'교육과정과 교과서'의 개방화 연구

Abstract

중등 교육과정은 사회의 공통분모와 개인의 다양성을 동시에 추구하고, 학생의 자기 주도적 학습과 창의력을 신장하기 위한 학생 중심의 교육과정이며, 국가와 교사, 학생, 학부모가 함께 참여하고 실천하는 교육과정이다. 이에 따른 역사교육은 세계 시민으로서의 국제적 지식을 함양하고 한국인으로서의 정체성을 확립할 수 있도록 이루어져야 한다. 현행(7차) 교육과정은 21세기의 변화에 따른 지식기반사회의 진로교육을 위해 개정되었으나 학교현장에서는 개정의 의도가 반영되지 못하고, 교과서 제도 또한 과거의 수준에 머물러 있다. 본 연구의 내용은 과거형에 머무르고 있는 현행교육과정과 교과서 제도의 쟁점을 분석함으로써 중등교육과정과 교과서의 문제를 파악하고, 그에 대한 개선방안을 모색하고자 하였다. 개선방안으로는 현대사회에 부응하는 지식기반사회형 교육과정과 교과서 제도를 모색하고, 현재 우리 사회의 질적 발전과 청소년들의 흥미와 적성 등 다양한 요구에 적합한 교육과정에 대하여 밝히는 것이다. 변화된 청소년의 요구는 미래지향적 삶을 위한 요구이고, 그것을 교육과정으로 뒷받침하기 위해서는 '삶의 질을 높이는 수월성 추구'가 될 수 있는 교육과정의 마련일 것이다. 따라서 삶의 질을 높이는 수월성 추구가 가능한 교육과정은 폐쇄적이고 획일적인 형태를 탈피하여 개방적이고 다양한 미래형 개념을 전면 도입하는 형태라야 한다. 그래야지만 지금까지 계속되어 온 문제의 해결과 빠르게 변화하는 21세기 지식기반사회에 부응하는 교육과정이 될 수 있을 것이다. 현재 우리나라의 교육과정과 교과서 제도는 전환점을 찾지 않으면 안 될 시점이다. 학교에서는 기존의 기성세대가 만들어 놓은 결과물을 전달받는 수준에서의 교육보다는 자기주도적 학습을 강조하고 있다. 다양한 정보 탐구의 결과에 따라 타당한 결론에 이르도록 사고할 수 있게 가르치는 일을 중요시 하고 있다. 특히 정보 취득에 의한 개인의 문제해결능력, 창의력, 사고력 등 주입과 암기식에서 벗어 난 고도의 지적 능력을 요구하고 있다. 이에 새로운 관점으로의 교육 방향을 모색함에 있어서 종래의 성전식 교과서의 학습은 비판이 되고 있다. 아울러 교육은 철저하게 학생들의 수준과 흥미를 반영한 '학생중심의 교육'이 되어야 한다. 학생들의 폭넓은 지식함양을 위해서 그들이 처한 환경과 정서를 적절하게 상호작용할 수 있어야 하며, 교육제도는 이를 뒷받침하는 것이어야 한다. 이에 따른 교과서 개발의 혁신을 가져 올 수 있도록 교과서 제도를 개선하는 일은 시급하다. 제도의 개혁과 함께 민주적 교육을 위한 다양한 교과서와 학습자료, 대안교과서를 받아들이는 다양성의 추구도 시급한 과제라고 할 수 있다. 본 논문은 교육과정과 교과서는 별개로 분리해서 생각할 수 없기 때문에 교육과정과 직접적으로 관련되어 있는 교과서의 문제도 함께 다루었다. 외국과 우리나라의 사례를 비교해 보면서 교육과정과 연계되는 교과서 발행제도의 검토를 통하여 쟁점화 된 현행 교육과정과 교과서 문제를 파악하고 '교육과정과 교과서 개방화'의 필요성에 대한 이해를 돕고자 한다. 이에 교육과정과 교과서에 대한 포괄적 이해를 통하여 개방화된 교육과정과 교과서가 추구해야 할 목표와 개편과제를 제시하였다. 아울러 현행 7차 교육과정과 교과서 문제는 '사회과' 교육과정 내의 '역사'과목을 중심으로 서술할 것이다. 새로 고시된 개정 '역사'교육과정을 통하여 현장의 대안을 제시하고, 향후 역사교육의 발전 방향에 대한 기초 논의가 시작되기를 바라는 바이다.; The secondary education curriculum pursues both a common denominator in society and individuals' diversity simultaneously. It is the student-centered education for improving the self-leading study and the creativity and also the curriculum joined by government, teachers, students and parents. According to it, history education should be achieved for building up the international knowledge as world-civilians and establishing the identity as Korean. The present (7th) national curriculums was revised for the society based on the knowledge according to the change of the 21st century. But this intention is not included in the on-the-spot school and the system of textbook also has stayed in the level of past. The study will search the improved plans by analyzing the problems in the present secondary education curriculum and textbook. The improved plans are to find out the education curriculum based on the knowledge society that keeps up with this contemporary society. And also they are to search the desirable education curriculum which meets the improvement of this society in quality, students' interest and aptitude, their needs for carving out a future. The requirement from changed students is the one for future-forward life. For supporting on it to curriculum, the curriculum should be prepared for 'the pursuit of outstanding for improving the quality of our life'. Therefore the curriculum should be to pursue outstanding for improving the quality of our life get out of the closed and uniformed feature and also to introduce the opened and various concepts. It will solve the problems existed and be the curriculum matched with the knowledge-based 21st century changed rapidly. The study dealt with the problem of textbooks relative on curriculum because we cannot think the curriculum and textbooks separatedly. The study also analyzed the problems of publication of textbook and suggested the modification of textbook according to curriculum. With comparing to the examples in foreign and korea, it examined the issues and the way to improve on the present curriculums. The study is started to research curriculum and textbook opened modernly after researching the present curriculum and textbook not followed up the modern requirement. Therefore it introduces a goal and modification of opened curriculum and textbook from overall understanding. In this time, we should find the turning point in curriculum and textbook. It is emphasized that the self-study than delivered the results from adults. It is taken as important that teaching for considering to reach to reasonable conclusion according to various researching on information. Specially, the high intelligent abilities such as making a solution, creativity and thinking are required. The previous textbook considered like a bible study is criticized for looking for the curriculum of a new aspect. In addition, the education should be student-centered that reflects the level and interest of students completely. The education system should support corresponding the environment and emotion for culturing wide knowledges of students. Improving the textbook system is urgent for bringing up the innovation of textbook development. It is also urgent to follow up the diversity to import various textbooks, materials and alternatives for democratic education with reorganization of systems. The study analyzes the issues of present curriculum and textbooks and helps understanding on the needs of the opening of curriculum and textbooks. In addition, the issues of present 7th national curriculum and textbooks will be described as focusing on the course of 'history' in social studies curriculum. By the new manifesto of revised 'history' education curriculum, an alternative proposal is adduced and hope to start to discuss the development of future history curriculum.
