전력산업 분할의 효율성에 관한 연구

Abstract

Every nation's reorganization of electrical power industry are driven forward to raise the efficiency of electrical power supply by introducing competition in the industry. It is in progress varying the times and method of reorganization corresponding to nation's characteristic of electrical power industry which is influenced by the situation for each nation's electrical power industry. Our country's reorganization of electrical power industry also is in progress following the world trend by increasing the efficiency through competition that results reasonably priced and secure electrical supply as well as increased convenience by expanding options for consumer while using electricity. Nevertheless, complete competition was not introduced contrary to original plan even though the KEPCO was broken into several electrical power company due to their status as public enterprises. Critics against reorganization of electrical power industry raising an issue that in our country the reorganization obstructed the efficiency of the industry on the contrary. In this situation, to increase the efficiency of the industry, the effective efficiency after dismemberment of the KEPCO must be measured. as first stage of reorganization of electrical power industry, the efficiency of electrical power division of KEPCO should be analysed how much improved compared to before dismemberment The purpose of this study is to find the effects and problems due to dismemberment of electrical power industry. This study is designed measurement model with DEA method which assume relative effectiveness between many inputs and outputs. the changes in efficiencies of power plants owned by KEPCO were measured between 1995 when the dismemberment of electrical power industry has not started and 2006. According to the study, the effectiveness is increased a little bit but this increase is due to increase of effectiveness from economies of scale resulting little improvement of the administrative efficiency. increase in administrative and managerial efficiency was not shown due to dismemberment of electrical power generation division. Even though electrical power generation companies were divided from KEPCO, these companies are remained as subsidiary of public enterprise. power industry operation which determine the wholesale price decided by cost hinders complete competition and effects from reorganization of structure has not shown clearly. Therefore, in order to bring the original purpose of the reorganization alive, continuous increase in competitive power through examination of improvement plans in managemental condition with careful coordination of the method and time has to follow .; 세계 각국의 전력산업 구조개편은 과거의 수직통합체제로 유지되어 온 전력산업에 경쟁을 도입하여 전력공급의 효율성을 제고시키는 방향으로 추진되고 있다. 국가별 전력산업의 상황을 반영하여 자국 전력산업의 특성에 맞는 형태로 구조개편의 시기와 방법을 달리하여 진행되고 있는 것이다. 우리나라 전력산업 구조개편도 세계적인 추세에 맞추어 전력산업의 경쟁 도입으로 효율성을 향상시켜 장기적으로는 저렴하고 안정적인 전력을 공급하고 전력 사용에 있어 소비자의 선택권 확대를 통한 편익 증진을 위해 추진되었다. 그러나 본래의 계획과는 달리 한국전력에서 발전회사로 분할은 되었으나 여전히 공기업의 형태로 남아있어 완전한 경쟁체제가 도입되지 못한 상태이다. 또한 구조개편의 반대론자들은 오히려 구조개편으로 우리나라에서는 전력산업의 효율성이 저해되었다는 주장도 제기되고 있다. 이러한 상황에서 향후 우리나라 전력산업의 효율성 증진을 위해서, 현재 추진된 발전부문의 분할에 대한 효율성을 측정할 필요성이 있다. 전력산업 구조개편으로 추진된 한국전력 발전부문의 효율성 수준이 분할 이전에 비해 분할 이후에 상대적으로 어느 정도 향상되었는지 분석하여 이를 근거로 향후 우리나라 전력산업 구조 변화의 방향성을 모색해 볼 수 있을 것이다. 본 연구는 이러한 목적에서 전력산업의 분할의 효과 및 문제점을 알아보고, 다수의 투입물과 산출물에 대한 상대적 효율성을 추정하는 DEA방법으로 측정모형을 설계하였다. 우리나라 전력산업이 본격화되기 이전인 1995년부터 분할 이후 2006년까지 한국전력 소속 발전소의 효율성 변화를 측정하였다. 분석 결과에 의하면 전반적으로 소폭 개선되었으나 이는 규모의 경제에 의한 효율성 향상으로 경영의 효율성에서는 큰 개선이 이루어지지 않은 것으로 나타났다. 즉, 발전부문의 분할을 통한 경영과 운영의 효율성의 향상은 나타나지 않은 것으로 판단된다. 현재 한국전력으로부터 발전회사가 분할되었지만 여전히 공기업의 자회사 형태로 남아있고, 비용기준에 따라 도매가격이 결정되는 전력시장 운영으로 완전경쟁체제로 운영되지 못하면서 구조개편의 효과가 나타나지 못하는 것으로 보인다. 따라서 본래의 구조개편의 취지를 살리기 위해서는 발전회사의 경영여건 개선방안에 대한 검토를 통해 시기와 방법을 조정하여 지속적인 경쟁력 향상이 이루어져야 할 것이다.
