GHS 분류결과의 현황검토 및 개선 연구

Abstract

급속한 산업발전과 더불어 화학물질은 기본적 생활을 유지하는데 필수적인 요소가 되었다. 매년 2,000여종의 새로운 화학물질이 개발되고 우리나라에서도 현재 약 4만 여종의 화학물질이 유통되고 있다. 주요 선진국은 환경, 안전보건, 소방, 운송 등 여러 분야 및 각각의 관리 목적에 따라 화학물질을 다른 방법으로 분류·표시하여 정보를 제공하고 있으며, 정보제공 방법이 달라서 생기는 문제점이 지속적으로 제기되어지고 있기에 인간과 환경을 보호 할 수 있는 화학물질 분류ㆍ표시의 통일화 제도를 전 세계에 채택, 권고하고 있다. 본 연구는 화학물질 분류?표시의 통일화 제도의 시행을 앞둔 현 시점에서 화학물질의 분류결과를 통하여 선진 외국의 앞서 분류된 DB와 비교하여 GHS 분류에 의해서 생기는 오류와 문제점을 파악하여 검토한 결과를 토대로 화학물질 분류·표시의 통일화 제도의 분류 효율성을 제고하기 위한 관리방안을 제안하였다. 첫째, 화학물질을 GHS로 분류 수행시에는 전문가의 판단을 우선으로 결정되므로 전 세계가 인정하는 GLP 데이터를 사용해야한다. 둘째, 각 부처(환경부, 노동부, 소방청)에서 분류 시에 사용되는 DATA BASE의 우선순위를 통일화하여 기업에 혼란이 오지 않도록 강구하여야 한다. 셋째, OECD 가입국은 2008년 7월부터 GHS 제도를 시행하여야 하나 우리나라의 경우 사업장에서 받아들이는 GHS 분류?표기가 미흡하므로 이행 기간을 적절히 두는 것이 필요하다. 이상과 같이 제안된 여러 가지 사항에 대하여 기업과 정부의 정책에 반영됨으로써 화학물질 분류·표시의 통일화 제도는 효율적으로 시행될 것으로 사료된다.; Chemicals have become essential elements to maintain our basic life together with rapid industrial development. About 2,000 new chemicals are developed every year and about 40,000 chemicals are currently on the market in Korea. As most of advanced countries are providing information by classifying and labelling chemicals in different methods according to various fields of environment, safety and health, fire fighting, transportation, etc. and their management purposes respectively and have met the problems occurred due to the different methods in information provision consistently, they have suggested the world to adopt an harmonized system in classifying and labelling chemicals that enables us to protect human beings and nature. With the enforcement of the globally harmonized system of classification and labelling of chemicals ahead, this study is to understand an error and problem occurred from classification by the GHS through comparing our current classification result of chemicals with the DB classified by advanced countries in advance and then to suggest a management plan to improve the efficiency in classification of the globally harmonized system based on a result verified on reliability. First, as the classification of chemicals with the GHS is decided preferentially based on professional decision, we have to use the GLP data authorized worldwide. Second, we should harmonize the priority order of the database used at the time of classification by each department(Environment, Labor and National Emergency Management Agency) to prevent any confusion of enterprises. Third, a member of the OECD must enforce the GHS from July 2008, but Korea is required to adjust the time of enforcement properly as it is insufficient for workplace to adopt the GHS classification and labelling. It is considered that the globally harmonized system of classification and labelling of chemicals will be enforced effectively by reflecting several articles as suggested above into the policies of enterprises and the government.
