the result of border land support project. This means that the people who are living in this area have been excluded from the primary decision process which enormously effects on their lives because of the exterior or interior limitations. I could recognize that the support project had been executing uniformly. Also, The satisfaction measurement of settlement condition and the result of ANOVA analysis about the product of support project, the satisfaction measurement of settlement condition and the product of support project are highly related to the factor of living condition improvement. The higher the satisfaction measurement of settlement condition is, the higher the satisfaction measurement of living condition improvement section of the result of support project is. The harder the settlement condition is, the more complaints about the living condition improvement section they have. From the outcome of the border land support project and the recurrence analysis of community development, the factors, related to the entire community development, are producted as living condition improvement (0.623), community image improvement (0.645). But the factors of population growth, social security, cultural development, increase of community's income, enforcement of egocentrism in the community have nothing to do with the support project.
