Abstract
In the 21st century, we can easily enough share knowledge owing to the development of IT industry and thereupon we can also set store by increased more quantity of knowledge. In this trend, we are now in desperate need of headhunting for creative talented students of early age who can create new knowledge with finding proper fit for combination with an enormous amount of knowledge or information. In the wake of keeping pace with meeting the needs of the times, our country is now taking effect of Gifted and Talented education (hereinafter called as 'GT-education') in the after-school activities or in the special purpose high schools. The government constituted the law of promotion of GT-education in 2000, and announced officially its implementing ordinances in 2002. Since these policies, GT-education has been set into motion. To activate GT-education in 2005, our national GT-education has been more accelerated than ever with the launch of Korean Artistic GT-educational Institute. This dissertation is a study having been trying to find ways of development for Korean traditional music for GT-education in the artistic field of music on the basis of catching hold of present status in accordance with needs of the drift of public opinion at this time when the artistic GT-education is activated more than ever. Firstly, this paper drew up the concept of the talented children of Korean classical music, under the conviction that the definition getting from the various opinions on the talented children is liable to be applicable for using in this study. In this result, Korean traditional music for talented children can be concluded as the little musicians of early age who can express naturally 'one-third(1/3) clapping' and who have the sense of perfect pitch and also have the natural disposition with which they can really enjoy Korean traditional music and further, who have the creative thinking and the task-based pertinacity to develop with their potential skills. Secondly, this paper is the study of domestic data on the present status in the similar and adjacent field of GT-education in music which also drew up the current issues of the expansion of stronghold schools, rearrangement of selection standard, diversification of educational programs, the necessity of professional population training and the establishment of educational system of music for the talented children, with getting at the present status in the center of GT-education in the educational institution for the talented children, the talented class and in the artistic educational middle and high schools, and in Korean artistic synthetic school. Thirdly, this paper is the study of oversees sites of present status for GT-education of music, which drew up the current issues of educational present status and educational policies, in America, England and Russia, and furthermore, diversified evaluation, constitution of various and wide-ranged curriculum, cultivation of professional teacher educating for the talented children, the existence of educational institutions for them, in the nation-wide dimension in regardless of branches through the collection of case studies for GT-education . Fourthly, this paper is a full-scale of study for GT-education in Korean traditional music which also drew up the current issues of the expansion of educational institutions for Korean traditional music for the talented children, the objectification, standardization, and diversification of selection procedures, urgent development of educational programs, the cultivation of professional teacher for GT- education in Korean traditional music and the activation of GT-education for Korean traditional music, and GT-education in Korean traditional music, with getting at the present status in the center of GT-education in the institution of education, the talented class and in the artistic educational middle and high schools, and in Korean artistic synthetic school. Fifthly, this paper drew up the plans of the systematization of GT-educational institutions of Korean traditional music, strengthening of training and research for music teachers in public educational institutions and differentiation of educational programs from each educational institution. As a result, the development plans of GT-education in Korean traditional music are epitomized as follows. ① The plans for the early-childhood GT-education in Korean traditional music must be prepared by the policy on the governmental level. ② The GT-educational institutions of Korean traditional music for must be expanded. ③ In the procedures of selection, the fair and objective criteria must be set up. ④ The development of the programs for GT-education in Korean traditional music must be settled without delay. ⑤ The cultivation of professional GT-educational teachers on the basis of the knowledge of Korean traditional music must be desperately needed in our time. ⑥ The connection of GT-educational institutions is utterly needed among educational institutions ⑦ The Korean traditional music itself must be revived in cultural components. In the study of GT-education in Korean traditional music, this paper is the first one, as dissertation. If these plans of development of GT- education in Korean traditional music are reflected on the policy of the government and public institutions, the activation of GT-education in Korean traditional music will be expected, in a narrow sense, to enhance GT-education as well as the quality of music education itself in a broad sense.; 21세기는 과학, 정보통신의 발달로 지식을 쉽게 공유할 수 있게 되었고 그에 따라 지식의 양도 증가되었다. 그러므로 방대한 양의 지식이나 정보를 적절히 조합하여 새로운 지식을 창출하는 창의적 인재의 요구가 절실하게 되었다. 이러한 시대적 발걸음에 맞춰 우리나라도 특수목적고, 방과 후 교육 등으로 영재교육을 시행하고 있다. 정부에서는 2000년 영재교육진흥법을 제정하고, 2002년 영재교육진흥법 시행령을 공포하였다. 이에 따라 영재교육이 본격화되었다. 2005년에는 영재교육을 활성화하기 위하여, 한국예술영재교육연구원을 발족하여 국내 영재교육은 더욱 가속화되고 있다. 본 연구는 예술영재교육이 활성화되는 시의적 요구에 부응하여 예술 분야에서 음악, 그 중에서도 국악영재교육에 대한 현황 파악을 바탕으로 발전방안을 모색한 연구이다. 첫째, 영재의 다양한 견해를 살펴보고, 이를 바탕으로 국악영재에 대한 개념을 도출하였다. 그 결과 국악영재란 잠재적으로 삼분박을 자연스럽게 표현할 수 있고, 절대적 음감을 보유하며, 국악을 즐길 수 있는 자질 등, 선천적인 국악 능력 혹은 잠재력을 갖고, 이를 발전시킬 과제집착력 및 창의력을 지닌 사람이라는 결론을 얻었다. 둘째, 유사·인접 분야인 음악영재교육 중 국내 현황을 연구한 것으로 영재교육원 및 영재학급, 예술 중·고등학교, 한국예술종합학교 내 영재교육을 중심으로 현황을 파악하여 거점학교의 확대, 선발기준의 재정비, 교육 프로그램의 다양화, 영재 전문 인력 양성 필요, 음악영재교육의 체계 확립 등의 시사점을 도출하였다. 셋째, 음악영재교육의 국외 현황을 연구한 것으로 미국, 영국, 러시아의 교육 현황, 영재교육 정책, 영재교육 사례 수집을 통해 평가의 다각화, 다양하고 폭 넓은 교과구성, 전문적인 영재교사 양성, 분야에 상관없는 국가적 차원의 영재교육기관 존립 등의 시사점을 도출하였다. 넷째, 국악영재교육의 본격적인 연구로 영재교육원 및 영재학급, 국악 관련 예술 중·고등학교, 한국예술종합학교 내 국악영재교육을 중심으로 현황을 파악하여 국악 영재교육기관의 확대, 선발과정의 객관화·표준화·다각화, 교육 프로그램 개발 시급, 국악영재교육 전문가 양성, 국악교육, 국악영재교육의 활성화 등의 시사점을 도출하였다. 다섯째, 국악영재교육의 활성화를 위한 방안을 정리하여 국악영재교육기관의 체계화, 공교육기관 음악교사의 국악 연수 강화, 각 기관별 교육 프로그램 차별화 등의 방안을 도출하였다. 결과적으로 국악영재교육의 발전 방안은 다음과 같다. ① 국악조기교육을 위한 정부적 차원의 방안이 마련되어야 한다. ② 국악영재교육기관을 확충해야 한다. ③ 선발과정에서 공정하고 객관적인 규준을 마련해야 한다. ④ 국악영재교육 프로그램 개발이 시급하다. ⑤ 전문적인 국악에 대한 지식으로 바탕으로 한 영재교육 전문가 양성이 절실하다. ⑥ 교육기관별 영재교육기관의 연계가 필요하다. ⑦ 국악 자체가 문화적으로 부흥해야 한다. 국악영재교육에 관한 연구에 있어서, 학위논문으로는 본고가 처음이다. 이러한 국악영재교육의 발전방안이 정부와 공공기관에 반영된다면 좁게는 국악영재교육이 활성화 되고, 영재교육뿐만 아니라 국악교육, 나아가 음악교육의 질적 수준을 향상시킬 수 있을 것이다.
